SYDNEY, March 30 (Reuters) - New rules that cap total Australian greenhouse gas emissions and curb some new gas and coal investments in the country will come into effect on 1 July after parliament passed an upgraded emissions reduction plan on Thursday. Negotiations with the Greens, who wanted a ban on all new fossil fuel investments, resulted in a law including a hard total emissions cap, ministerial review for projects that raise total emissions and compulsory disclosures for polluters that rely heavily on carbon offsets to meet their targets. Under the revised legislation, projects such as the massive Browse field that Woodside Energy (WDS.AX) wants to develop would have to have carbon capture and storage to achieve net zero. The legislation also requires all new gas projects in the Beetaloo Basin to have net zero carbon emissions and new gas fields supplying existing liquefied natural gas (LNG) plants to have net zero reservoir emissions, imposing new costs. BERLIN, March 26 (Reuters) - Berlin votes on Sunday on making the city climate neutral by 2030, in a binding referendum that will force the new conservative local government to invest heavily in renewable energy, building efficiency and public transportation. "At the moment, climate policy is simply not sufficient to ensure a future worth living in our city," Jessamine Davis, a spokesperson for Climate New Start Berlin, told Reuters. "The new version will automatically apply if Berlin population votes if favour," Davis said. According to the initiative organizers, around 455,000 Berliners have requested to cast their votes via mail so far. In addition to a majority of positive votes, the initiative needs at least 608,000 "Yes" votes to make the results binding.

With cars and vans responsible for around 15% of its total greenhouse gas emissions, a phase-out of polluting vehicles is a key part of EU climate policy. The law envisions a total ban on the sale of new diesel and gasoline cars by 2035. Germany is now pushing against the idea that all internal combustion engines must be banned. Other European countries, including Italy, Poland and the Czech Republic, have joined Germany in demanding the exception.

BERLIN, March 12 (Reuters) - Germany Finance Minister Christian Lindner said on Sunday he wanted to tackle expenditure in the 2024 budget to fix the country's structural deficit that had resulted from the COVID-19 pandemic and the energy crisis. "We have a massive expenditure problem," he told broadcaster ARD on Sunday. Lindner, of the pro-business Free Democrats, and Economy Minister Robert Habeck of the Greens last month clashed over plans for next year's budget, according to an exchange of letters seen by Reuters. His ministry recently said the draft budget should be ready by June despite the growing tensions. The EU law would require all new cars sold from 2035 to have zero CO2 emissions, making it effectively impossible to sell new fossil fuel-powered cars. E-fuels, like e-kerosene, e-methane, or e-methanol, are made by synthesizing captured CO2 emissions and hydrogen produced using renewable or CO2-free electricity. Germany and Italy want clearer assurances from the EU that sales of new ICE cars can continue beyond 2035, if they run on CO2-neutral fuels. Most major carmakers are betting on battery-electric vehicles - a technology that is already widely available - as the main route to cut CO2 emissions from passenger cars. Supporters say e-fuels offer a route to cut the CO2 emissions of our existing passenger car fleet, without replacing every vehicle with an electric one.

VIENNA, March 2 (Reuters) - Austria's finance ministry on Thursday played down concerns about U.S. sanctions officials scrutinising Raiffeisen Bank International (RBIV.VI) over its Russia business. "The inquiry from the U.S. sanctions authority is a normal process that gives no cause for concern, because sanctions authorities naturally keep informing themselves about Austrian companies doing business in Russia," Austria's finance ministry told Reuters in a statement. The Austrian finance ministry said it would in due course address questions from parliament about Raiffeisen, as the lender's activities drew more domestic political scrutiny. "A risky deal for the Austrian Raiffeisen, which instead of - like other European banks - ending its business in Russia, is focusing on intensifying business relations," Greens lawmaker Nina Tomaselli said in a parliamentary question. The finance ministry welcomed the prospect of such a deal, suggesting it could prevent losses to savers and deposit insurance of hundreds of millions of euros.
BERLIN, Feb 28 (Reuters) - German Transport Minister Volker Wissing on Tuesday called into question a bid by the European Union to ban new cars with internal combustion engines from 2035, saying the use of synthetic fuels should remain possible after the deadline. The Environment Ministry, led by the Greens, was surprised by Wissing's announcement, with a spokesperson saying that Germany's approval of the combustion engine ban was "coordinated with the other ministries". The FDP has long advocated for climate-neutral synthetic fuels, also known as e-fuels, arguing their use would enable the continued use of combustion engines. The European Parliament, the Commission and EU member states agreed last year to phase out combustion engines for passenger cars from 2035. If Germany's coalition cannot agree a position, it would have to abstain which, along with some resistance from Italy and some eastern European countries, could throw the whole EU ban into question.
