A police officer risked his life to carry out the daring rescue of a man suffering a "mental health crisis" from train tracks, seconds before a train rushed past. Seconds later the man slips and falls 25 feet onto the tracks, sustaining serious injuries. Two officers then go onto the tracks, as an oncoming train sounds its horn, pulling him to safety just as it passes. "Policemen on the lower platform ran across the tracks to rescue the man while a train approached them at high speeds. An officer dragged the man to safety, risking his life, with only seconds to spare," SPD said on Facebook.

Vice President Kamala Harris still has a wide lead over former President Donald Trump among Black voters in battleground states, according to a new poll, which shows a key slice of undecided Black voters still poised to make a decision about the presidential election. The findings, from a Howard University Initiative on Public Opinion poll of 981 likely Black voters in battleground states — Arizona, Georgia, Michigan, Nevada, North Carolina, Pennsylvania and Wisconsin — show that 84% of likely Black voters will support Harris in November and 8% say they’ll support Trump. While an overwhelming majority of Black voters overall plan to support Harris, the data shows a small shift among independents from a month ago. Black voters support Harris by large margins across all age groups, but her margin among young voters (63 points) is much smaller than her margin among older voters (82 points). Among undecided Black voters, 19% said the economy is the most important issue to their vote, followed by inflation/cost of living (14%).

Texas is preparing to put a man to death Thursday in what would be the nation’s first execution involving a case of “shaken baby syndrome,” a diagnosis that has been re-evaluated in more recent years, leading to the overturning of similar convictions. Prosecutors argued that Nikki must have been shaken to death because she had been diagnosed with “the triad” — a swollen and bleeding brain and retinal hemorrhaging — symptoms once believed to be indisputable evidence of shaken baby syndrome. In 2009, the American Academy of Pediatrics changed the name of shaken baby syndrome to the more broadly defined “abusive head trauma” to include injuries caused by mechanisms other than shaking alone. It is now medical consensus that other medical conditions, including infections, accidental trauma and pre-existing illnesses, can also cause the symptoms associated with shaken baby syndrome. Hundreds of possible shaken baby and abusive head trauma cases are reported to hospitals in the U.S. every year, according to a nonprofit advocacy group.

BERLIN — President Joe Biden is leaving Washington for Germany on Thursday morning in what will be one of the last opportunities to outline his vision for foreign policy before the election next month. After landing in Berlin, Biden will be greeted with full military honors Friday before receiving the country's highest Order of Merit from President Frank-Walter Steinmeier, his office said. In some cases, those defects are treated with stents, which prop open blood vessels, ensuring that blood can properly flow through them. “You can imagine that is less than ideal — they’re too big.”This means that as the child grows older and their blood vessels get bigger, stents have to be replaced, often with open heart surgery, Zahn said. “It’s not unusual to have kids who are going into middle school who’ve had four or five or even six open heart surgeries,” he said. Patients are usually able to go home about a day later, compared with around seven days for open heart surgery, including some days in the ICU.

SEOUL, South Korea — North Korea has designated South Korea a “hostile state,” its state media said Thursday, confirming that its national assembly had amended the constitution in line with leader Kim Jong Un’s vow to drop unification as a national goal. South Korea’s Unification Ministry, which handles ties with the North, said it “strongly condemns” the constitution change and South Korea’s characterization as a hostile state, and that it will not waver in its efforts toward peaceful reunification. North Korea has previously announced summaries of amendments after several days of delay. North Korea sharply intensified its hostile rhetoric in recent days, accusing the South of intruding on its airspace by flying drones and vowing retaliation. South Korea’s government has declined to say whether its military or civilians flew the alleged drones.
