GOP lawmakers introduced a bill to overturn Biden's new SAVE income-driven repayment plan. Borrowers can now apply for the SAVE plan before bills become due next month. It also estimated that an additional 1 million low-income borrowers would experience that benefit, and the plan would save all other borrowers at $1,000 a year compared to other income-driven repayment plans. However, the Republican lawmakers seeking to overturn that plan argued it's an overreach of authority and would cost taxpayers. While Republicans opposed that relief, as well, Biden is moving forward with implementing the new repayment plan as borrowers begin to face another monthly bill.

London CNN —Britain’s second-biggest city effectively declared itself bankrupt on Tuesday, shutting down all nonessential spending after being issued with equal pay claims totaling up to £760 million ($956 million). Birmingham City Council, which provides services for more than one million people, filed a Section 114 notice on Tuesday, halting all spending except on essential services. The deficit arose due to difficulties paying between £650 million (around $816 million) and £760 million (around $954 million) in equal pay claims, the notice report says. The city now expects to have a deficit of £87 million ($109 million) for the 2023-24 financial year. Sharon Thompson, deputy leader of the council, told councilors on Tuesday it faces “longstanding issues, including the council’s historic equal pay liability concerns,” according to the United Kingdom’s PA Media news agency.

After Mitch McConnell froze again, a Kentucky GOP leader said the senator should have left last year. Bob Barney, the GOP chair in Jessamine County, told The Post he was "disappointed" in the situation. But McConnell's Republican Senate colleagues have, by and large, rallied around him. Barney told the newspaper he feels as though McConnell won't be selected as the GOP leader once again, which will eventually push him to leave office. "We're all very disappointed that he didn't let someone else take over as leader in 2022," Barney told The Post.

California Forever says it wants to build a "walkable" city with new jobs, surrounded by an agricultural greenbelt. The company, Flannery Associates, has been quiet until now, but its parent company California Forever just launched a new website detailing its master plan. New York CNN —Subway has sold itself to private equity firm Roark Capital, ending a six-month long search for a buyer. “This transaction reflects Subway’s long-term growth potential, and the substantial value of our brand and our franchisees around the world,” Subway CEO John Chidsey said in a statement. However, the Wall Street Journal reported the purchase price was “around $9.6 billion,” which would be slightly below the chain’s $10 billion asking price. Surveying the shoreline of Rockaway Beach on a recent morning, Patricia Lent, from the Merce Cunningham Trust, was elated. “This is a dream come true,” she said, adding: “It’s someone else’s dream — but it is a dream come true.”Cunningham’s “Beach Birds” has finally made its way to the beach. An adaptation of this 1991 dance is part of this year’s Beach Sessions Dance Series, at Rockaway Beach on Saturday. Staged by Lent and Rashaun Mitchell — both former company members and trustees — “Beach Birds” comes to life in a setting where the sand, the sea and real birds create, along with 11 dancers, a humming summer landscape.
