Last week, millions of Americans celebrated our nation’s founding and with it our history of political and social inclusion. It is this history, of newcomers adding to the tapestry of the American experience, that is the foundation of our creedal nationalism, of the contested belief that “Americans are united by principles despite their ethnic, cultural and religious plurality.”I was at an Independence Day celebration of this belief at Monticello, Thomas Jefferson’s mountaintop home and plantation in Virginia, where dozens of new American citizens were welcomed into the national community with a festive naturalization ceremony, opened — as you might imagine — with a solemn reading of the preamble to the Declaration of Independence. Less central to our collective cultural memory than our history of inclusion — but no less central to American history as it actually unfolded — is a politics of expulsion, of the removal of people, groups and even ideas deemed incompatible with the national spirit, narrowly defined. “The suspicion of outsiders and quick resort to expulsion,” the historian Steven Hahn observes in “Illiberal America: A History,” is one of the defining features of the illiberal current in the American political tradition. If illiberalism — in stark contrast to the universalist claims of liberalism — ties rights and belonging to membership in specific communities of race, ethnicity, religion and gender; if it is “marked by social and cultural exclusions” and sees “violence as a legitimate and potentially necessary means” of wielding power, then it is only natural that illiberal movements or societies would wield expulsion as one method to discipline dissidents and outsiders.

The 6th Street Bridge in Los Angeles is wired to glow with colorful lights celebrating the city’s spirit. In St. Paul, Minn., a man was recently hit by a car and killed while crossing a street near his home where streetlights had gone out. The lights are going out across American cities, as a result of a brazen and opportunistic type of crime. Thieves have been stripping copper wire out of thousands of streetlights and selling it to scrap metal recyclers for cash. The wiring typically fetches only a few hundred dollars, but blacked-out lights pose safety hazards to drivers and pedestrians, and are costing cities millions to repair.

Tokyo CNN —In a landmark decision, Japan’s Supreme Court has ordered the government to pay damages to people who were forcibly sterilized under a now-defunct eugenics law, ruling the practice was unconstitutional and had violated their rights. About 25,000 people were sterilized without consent during that period, according to the court ruling, citing ministry data. In the fifth case, the lower court had ruled against the plaintiffs and dismissed their case, citing the 20-year statute of limitations. The Supreme Court overturned this decision on Wednesday, calling the statute “unacceptable” and “extremely contrary to the principles of justice and fairness.”The case is now sent back to the lower court to determine how much the government should pay. In a press conference after the court ruling, Chief Cabinet Secretary Yoshimasa Hayashi expressed the government’s remorse and apology to victims, NHK reported.

A string of whistleblowers this year has raised allegations about Boeing factory lapses, including an official federal complaint from a current employee that Boeing hid potentially defective parts from Federal Aviation Administration inspectors, and that some of those parts likely ended up in planes. CNN —Israeli Prime Minister Benjamin Netanyahu has rejected the idea of starting a ceasefire in Gaza while Hamas remains in power, after The New York Times published an article citing six current and former security officials who said a truce would give Israeli troops time to prepare for a potential land war with Hezbollah. The officials, most of whom spoke anonymously to “discuss sensitive security matters,” also said a truce would be the most effective way to secure the release of the Israeli hostages. We will not capitulate to the winds of defeatism, neither in The New York Times nor anywhere else. “They (the IDF) understand that a pause in Gaza makes de-escalation more likely in Lebanon,” Hulata told the Times. New York CNN —Boeing has agreed to buy Spirit Aerosystems, one of its major suppliers and manufacturing partners, as part of its plan to overhaul the aircraft maker’s badly damaged safety reputation. Boeing in March announced its intention to buy Spirit, saying recombining the companies would boost safety. Spirit AeroSystems makes major parts of several Boeing models, including the fuselages for the 737 Max. The company also makes parts for Boeing’s rival Airbus, although Boeing is Spirit’s largest customer. The first group of employees removed the door plug to address problems with rivets that were made by Spirit AeroSystems.
