The October 2022 rules impose two performance caps on exporting AI chips to China - one on how fast the chips can talk to one another, and the second on the chips' processing speeds. After the rules took effect, Nvidia created special chips for China with lower interconnect speeds. Intel this month also said it has created an AI chip that can be sold in China. Nvidia at the time said that restricting sales of its AI chips to China "would result in a permanent loss of opportunities for the U.S. On Friday, Gallagher and Krishnamoorthi urged an even tighter approach than the one Reuters previously reported officials are considering.

Intel is poised to add about $10 billion to its market value, based on its current price of $37. Intel's results lifted Advanced Micro Devices (AMD.O) and Nvidia (NVDA.O) by 3.2% and 2.3%, respectively, while Qualcomm (QCOM.O) advanced 2.6%. Although a titan of the American chip industry, Intel has fallen behind rivals such as Taiwan's TSMC and Nvidia both in terms of margins and market value as the PC market downturn and stiff competition in the data center market battered its business. Earnings reports from other chipmakers including Samsung (005930.KS) have also shown that the glut in the smartphone and PC markets is ending, but the outlook for demand from customers outside the AI industry remains gloomy. Intel has a 12-month forward price-to-earnings ratio of 31.10, compared with Nvidia's 43.26 and an industry median of 19.95.

REUTERS/Florence Lo/IllustrationWASHINGTON, July 26 (Reuters) - Commerce Secretary Gina Raimondo said on Wednesday the Biden administration is seeking to carefully target U.S. controls on exports to China, but rules will cost firms some revenue. Restrictions should not be so broad "that you deny American companies revenue and China can get the product elsewhere, or China can get the product from other countries," Raimondo said at a forum. Rules "will deny some revenue to American companies, but we think it's worth it." Raimondo said the administration is meeting with companies "to get to the right place so we don't damage American business but quite frankly protect American national security." The Biden administration is considering updating a sweeping set of rules imposed in October to hobble China's chip industry and a new executive order restricting some outbound investment.

Foldable phones remain a niche product category, carving out 5% of the global premium smartphone market, although the sector has grown rapidly from just 0.3% in 2019, according to research firm Counterpoint. In 2023, global foldable smartphone shipments are projected to reach 19 million units, up about 45% from 13.1 million in 2022, according to Counterpoint. For Nissan, that means contending with an increasingly grim outlook for foreign automakers in China, the world's biggest car market. AMPERE INVESTMENTNissan said it would invest up to 600 million euros ($663 million) in Renault's electric vehicle unit, Ampere. Renault, meanwhile, will lower its stake in Nissan to 15% from around 43%, putting their relationship on equal footing. The investment in Ampere is consistent with Nissan being a strategic investor and securing a board seat on the new company, Nissan said. Nissan had flagged in February that it would invest a maximum 15% in Ampere, but the exact size of its stake remained unclear.

Meta reported second-quarter earnings on Wednesday and said that its Reality Labs unit, which develops virtual reality and augmented reality technologies needed to power the metaverse, logged a $3.7 billion operating loss. Last year, Meta's Reality Labs unit lost a total of $13.7 billion while bringing in $2.16 billion in revenue, which is driven in part by the company's sales of Quest-branded VR headsets. Reality Labs lost $3.99 billion during the first quarter. July 26 (Reuters) - Chip-testing machines maker Teradyne (TER.O) on Wednesday surpassed estimates for sales and profit in the second quarter, helped by growing demand for semiconductors that power artificial intelligence (AI) technology. Higher shipments in Teradyne's core semiconductor-test segment more than offset weaker robotics demand, said Teradyne CEO Greg Smith. For the current quarter, strong demand is seen from data center and automotive end-markets while order rates in robotics may decline, the company said. The boom in demand for AI capabilities have benefited companies in the chip supply chain, softening the impact from a post-pandemic downturn in sales of personal computers and smartphones. The company earned 79 cents per share on an adjusted basis, higher than estimates of 66 cents.

The semiconductor industry has come under pressure as global economic woes dent demand for chips used in everything from cars to cellphones. "Looking into the third quarter, wafer demand outlook is uncertain given prolonged inventory correction in the supply chain," he added. However, the company kept its guidance for capital spending this year at $3 billion, compared with $2.7 billion for last year. "We are gearing up to offer the necessary silicon interposer technology and capacity to fulfil emerging AI market demand from customers," Wang said.

Hong Kong CNN —TSMC, the world’s largest chipmaker, says it plans to invest nearly 90 billion New Taiwan dollars ($2.9 billion) to build an advanced chip plant in Taiwan, as it expands production to meet booming demand for artificial intelligence (AI) products. Wei told analysts the company plans to roughly double its capacity for advanced packaging capacity in 2024 compared to 2023, in order to meet “strong demand” for AI chips from its customers, which include Nvidia (NVDA) and AMD (DOX). Advanced packaging in the semiconductor industry involves using high-tech methods to aggregate components from various wafers in order to create a more powerful computer chip. That’s the kind of AI underlying ChatGPT, Google (GOOGL)’s Bard, Dall-E and many of the other new AI technologies. TSMC is considered a national treasure in Taiwan, supplying semiconductors to global tech giants including Apple (AAPL) and Qualcomm (QCOM).

Under the framework, the Japanese automaker would take as much as 15% of Renault's new electric vehicle unit, Ampere, while Renault would reduce its 43% stake in Nissan. The delay shows how the latest tension at the top of the Japanese automaker has complicated a drive to bring the decades-long relationship with Renault to a more equal footing. After the automaker was pitched into turmoil by the ouster of former Chairman Carlos Ghosn, Nissan executives sought to rebalance the alliance he built. Apple stock popped briefly Wednesday after a Bloomberg News report said the company was developing its own artificial intelligence large language model internally. The move signals Apple is taking recent advances in AI technology seriously and is considering integrating them into future products. For the past year, technologists and investors have been enamored of large language models, an AI technology that can turn out text or code that looks like a human wrote it. Some Apple staffers believe the company is aiming for a significant AI announcement next year, according to the report. Aside from LLMs, Apple uses a lot of machine learning in its products, from Siri speech recognition to the ability of the Photos app to detect faces and pets.
