He wants to shut down five federal agencies, including the FBI and the Department of Education. Even as he runs against Trump, Ramaswamy has repeatedly praised him as the most effective president this century. Ramaswamy is not the only Republican candidate to suggest slashing the federal workforce. They have been working on drafting a plan for when Trump returns to the White House to oust federal employees and replace them with like-minded officials. Regarding the plan for the FBI, Ramaswamy said he would fire 20,000 employees deemed to be in non-essential roles and send 15,000 to the U.S.

GOP Rep. Matt Gaetz is threatening to force a vote on ousting House Speaker Kevin McCarthy. If that happens, Democrats will get a vote too — and some progressives say they would vote for it. "I mean, if that vote comes up, I'll vote to vacate," said Rep. Maxwell Frost of Florida. Gaetz, for his part, has suggested that Democrats would bail McCarthy out, and he's openly challenging Democrats to support his effort when the time comes. "I think Speaker McCarthy is horrific," said Rep. Robert Garcia of California.

Is it just me, or did Kevin McCarthy look a little rough around the edges on Tuesday when announcing his decision to open an impeachment investigation into President Biden? I realize that Mr. McCarthy, the House speaker, needed to convey a dignified solemnity on such an occasion. But in his brief appearance, Mr. McCarthy came across not so much as serious and statesmanlike but as if the words were being dragged from his lips. That it has finally sunk in that he has become the not-so-glorified puppet of the House Republican conference’s radicals, folks like Dan Bishop, Chip Roy and, most prominently, Matt Gaetz. Mr. McCarthy may wield the gavel.

With a five-vote margin in the House — and 18 House GOP members representing districts President Joe Biden won — the math just doesn’t work. The impeachment of President Andrew Johnson during Reconstruction and the impeachment inquiry into President Richard Nixon for Watergate were separated by more than a century. The impeachment of President Bill Clinton and the double impeachment of President Donald Trump were separated by a little more than 20 years. The only silver lining in this dark cloud over the Biden White House comes from independents’ take on the alternative. As our colleague Harry Enten points out, just 33% of independents think Biden did something illegal, according to a recent Fox News poll.

Matt Gaetz is threatening Kevin McCarthy with motion to vacate votes for the House speakership. Gaetz on Tuesday remarked that McCarthy wasn't pursuing conservative reforms as he had promised. I don't anticipate them passing immediately," Gaetz told reporters of potential votes for McCarthy's ouster. And during a Tuesday evening appearance on CNN, Gaetz reiterated his calls for motion to vacate votes against McCarthy absent conservative reforms that the congressman has sought. "The motion to vacate question is a hypothetical one that's not before us," the New York Democrat told reporters on Tuesday.

CNN —The initiation of an impeachment investigation against a president ought to be an earthshaking moment in the nation’s history. Republicans could use an impeachment investigation of the president to fuel public suspicion over Hunter Biden’s cascading controversies. But the coming impeachment investigation represents a gamble for Republicans since it could cause a backlash in moderate districts that their majority depends on. Ian Sams, a White House spokesman for oversight and investigations, blasted the impeachment investigation as “extreme politics at its worst.”But the strain of an impeachment inquiry is hardly the way the White House would have preferred to prepare for election year. If the impeachment investigation does uncover more direct involvement of Joe Biden, condemnations of McCarthy’s action may have been premature.

That’s why, today, I am directing our House committee to open a formal impeachment inquiry into President Joe Biden,” McCarthy said. The confrontation could trigger a government shutdown in the coming months – a potential political headache for McCarthy heading into an election year. So even if he wanted to initiate impeachment against Biden to save himself, McCarthy may not have the power to do it. It’s often been impossible to see a clear path ahead in which McCarthy can appease competing political forces with the minuscule majority Republicans secured in last year’s midterm elections. Ahead of an autumn that could turn into a political migraine for McCarthy, he is back in a familiar position.

House Speaker Kevin McCarthy, facing growing pressure from the right flank of his conference, announced on Tuesday he is directing committee leaders to open an impeachment inquiry into President Joe Biden, citing a “culture of corruption” around the chief executive. “Today, I am directing our House committee to open a formal impeachment inquiry into President Joe Biden,” McCarthy said at a press conference. But until now, the inquiry was not guaranteed, especially as it remained unclear whether vulnerable Republicans in swing districts that Biden won in the last election would vote to open the impeachment inquiry into the president. But other Republicans have opposed launching an impeachment inquiry. Rep. Ken Buck of Colorado has argued that the House lacks evidence connecting Biden to his son’s foreign business dealings.

WHAT IS AN IMPEACHMENT INQUIRY? An impeachment inquiry is a formal step that can precede a House vote on whether to approve articles of impeachment and eventually a trial in the Senate. It did not hold a full impeachment inquiry before bringing impeachment charges in the final weeks of Trump's presidency following the Jan. 6, 2021, Capitol attack. Weiss has said prosecutors will seek to indict Hunter Biden on tax and gun charges by Sept. 29. The criminal prosecution could mean Hunter Biden may face a trial while his father is campaigning for reelection.

House Speaker Kevin McCarthy's announcement that he has directed GOP-led House committees to open an impeachment inquiry into President Joe Biden was the long-anticipated retribution that White House aides had been waiting for, after House Democrats twice impeached Donald Trump during his term in office. Ever since Republicans retook the House majority last year, the White House has been building a team of legal experts and spokespeople to counter the congressional inquiry launched into the president and his son, Hunter Biden. Rep. Marjorie Taylor Greene, R-Ga., said she would not vote on any necessary budget bills unless the House opened an impeachment inquiry. The White House said caving to their demands would show that the exercise is a "costly, illegitimate, politically-motivated exercise not rooted in reality." "The time for impeachment is the time when there's evidence linking President Biden — if there's evidence linking President Biden — to a high crime or misdemeanor.

When House Speaker Kevin McCarthy directed three House committees to proceed with an impeachment probe into President Joe Biden on Tuesday, despite an earlier commitment to put the question to a House vote in an apparent appeal to conservatives in his conference, he may have anticipated that his critics on the right would take a day off. But not long after, one of McCarthy’s fiercest agitators signaled it wasn’t enough. Political Cartoons View All 1154 ImagesAt the same time, the conservatives have put pressure on McCarthy to launch an impeachment inquiry into Biden, with Gaetz promising to bring up a vote for the speaker’s ouster should he get in the way of the probe. With little room left for maneuvering, the impeachment inquiry offered a possible off-ramp. Speaker, dust off our written January agreement,” Gaetz said, urging McCarthy to “comply” with the agreement by pursuing individual spending bills, not continuing resolutions, calling for votes on balanced budgets and term limits and subpoenaing Hunter Biden.

Rep. Greene went after fellow Rep. Matt Gaetz over the conservative push to impeach President Biden. Gaetz on Tuesday said that he "pushed" McCarthy for weeks regarding an impeachment inquiry. The decision comes as the California Republican has faced mounting pressure over the issue from many members of the ultraconservative House Freedom Caucus, who hold immense sway in the narrow Republican House majority. AdvertisementAdvertisementThe White House on Tuesday immediately pushed back against GOP efforts to start an impeachment inquiry. "This is the same guy that wrote a book called 'Drain the Swamp', who is now arguing against an impeachment inquiry," she told the network.

House Speaker Kevin McCarthy, R-Calif., plans to endorse an impeachment inquiry into President Joe Biden in an effort to seek bank records and other documents from the president and his son Hunter Biden, two Republican sources familiar with the speaker's intentions told NBC News. McCarthy has signaled for weeks that the House could take up an impeachment inquiry, which would provide additional legal power to the House's investigations into the Biden family. It is unclear whether there are sufficient votes within the GOP conference to open an impeachment inquiry into the president. The White House is ramping up a war room to lead a response to a Republican impeachment inquiry, NBC News previously reported. McCarthy's move to endorse an impeachment inquiry into Biden comes amid pressure from right-wing Republicans, who are pushing back against a short-term funding bill to avert a government shutdown at the end of the month.

Speaker Kevin McCarthy’s job is on the line as the House returns on Tuesday to confront a funding impasse that could lead to a government shutdown or a challenge to the California Republican’s hold on the top post in the House. Far-right Republicans are refusing to back a measure to keep the federal government funded past Sept. 30 without substantial spending cuts and stringent new border policies that stand little chance of becoming law. They are also threatening to depose Mr. McCarthy should he turn to Democrats for assistance in scrounging together the votes he needs to avoid a shutdown. “Stay tuned,” Mr. Gaetz said on Monday night when reached for comment, declining to elaborate. Members of the ultraconservative Freedom Caucus were also planning a public event on Tuesday to vent their discontent with the spending landscape.

“I personally would like to see the inquiry happen (this) week,” the Georgia Republican told CNN. The two chambers are hundreds of billions dollars apart and divided over controversial social issues that House Republicans have tacked on to their spending bills. “I am against a continuing resolution in any form or fashion,” Gonzales told CNN. “There is a constitutional and legal test that you have to meet with evidence,” Johnson told CNN. The House returns this week from a lengthy August recess to a jam-packed September, with an end-of-month deadline to avert a government shutdown quickly approaching, foisting intense pressure upon House Speaker Kevin McCarthy. With just one of 12 spending bills passed through the House, little time remains to take action to keep the government fully functional by the Sept. 30 deadline. And should McCarthy look to Democrats to sidestep conservative demands, some have warned that they’ll bring up a vote for his ouster. Instead, some suggest that launching a Biden impeachment inquiry is McCarthy’s only true bargaining chip with those on the right. And to complicate matters further, the two chambers have marked up the spending bills at different levels, making reconciling the legislation all the more difficult.

To start, Congress faces a deadline to fund the government by the end of the month, or risk a potentially devastating federal shutdown. But starting a formal impeachment inquiry into Biden could help to appease Republican allies of Trump, who has emerged as the GOP frontrunner to confront Biden in the 2024 election for the White House. Woodhouse is now a senior adviser to the Congressional Integrity Project, which is preparing to criticize Republicans over the Biden impeachment. While the shutdown is the more pressing problem for McCarthy, the Biden impeachment inquiry is his bigger political gamble. McCarthy has signaled an impeachment inquiry is coming.

Democrats are already trying to pin the blame on any shutdown on the House GOP. “I don’t believe that a vote of the House is required to open an impeachment inquiry,” GOP Florida Rep. Matt Gaetz, who supports a Biden impeachment and sits on the House Judiciary Committee, told CNN. Another factor that could complicate the fall timeline for an impeachment inquiry: Government funding expires at the end of September. Officially moving ahead with an impeachment inquiry could help keep angry conservatives off McCarthy’s back. During the call, one skeptical committee member pressed Jordan on the purpose of an impeachment inquiry, according to a source on the call. “The Republicans in Congress, though well meaning, keep talking about an Impeachment ‘Inquiry’ on Crooked Joe Biden.

The debate – hosted by Fox News, which has amplified many of Trump’s false claims he won the 2020 election – exemplified the impossible conundrum at the center of the GOP race. Trump, exploiting his unrelenting support among GOP primary voters, has pulled off the feat of wielding multiple indictments as a political shield. But Ken Cuccinelli, who is backing DeSantis despite serving in Trump’s administration, argued that the Florida governor had used Trump’s absence to make a valuable connection with Republican voters. So will Trump stick with his strategy of refusing to elevate his rivals by appearing with them on stage – for instance, at the next GOP debate at the Ronald Reagan library in California next month? “In the next debate, there’s not going to be any Atlanta surrender and counterprogramming,” Kall said.

The memo, which was first reported by Axios, does not mention Mr. Trump, and the restrictions apply to all candidates who aren’t participating — a category that also includes those who didn’t meet the donor and polling thresholds to qualify. In practice, though, it will affect Mr. Trump more significantly than anyone else, since he is the front-runner in the Republican primary and is actively trying to snub the debate while still getting its benefits. Mr. Trump’s decision to skip the first Republican National Committee-sanctioned debate of the 2024 race was a slap in the face to both the party and Fox News. Mr. Trump has frequently complained about Fox News’s coverage of him. At least three senior members of Mr. Trump’s campaign — Chris LaCivita, Jason Miller and Steven Cheung — plan to attend the debate in person, The Times has reported.

As his rivals prepare for the two-hour showdown on Fox News, Trump’s campaign is attempting to counter-program the debate. But Trump’s son Donald Trump Jr. and other surrogates planned to travel to Milwaukee, where they would have had opportunities to weigh in on national broadcasts before and after the debate in the spin room. Ahead of the debate, some candidates are offering previews of their lines of attack – including criticizing Trump for choosing not to participate. “Every one of us who have qualified for that debate stage ought to be on the stage willing to square off and answer those tough questions,” Pence said.
