WASHINGTON — The Biden administration announced a milestone Thursday in its effort to cancel Americans' student debt: it has provided relief to more than one million borrowers who work in public service. The Education Department said that before Biden's presidency, only 7,000 public servants had ever received student debt relief through the Public Service Loan Forgiveness Program. The milestone comes after the administration has faced legal challenges to a number of its student debt relief proposals and roadblocks put up by court rulings. The Supreme Court, for example, ruled last year that the administration’s original student debt forgiveness program couldn't take effect. Sydney’s famous Bondi Beach and other beaches around the Australian city were shut on Thursday as authorities investigated mysterious tar balls that have washed ashore. A police officer risked his life to carry out the daring rescue of a man suffering a "mental health crisis" from train tracks, seconds before a train rushed past. Seconds later the man slips and falls 25 feet onto the tracks, sustaining serious injuries. Two officers then go onto the tracks, as an oncoming train sounds its horn, pulling him to safety just as it passes. "Policemen on the lower platform ran across the tracks to rescue the man while a train approached them at high speeds. Vice President Kamala Harris still has a wide lead over former President Donald Trump among Black voters in battleground states, according to a new poll, which shows a key slice of undecided Black voters still poised to make a decision about the presidential election. The findings, from a Howard University Initiative on Public Opinion poll of 981 likely Black voters in battleground states — Arizona, Georgia, Michigan, Nevada, North Carolina, Pennsylvania and Wisconsin — show that 84% of likely Black voters will support Harris in November and 8% say they’ll support Trump. While an overwhelming majority of Black voters overall plan to support Harris, the data shows a small shift among independents from a month ago. Black voters support Harris by large margins across all age groups, but her margin among young voters (63 points) is much smaller than her margin among older voters (82 points). Among undecided Black voters, 19% said the economy is the most important issue to their vote, followed by inflation/cost of living (14%).

Texas is preparing to put a man to death Thursday in what would be the nation’s first execution involving a case of “shaken baby syndrome,” a diagnosis that has been re-evaluated in more recent years, leading to the overturning of similar convictions. Prosecutors argued that Nikki must have been shaken to death because she had been diagnosed with “the triad” — a swollen and bleeding brain and retinal hemorrhaging — symptoms once believed to be indisputable evidence of shaken baby syndrome. In 2009, the American Academy of Pediatrics changed the name of shaken baby syndrome to the more broadly defined “abusive head trauma” to include injuries caused by mechanisms other than shaking alone. It is now medical consensus that other medical conditions, including infections, accidental trauma and pre-existing illnesses, can also cause the symptoms associated with shaken baby syndrome. Hundreds of possible shaken baby and abusive head trauma cases are reported to hospitals in the U.S. every year, according to a nonprofit advocacy group.

BERLIN — President Joe Biden is leaving Washington for Germany on Thursday morning in what will be one of the last opportunities to outline his vision for foreign policy before the election next month. After landing in Berlin, Biden will be greeted with full military honors Friday before receiving the country's highest Order of Merit from President Frank-Walter Steinmeier, his office said. After years of refusing U.S. prodding to trade the Russian, Biden and Vice President Kamala Harris separately convinced Scholz earlier this year. On Wednesday, Biden announced a $425 million aid package for Ukraine that includes air-to-ground munitions and armored vehicles, and promised more defense systems and supplies in the months to come. The White House said Biden will now travel to Angola in early December.

Last month, a state-run health care agency launched a website that shares information that proponents of the ballot measure say is misleading. The DeSantis administration has also ramped up efforts to investigate allegations of fraud in the signature-gathering process by the groups behind the measure. In addition, the state Health Department sent cease-and-desist letters this month to multiple television stations across the state that had aired an ad that supported the ballot measure. Spokespersons for the DeSantis administration, the Health Department and the Agency for Health Care Administration didn’t respond to questions. Even putting the efforts from DeSantis and other Florida Republicans aside, the ballot measure faces an uphill climb.
