You could hold a friendly regatta in the Taiwan Straits compared to where I just visited. I spent two days last week hopscotching in a CH-47 Chinook helicopter among seven U.S. military bases in western Jordan and eastern Syria with America’s senior Middle East Centcom commander, Gen. Michael Kurilla. What you have, instead, is the other Middle East war that began shortly after the tragic Israel-Hamas war that broke out on Oct. 7. They have learned to arm, build, adapt and deploy some of the most sophisticated precision weaponry in the world. That weaponry, provided by Iran, can hit a three-foot-wide target 500 miles away.

OPEC+ members extend oil output cuts to Q2

CNN —OPEC+ member nations have agreed to extend their voluntary cuts to crude oil production through the second quarter, the group announced Sunday. The move is a part of the group’s perpetual balancing act to stabilize oil prices by reducing supply. OPEC+, a coalition of the world’s top oil producing countries, had announced voluntary oil cuts of 2.2 million barrels per day in November. The Energy Information Administration reported last month oil refinery inputs, crude oil stock, and gasoline production were all increasing. Oil prices fell on the agency’s announcement US commercial crude oil inventory was sitting at 447.2 million barrels.

Riyadh's crude production will be approximately 9 million barrels per day until the end of June, the announcement said. Back in November, OPEC+ countries had held a formal policy of collectively reducing their output by 2 million barrels per day until the end of 2024. Unlike formal policy changes, voluntary cuts do not require the group's unanimous consent during an official meeting and bypass the need to distribute production cuts or increases among OPEC+ members.

When the United States and its Middle Eastern allies went to war against the Islamic State in Iraq and Syria, there was nothing clean or surgical about the campaign. Retaking Mosul from the Islamic State’s fighters, a struggle that ran from the fall of 2016 through the following summer, left between 9,000 and 11,000 inhabitants of the city dead, according to an Associated Press report, with about a third killed by the U.S.-led coalition and Iraqi air bombardments. Many of those victims were simply described as “crushed” in the subsequent medical reports. In 2021, my colleagues at this newspaper reported on a U.S. strike cell that “launched tens of thousands of bombs and missiles against the Islamic State in Syria,” but also “sidestepped safeguards and repeatedly killed civilians,” at a rate 10 times that of similar air warfare in Afghanistan. When Western journalists reached Raqqa in Syria, the Islamic State’s de facto capital, in the fall of 2018, they found a “wasteland of war-warped buildings and shattered concrete” (to quote an NPR report), in which as many as 80 percent of the city’s structures were destroyed or uninhabitable.

London CNN —Britain’s opposition Labour Party, widely expected to win a general election due to be held within months, has lost one of its safest parliamentary seats to a pro-Palestinian former party member in a chaotic by-election. Labour initially stood by Ali, only to withdraw their support but too close to the by-election to put forward another candidate. Galloway was expelled from the Labour Party in 2003 after he opposed then Prime Minister and Labour leader Tony Blair’s support for the war in Iraq. Galloway’s victory is noteworthy for the context in which it took place, but doesn’t necessarily tell us much about the general election that will take place at some point this year. It does send a warning, however, to Starmer and the Labour Party about the need to properly screen candidates, as it could be badly hurt by similar stories emerging in the run up to the general election.

Iran has made a concerted effort to rein in militias in Iraq and Syria after the United States retaliated with a series of airstrikes for the killing of three U.S. Army reservists this month. Initially, there were regional concerns that the tit-for-tat violence would lead to an escalation of the Middle East conflict. But since the Feb. 2 U.S. strikes, American officials say, there have been no attacks by Iran-backed militias on American bases in Iraq and only two minor ones in Syria. Before then, the U.S. military logged at least 170 attacks against American troops in four months, Pentagon officials said. The relative quiet reflects decisions by both sides and suggests that Iran does have some level of control over the militias.

CNN —A Marine rapid response force is expected to leave the eastern Mediterranean Sea in the coming weeks and return to the United States, according to two defense officials, in a significant reduction of US forces in the region. The Marine rapid response force first deployed in July and was sent to the region in October. It had previously been extended to remain in the eastern Mediterranean Sea, as CNN reported. The US has maintained an aircraft carrier or amphibious assault ship in the eastern Mediterranean Sea since shortly after the October 7 attacks in Israel. The Ford carrier strike group, which had been extended several times, left the eastern Mediterranean Sea in early-January, replaced by the Bataan amphibious ready group and the Marine rapid response force.

Houthi militants have launched attack drones and cruise and ballistic missiles at vessels in the Red Sea and the Gulf of Aden. The United States and Britain carried out another round of large-scale military strikes Saturday against multiple sites in Yemen controlled by Houthi militants, U.S. officials said. On Monday, Houthi militants fired two anti-ship ballistic missiles at a cargo ship, U.S. Central Command said in a statement. The ship, called the Sea Champion, continued on to its destination at the port of Aden in Yemen, the statement added. The American-led retaliatory air and naval strikes against Houthi targets began last month.

Iran, and particularly its hostile relationship with the US, is firmly at the center. The story is more complicated than that, as I lay out in my CNN special report “Why Iran Hates America,” airing Sunday at 8 p.m. and 11 p.m. But suffice it to say that America’s relationship with Iran has been hostile and confrontational for more than four decades. Washington has viewed the fall of the Shah’s Iran as a deep betrayal from which it has never really recovered. As Iranian Foreign Minister Javad Zarif pointed out to me, the Iran nuclear deal was premised not on trust but on mistrust.

Mr. Mawhinney, who served in Vietnam from May 1968 to March 1970, had 106 confirmed kills and another 216 probable kills, averaging about four a week — more than the average company, which comprised about 150 soldiers. As a sniper, Mr. Mawhinney filled a number of roles. He would stay up all night with his rifle and night scope, watching the perimeter of an encampment for incursions. He would go out on patrol with other Marines, ready to support them if a firefight broke out.
