The reduction comes after the company reported a $1.8 billion net loss for the fourth quarter of 2023, its worst quarter in 15 years. The bank expects the reduction in headcount to save $2.5 billion over the long-term. Citigroup warned investors late Wednesday that charges tied to the decline of the Argentine peso as well as the bank's reorganization came in far higher than disclosed by the company's CFO just weeks ago. Those charges are significantly higher than the "couple hundred million dollars" apiece that CFO Mark Mason told investors to expect at a Dec. 6 conference hosted by Goldman Sachs. All told, the charges are likely to result in a $1 per share fourth-quarter loss, according to Mayo. Despite his own skepticism that the bank can achieve its targets, Mayo recommends Citigroup stock, saying it is so beaten down that it can double within three years. A Citigroup spokeswoman declined to comment on the bank's shifting guidance, instead pointing to remarks from Mason published late Wednesday.

The Economic Commission for Latin America and the Caribbean (ECLAC) report presented at Dubai's COP28 summit said the region must spend between 3.7% to 4.9% of GDP annually, up from just 0.5% in 2020, amounting to total investments of $2.1 trillion to $2.8 trillion by 2030. This implies the "availability of substantial but not unattainable amounts - and the time to act is now," ECLAC Executive Secretary Jose Manuel Salazar-Xirinachs said. Climate mitigation - mostly projects around transportation as well as energy, infrastructure and deforestation - would take up the lion's share of spending, ECLAC said, while a remaining third would need to go toward adaptation methods. ATLANTA (AP) — Fourteen U.S. cities will play host to Copa América next summer, with the semifinals at East Rutherford, New Jersey, and Charlotte, North Carolina, ahead of the July 14 championship in Miami Gardens, Florida. The semifinals will be in New Jersey's MetLife Stadium on July 9 and Charlotte's Bank of America Stadium the next day. This will be only the second time Copa América has been held outside of South America since the inaugural tournament in 1916. MIAMI (AP) — A former American diplomat who served as U.S. ambassador to Bolivia has been charged with serving as a covert agent for Cuba's intelligence services dating back decades, the Justice Department said Monday. Newly unsealed court papers allege that Manuel Rocha engaged in “clandestine activity” on Cuba's behalf since at least 1981, including by meeting with Cuban intelligence operatives and providing false information to U.S. government officials. The complaint, filed in federal court in Miami, charges Rocha with acting as an illegal agent of a foreign government. He is expected to have dinner on Sunday with fellow leftist, German Chancellor Olaf Scholz, before the consultations on Monday. Scholz was the first foreign leader to visit Lula in Brazil, just weeks after his inauguration. The German Chancellor has been on a quest since taking office in late 2021 to improve ties with the Global South. One of the people said the Justice Department case accuses Rocha of working to promote the Cuban government’s interests. The Justice Department declined to comment. It was not immediately clear if Rocha had a lawyer and a law firm where he previously worked said it was not representing him. Following his retirement from the State Department, Rocha began a second career in business, serving as the president of a gold mine in the Dominican Republic partly owned by Canada’s Barrick Gold.
