HONG KONG, Nov 1 (Reuters) - China will begin polling 1.4 million people on Wednesday in a survey on population changes, as authorities struggle to incentivise people to have more children amid a declining birth rate and the first population drop in more than six decades. The survey will be based on a sample of 500,000 households and last for around two weeks until Nov. 15, China's National Bureau of Statistics said. It will help provide a basis to monitor China's population developmental changes and for the government and Communist Party to formulate national economic, social development and population related policies, it said. China last conducted its once-in-a-decade census in November 2020 which showed it grew at the slowest pace since the first modern population survey in the 1950s. Population development has often been linked to the strength and "rejuvenation" of the country in state media amid the declining birth rate and widespread concerns by citizens on the difficulties of raising children.

Opinion | Matthew Perry and the Loneliness of Addiction

I had committed myself to quitting cocaine, which was my second addiction, the first being years of amphetamines. It would be a nice, clean story if I said I never did drugs again. But addiction is never nice and clean. I want to tell you something about addiction: no matter who it is or what substance that person is hooked on, loneliness is at its root. “Nobody wanted to be famous more than me,” Mr. Perry said at the Los Angeles Times Festival of Books in April.

Instead, “Friends” became a show about the first decade of adult life. This may be part of the reason it found a perpetually renewing audience among Millennials, who found it in syndication, and Gen Z, who found it streaming. Your job might be a joke, you might be broke, your love life D.O.A., but it would get better. You and your friends would make it better. The “Friends” finale, in 2004, left the characters at the end of the beginning, getting married, having kids, moving away.

BEIJING, Oct 31 (Reuters) - China has discovered illegal foreign government-funded meteorological detection sites around sensitive places including military compounds, its state security ministry said on Tuesday. Some even transmit real-time information to official meteorological agencies overseas at high frequency and at multiple points, it added, calling the stations widely distributed in the country a "hidden risk to national security". The ministry said Chinese national security agencies, together with the meteorological and confidentiality departments, have promptly blocked the country's meteorological data being exported after investigating. The authorities investigated more than 10 overseas meteorological equipment agents, inspected more than 3,000 foreign-related meteorological stations in its crackdown on such sites nationwide. The involved foreign parties, which were unnamed, did not have administrative licence for their activities, had not submitted the meteorological data to Chinese meteorological authorities and transmitted the data overseas without approval, China said.

A view of the turbines at Orsted's offshore wind farm near Nysted, Denmark, September 4, 2023. The world's largest offshore wind farm developer has made a final investment decision on Revolution Wind, Orsted said in a statement, adding that it is expected to be completed by 2025. Development of the wind projects had been adversely affected by supply chain issues, increased interest rates and a lack of an OREC (offshore renewable energy certificate) adjustment on it's Sunrise Wind project, the company said. "Significant adverse developments from supply chain challenges, leading to delays in the project schedule, and rising interest rates have led us to this decision," Orsted chief executive officer Mads Nipper said. In August, Orsted said it may see U.S. impariments of $2.3 billion due to supply chain problems, soaring interest rates and a lack of new tax credits.

[1/6] Britain's King Charles is hosted by Kenya's President William Ruto at State House in Nairobi, Kenya October 31, 2023. REUTERS/Thomas Mukoya Acquire Licensing RightsNAIROBI, Oct 31 (Reuters) - Britain's King Charles begins a four-day state visit to Kenya on Tuesday, his first to a former colony, during which he plans to acknowledge "painful aspects" of a shared history that included almost seven decades of colonial rule. Accompanied by Queen Camilla, Charles arrived in the East African country overnight and will be received by Kenyan President William Ruto in the capital Nairobi on Tuesday morning. Buckingham Palace says the visit is a reflection of the two countries' close cooperation on economic development, climate change and security issues. The most notorious period of British rule came near the end, during the 1952-1960 Mau Mau revolt in central Kenya.

His statement confirmed the widening scope of a conflict that has unnerved states including the world's biggest oil exporter Saudi Arabia, hardening fears of spillover as Israel seeks to destroy Hamas in its Gaza Strip stronghold. The Houthis have demonstrated their missile and drone capabilities during the Yemen war in attacks on Saudi Arabia and the United Arab Emirates. Saudi Arabia has been holding talks with the Houthis in a bid to exit the war, as Riyadh focuses on economic priorities at home. But Houthi missile and drone attacks on Israel have increased the risks of conflict for Saudi Arabia. Saudi analyst Aziz Alghashian said Saudi Arabia would be worried about the conflict spilling across its own borders.

SYDNEY (Reuters) - Two people have been killed and dozens of homes destroyed in bushfires raging across Australia's northern Queensland state, as firefighters travel from across the country and from New Zealand to try and contain the out-of-control blazes. Residents have been told to evacuate from two massive bushfires in the southeast portion of Queensland, even as dozens of fires continue to burn across the state where at least 45 homes have been destroyed and two people killed since last week. "These are heartbreaking scenes when people lose their houses," Albanese said from the town of Bundaberg, near one of the large fires. Firefighters from the neighbouring state of Victoria and New Zealand were on their way to help, Albanese added. More than 7,500 hectares (18,500 acres) are burning out of control in the neighbouring state of New South Wales, only 40 kms (25 miles) from one of the Queensland fires.

Any nation (including the United States) would react if attacked by a neighboring entity, especially one aiming to destroy it. In attacking Gaza, however, Israel most likely will lose in the American and world court of public opinion — and ultimately could lose United States backing, a disaster for Israel. The substantial increase in antisemitic acts being committed in the United States and other countries contributes to this worrisome dynamic. I care about the innocent lives being lost on both sides. The road to their salvation lies not with reproof of Israel; Israel’s first responsibility is to her citizens.

Orsted, the world's largest offshore wind developer, said it would stop developing its 2,248-megawatt (MW) Ocean Wind 1 and 2 projects in New Jersey. The offshore wind industry has found itself in a perfect storm of rising inflation, interest rate hikes and supply chain delays. Norway's Equinor (EQNR.OL), BP's partner on those New York offshore wind developments, booked a $300 million impairment on the projects on Friday. Orsted, which in June announced plans to invest 475 billion crowns by 2030, said it was in the process of reviewing its investments and could introduce cost-saving initiatives. Orsted's share price has tumbled 52% since an August profit warning, cutting its market value to 112 billion crowns from 235 billion.

The proposed Labor Department rules require retirement plan providers to only sell commodities and insurance products, such as annuities, to clients when doing so is in the customer's best interest. "Financial advisors should put savers best interest first, and not sell them lower returning products in order to maximize their own fees," Lael Brainard, director of the White House National Economic Council, said. "When a retirement saver pays for trusted advice that is actually not in their best interest and comes at a hidden cost to their lifetime savings, that's a junk fee," Brainard said. Taking on "junk fees" gives Biden and his allies fodder to show they are helping people tackle costs as many Americans are dissatisfied with his economic stewardship. The proposed rule would ensure that retirement advisers must provide advice in the saver’s best interest, regardless of whether they are recommending a security or insurance product and where they are giving advice, senior administration officials said.

What is Hamas, the Palestinian group at war with Israel?
  + stars: | 2023-10-30 | by ( ) www.reuters.com   time to read: +3 min
Oct 30 (Reuters) - The Palestinian group Hamas launched a surprise attack from Gaza into Israel on Oct. 7, triggering an Israel-Hamas war that marked the most serious escalation in the Israeli-Palestinian conflict in many years. It is designated as a terrorist group by Israel, the United States, European Union, Canada, Egypt and Japan. Hamas's 1988 founding charter called for the destruction of Israel, although Hamas leaders have at times offered a long-term truce, or Hudna in Arabic, with Israel in return for a viable Palestinian state on all Palestinian territory occupied by Israel in the 1967 war. Since then, there have been numerous rounds of conflict with Israel, often involving Hamas rocket attacks from Gaza into Israel and Israeli airstrikes and bombardment of Gaza. Although a Sunni Muslim group, Hamas is part of a regional alliance comprising Iran, Syria and the Shi'ite Islamist group Hezbollah in Lebanon, which all broadly oppose U.S. policy in the Middle East and Israel.
