CNN —The cousin of Liverpool soccer star Luis Díaz told CNN on Friday that his family is relieved and “really thankful for all the support from the entire nation,” following the release of Díaz’s father by the National Liberation Army (ELN) guerrilla group on Thursday night. Díaz Sr. was abducted along with his wife, Cilenis Marulanda, by ELN gunmen on October 28 in his hometown of Barrancas, northeastern Colombia. Rome CNN —A new ruling by the Vatican’s doctrine department has opened the door to Catholic baptism for transgender people and babies of same-sex couples. Regarding transgender people, the document says a person who identifies as transgender can be baptized like any other adult, “as long as there is no risk of causing scandal or disorientation” to other Catholics. Children who identify as transgender can also be baptized if “well prepared and willing,” it says. The document cites several sermons by Pope Francis for the ruling. In each circumstance, the priest is asked to use “pastoral prudence” in deciding whether to allow a transgender person’s participation.

The Federal Housing Finance Agency emphasized in the report that there needs to be a clearer distinction between the purpose of the FHL banks and the Federal Reserve, which is the primary emergency lender for banks. The agency said FHL banks were created by Congress in 1932 to provide liquidity to banks for affordable housing and other economic development. Tuesday's report was the culmination of a year-long project by the agency to review the FHL banks. FHL Banks are 11 regional government-chartered institutions that raise money for low-cost lending to their members.

MINNEAPOLIS (AP) — The American Civil Liberties Union of South Dakota announced Monday that it is suing South Dakota over a state law that restricts content on vanity plates. Hart intended for the personalized license plate to refer to his business and its mission of promoting tribal sovereignty, the news release said. According to the complaint filed Friday, the state Department of Revenue denied Hart's application in 2022. CNN —If you were to dream up a hypothetical case that demanded cameras in federal courts, it would be United States of America v. Donald J. Trump. The importance the coming four criminal trials will play in the 2024 election cannot be overstated. Supreme Court justices, as we’ve previously written in this newsletter, frequently endorse the idea of cameras in the courtroom right up until they get that lifetime Supreme Court appointment. In the Senate, there is a bipartisan proposal to require the Supreme Court to allow cameras in its courtroom. That’s not exactly what we’re talking about with the criminal trials of Trump in the lower federal court, but it does suggest bipartisan openness to the issue of making courts more transparent.

Texans to Vote on Funding to Modernize Electricity Generation

By Nicole JaoNEW YORK (Reuters) - Texans are set to vote on Tuesday on a constitutional amendment to determine whether the state will create a special fund for financing the "construction, maintenance, and modernization of its electric generating facilities." The energy fund would be administered and used only by the Public Utility Commission of Texas to provide loans and grants to maintain and upgrade electric generating facilities. The biggest chunk of the fund, $7.2 billion, would go into loans and incentives to build new power-generating facilities in the ERCOT (Electric Reliability Council of Texas) region. The proposal, titled Proposition 7, is one of several efforts by lawmakers and regulators in Texas to avoid another energy crisis like the one caused by a deadly winter storm in February 2021. That storm, known as Winter Storm Uri, left millions without power, water and heat for days as ERCOT struggled to prevent a grid collapse after the shutdown of an unusually large amount of generation.

"We can confirm there was an explosion at our High Commission in Nigeria. Nigerian President Bola Tinubu's spokesperson said that there were deaths and injuries in a fire on Monday at the High Commission of Canada but did not give any figures. Canada's High Commission in Nigeria, without commenting on the explosion, said on social media that it had "temporarily suspended operations until further notice." The embassy issued a travel advisory, warning against non-essential travel to Nigeria, including capital Abuja, "due to the unpredictable security situation throughout the country and the significant risk of terrorism, crime, inter-communal clashes, armed attacks and kidnappings." Western countries routinely issue warning about travelling to Nigeria, which the Abuja government often dismisses as lacking merit.
