Bommer, a former hedge fund manager, joined Blackstone in 2021 as a senior managing director when the company was overhauling its $81 billion Blackstone Alternative Asset Management hedge fund unit known as BAAM. The Blackstone Horizon platform will now be run by an investment committee led by BAAM Global Head Joe Dowling, the sources said. Before coming to Blackstone, Bommer ran hedge fund SAB Capital for 17 years investing in stocks, debt and mortgages. Bommer was the first big hire brought in by Dowling, after he joined Blackstone in early 2021 to help overhaul the hedge fund unit. Last year Tiger Global Management lost 56% while Whale Rock Capital Management ended with a 43% loss, Reuters reported previously.

California's giant public pension fund is looking to increase its venture capital exposure in the coming months, despite a swoon in the startup market and lackluster performance of late by the fund's VC portfolio. Between 2000 and 2020, CalPERS underperformed the venture market, according to a PitchBook report, notching annual returns of 0.49%. In the last year, while CalPERS' PE portfolio returned −4.7%, CalPERS' venture investment performance came in at −24.8%. The moves came after Democratic negotiators told President Joe Biden they were making "steady progress" on a deal to lift the U.S. debt ceiling and avoid a default by the world's largest economy, whose currency and Treasury debt markets underpin global trade and investment. "It's a high risk but low probability event," said Kevin Thozet, investment committee member at European fund manager Carmignac, said of the debt ceiling. Debt ceiling relief complicates the outlook for U.S. government bonds, where yields broadly track Federal Reserve interest rates, as fading recession risk could prompt the world's most influential central bank to keep monetary policy tight as inflation remains high. Elsewhere in markets, Japan's Nikkei 225 (.N225) hit its highest since 1990, reflecting debt ceiling optimism as well as the fact global investors are returning to Japan as its economy and corporate governance improve.
