Today, the irrigation system is designed to "use every single drop of water" that flows into the basin, Mount said. Tulare Lake refilled in 1997 and 1983 during very wet seasons.

ESPN, which first reported news of the bid, reports that the Harris and Johnson-led group is offering to pay Snyder’s $6 billion asking price.
