PHOENIX — Members of an Arizona tribe are trying to persuade a federal judge to extend a temporary ban on exploratory drilling for a lithium project near lands they have used for religious and cultural ceremonies for centuries. The case is among the latest legal fights pitting Native American tribes and environmentalists against President Joe Biden’s administration as green energy projects encroach on lands that are culturally significant. The springs have served as a place of healing and prayer for generations, the tribe has said in court filings. Federal land managers also are expected to issue a draft environmental review of a lithium mine planned by Australian company Ioneer Ltd. between Reno and Las Vegas. The latest Russia-China military drills fit a pattern of more than a decade of enhanced military coordination between the two countries, experts say. The joint drills also raise questions about whether the two nuclear-armed powers, which are not treaty allies, could act together in any potential future conflict. Russian military sailors attend the opening ceremony for a joint naval exercise in the South China Sea in July. A month and a half into its offensive into Russia’s western Kursk region, the Ukrainian Army faces difficult decisions over where best to commit its limited forces. Moscow’s troops have begun counterattacking in the area, reclaiming a few villages and threatening Ukraine’s ability to hold onto the territory it has seized. At the same time, Ukraine and Russia are engaged in air assaults, targeting each other’s military bases and energy infrastructure as each side tries to degrade the other’s capacity to sustain the war effort. Washington CNN —Joe Biden’s national security advisers have no imminent plans to present the president with an updated proposal in the Israel-Hamas war ceasefire negotiations, two senior administration officials told CNN – the latest indication that talks to end the conflict have seriously stalled. Some US officials had indicated in recent weeks that a so-called bridging proposal was being finalized for Biden’s approval before being shared with the other mediators involved in the ceasefire talks, such as Qatar and Egypt. The recent execution of six hostages in Gaza – including one Israeli American – infuriated administration officials who have been intimately involved in the talks. CNN —Ukrainian prosecutors have launched an investigation into an alleged Russian execution of a Ukrainian soldier found dead with a sword inscribed with “for Kursk” in his body, in an apparent act of revenge for Kyiv’s recent incursion into the Russian border region. His office later confirmed it had opened a criminal investigation into the alleged execution. “Footage of an alleged execution by sword of an unarmed Ukrainian serviceman with taped hands is spreading on the web,” he wrote on X. CNN —The US military completed its withdrawal from Niger on Sunday, US Africa Command announced in a news release. The US had previously said that the withdrawal would be complete by September 15. The withdrawal comes months after Niger’s military government — which took power in a coup in 2023 — ended an agreement signed with the US that allowed military personnel and civilian staff from the Department of Defense to operate in Niger. A Niger military spokesman said in March that the agreement “is not only profoundly unfair in its substance but it also does not meet the aspirations and interests of the Nigerien people.”The announcement was made just days after a US delegation visited Niger in March. Those concerns were only furthered when, weeks after Niger announced the end of its military agreement with the US, Russian forces were operating out of the same military base as US troops in the country.

Russia and Ukraine conducted a major exchange of prisoners on Saturday, 206 in all, in their second such swap in two days, following negotiations mediated by the United Arab Emirates, officials said. President Volodymyr Zelenskyy said that all 103 Ukrainians returned were from the military — 82 soldiers and privates and 21 officers. Russian Defense Ministry said that the 103 Russian soldiers exchanged had been taken prisoner in the border Kursk region where Ukrainian forces launched a surprise incursion in August. Kyiv and Moscow have frequently exchanged prisoners since Russia’s invasion in February 2022, and Saturday’s swap was the third since Ukraine began a cross-border incursion into Russia’s Kursk region in early August. CNN —The American-Turkish activist Ayşenur Ezgi Eygi, who was killed by Israeli gunfire in the West Bank last week, has been buried in her family’s hometown in southwestern Turkey. Eygi, who was born in Turkey and had joint US citizenship, was shot by Israeli forces while taking part in a weekly protest against an Israeli settlement near the Palestinian village of Beita. CNN —India’s second nuclear-capable ballistic missile submarine joined its naval fleet late last month, a move the government says strengthens its nuclear deterrent as New Delhi casts a wary eye at both China and Pakistan. The de facto border between India and China, known as the Line of Actual Control, has been a longtime flashpoint between the two. India’s next ballistic missile subs could be years away, however, if history is any predictor of the future. Arighaat was launched almost seven years ago, and if that timeline from launch to commissioning applies to the next Indian ballistic missile sub, it won’t join the service until 2030.
