GAZA/JERUSALEM, Oct 16 (Reuters) - Hamas said on Monday that Israel had not resumed water supplies for the Gaza Strip despite pledging to do so, while an Israeli official responded that some water was being provided to an area in the south of the enclave. Israel stopped piping water to Gazans as part of a siege imposed after Hamas gunmen rampaged in its southern towns and village on Oct 7. Hamas interior ministry spokesman Eyad Al-Bozom said on Monday there had been no resumption of water supplies: "The residents drink unhealthy water, posing a serious health crisis threatens the lives of the citizens." Katz said on Sunday that resupplying water in southern Gaza would encourage Palestinian civilians to congregate there as Israel pummels Hamas targets in Gaza City to the north. Israel has told residents of the northern half of Gaza, including Gaza City, to leave for the south.

Earlier, Iran's foreign minister said Israel would not be allowed to act in Gaza without consequences, warning of "preemptive action" in the coming hours. ... All options are open and we cannot be indifferent to the war crimes committed against the people of Gaza." Iran refers to regional countries and forces opposed to Israel and the United States as a "resistance front." Fatima Shbair/APHowever, modern urban warfare sets new records of ruination because more than half of us live in built-up areas. This is not illegal under the UN Charter but the concept of ’just’ war in international law requires protecting non-combatants. In urban war, fighters and civilians intermingleOften, the frontlines of urban conflicts cannot be clearly demarcated when fighters and civilians are intermingled. War has changed since the Geneva ConventionsThese new-style warriors were unknown when the Geneva Conventions emerged over a century ago. That violates international humanitarian law and is contrary to a UN political declaration on explosive weapons in populated areas.

Israeli forces stand poised to launch a long-promised ground invasion to destroy Hamas, while the U.S. continues its diplomacy blitz to prevent the conflict from widening even as food, water and fuel shortages across Gaza cause a desperate humanitarian situation. It remains unclear, however, whether critical supplies will be allowed back into Gaza and whether the border will open for foreign passport holders. As it stands, the border crossing is closed as the humanitarian crisis worsens for people gathering in southern Gaza – the vast majority women and children. Hospitals in Gaza are expected to run out of generator fuel in the next 24 hours. Hamas fighters burst across the Gaza barrier fence into Israel in a stunning assault on Oct. 7, killing 1,300 and abducting dozens more, including Americans. In a Reuters/Ipsos poll conducted during the 2014 conflict, 22% of respondents said the U.S. should support Israel's position, and 2% wanted support for Palestinian's position. Support for Israel's position in the new poll was strongest among Republicans, with 54% of the party backing Israel's position compared to 37% of Democrats. Some 69% of poll respondents said they were following news about the fighting "very closely" or "somewhat closely." The Reuters poll showed Americans have little faith in the ability of either Biden or Trump to solve the crisis.

Iran, which backs Hamas, refers to regional countries and forces opposed to Israel and the United States as a "resistance front." Diplomatic efforts have concentrated on getting aid into Gaza through the Rafah crossing with Egypt, the sole route out that is not controlled by Israel. While tens of thousands have fled south, the United Nations says there is no way to move so many people without causing a humanitarian catastrophe. According to the United Nations, a million Gazans have already been driven from their homes. Repatriation flights scheduled for Saturday and Sunday will not depart as planned amid a "highly challenging and rapidly changing" situation, the Department of Foreign Affairs and Trade (DFAT) said in a statement on social media. Australia continues to work with citizens in the area to help them return home and will communicate about future flights, DFAT added. The first in the planned series of repatriation flights left on Friday local time, with over 200 Australians and their families arriving safely in London, according to SBS News.
