MANCHESTER, England, Sept 23 (Reuters) - Manchester City maintained their perfect start to the Premier League season with a 2-0 home win over Nottingham Forest on Saturday, making it six wins out of six despite losing midfielder Rodri to a red card early in the second half. In all, referee Anthony Taylor doled out 11 yellow cards along with Rodri's red, with seven of the yellows coming in a bad-tempered second half as Forest tried to leverage their extra man, but to no avail. I think the first half was brilliant apart from the last 10 (minutes), I think they found us out a little," Foden said. "The second half was not what we expected because Rodri got a red card quite early... it wasn't ideal, but we showed a different side to us today to dig in, and I'm proud of the team." WASHINGTON — As the Republican stalemate over government funding continues, two freshman GOP House members opened the door Thursday to end-running their party's leadership and working with Democrats to fund the government. Lawler told reporters that if Republicans can't unify to pass a continuing resolution, or CR, to approve short-term funding, he will pursue a discharge petition with Democrats. "If there is not going to be a CR coming out of the House Republican caucus, then I will move forward with a discharge petition," he said. That means at least five Republicans would have to break off for a discharge petition to succeed — potentially more if not all Democrats sign it. Democratic leaders have downplayed the prospects of a discharge petition to resolve the mess and noted that one hasn't been filed.

In the last 15 years or so, a growing number of people have come to see the Hudson Valley as more than a beautiful place to visit. A host of new cafes, coffee shops, boutiques and restaurants cater to this rising population tide. Farms and farm stands provide great local ingredients, as do local cheese producers and bakers. It’s become a great place to eat and to drink good wine. On a recent trip to the Hudson Valley, I made my base near the small city of Hudson, N.Y., which has the greatest concentration of destinations in the area, though I explored places within a 30-minute drive.

REUTERS/Yurii Kovalenko Acquire Licensing RightsKYIV, Sept 20 (Reuters) - U.S. businessman and philanthropist Howard Buffett said on Wednesday Western public interest in the war in Ukraine could wane in the coming year, and that he may step up his own support for Ukraine to set an example. Buffett said the idea that Ukraine "fatigue" could set in among the public in the West showed that Kyiv's allies should double down on their support. I think the U.S. and Europe have to step up even more and help Ukraine win this war and put it to end." In some Eastern European states there are signs of more critical views over the extent of foreign military support for Ukraine, and anger among farmers who say Ukrainian food imports hurt their prices.

Ukraine brought the case to the International Court of Justice (ICJ), the highest U.N. court for disputes between states, days after Russia launched a full scale war on its smaller neighbour on Feb. 24 last year. Kyiv argues that Russia is abusing the 1948 U.N. Genocide Convention, adopted in the aftermath of World War Two, by saying the invasion was justified to stop an alleged genocide in eastern Ukraine. Russia asked the court on Monday to throw out the case, claiming Kyiv's legal arguments were "hopelessly flawed" and that Moscow had not actually invoked the genocide treaty when it used the term genocide. Some 32 states will address the court, all in support of Ukraine, which wants the court to go on and hear the case on merit and find that Russia must pay reparations. Ukraine says there was no risk of genocide in eastern Ukraine, where it had been fighting Russian-backed forces since 2014.

The converter station for the line will be the first-ever transformation of a fossil fuel site into a grid-scale zero-emission facility in New York City, its backers say. Once the construction is completed, it will convert 1,250 megawatts of energy from direct current to alternating current power that will be fed directly into the state's power grid. It’s not hard to find signs of the Latino influence in this working-class village along the Hudson River: Mexican taquerias and Ecuadorean delis dot the promenade along Beekman Avenue, and neighbors greet one another in Spanish, while colorful flags dance in the wind. More than half the Village of Sleepy Hollow is of Hispanic origin, according to the most recent census. The village, about 30 miles north of New York City, is part of the Town of Mount Pleasant, which uses an at-large voting system that allows residents to cast ballots for all open positions. The Mount Pleasant town board has no Latino members, and no one could recall the last time it had one. That disconnect has led to a formal claim filed with the town, on behalf of five residents who say that they and other Latino voters are being disenfranchised.

Twelve hundred tons of sand arrived last month in Hudson River Park, the sliver of green space on the western edge of Manhattan, and it took only a quarter-century to get there. George E. Pataki signed the law authorizing the creation of the park, he vowed it would have a beach. Now, on the 25th anniversary of the Hudson River Park Act — which turned a strip of dilapidated warehouses and rotting piers along the city’s mightiest river into a sprawling park network — West Siders will finally get to wriggle their toes in the sand. The beach is part of a larger effort to complete the park and knit together its disparate sections, which have been developed in bits and pieces over the years. The newest projects expected to open soon are Gansevoort Peninsula, a recreational area off Gansevoort Street that includes the beach as part of a $73 million overhaul, and Pier 97, a $47 million project off 57th Street that will have a big playground.
