KYIV, Feb 21 (Reuters) - Ukrainian President Volodymyr Zelenskiy brushed off criticism from Silvio Berlusconi on Tuesday, saying Italy's ex-prime minister had not had to live under daily bombardment and blackouts caused by Russian air strikes. Zelenskiy was asked at a news conference with Italy's Prime Minister Giorgia Meloni about remarks by Berlusconi this month saying he would not want to meet Zelenskiy, blaming him for Russia's war in Ukraine. Berlusconi, leader of the conservative Forza Italia party that is part of Italy's ruling coalition, is an old friend of Russian President Vladimir Putin. "Mr. Berlusconi, it seems to me, has never had his house bombarded with missiles every day. Russia launched a campaign of air strikes against Ukraine in October, striking critical infrastructure and causing regular blackouts and other power outages.
With an overall capitalisation of around 680 billion euros ($726.3 billion), the value of companies listed on Milan's bourse lags far behind European Union peers. "We aim to present a bill in parliament by April to strengthen Milan's ability to encourage listing," Treasury junior minister Federico Freni told Reuters. To boost initial public offerings (IPOs) in Milan, the draft bill includes measures to simplify the listing process, which current rules companies say make it costly and cumbersome to provide adequate risk disclosure for investors. "SME qualification is currently envisaged when capitalisation does not exceed 500 million euros: such a threshold would be increased to 1 billion euros," the draft showed. This would make only the institution liable while shielding its employees including top executives, a move the Treasury believes could speed up the listing process.

ROME, Feb 19 (Reuters) - Italian Prime Minister Giorgia Meloni will travel to Kyiv on Monday to meet Ukrainian President Volodymyr Zelenskiy, a political source said on Sunday. Meloni, who took office in October, had said she planned to visit Kyiv before the Feb. 24 anniversary of Russia's invasion of Ukraine last year. Despite friction on the issue within her rightist ruling coalition and divided public opinion, Meloni has been a firm supporter of Ukraine. Italy and France have recently finalised talks over delivery of an advanced air defence system to Kyiv in the spring. The scandal over the so-called Bunga Bunga parties contributed to Berlusconi's downfall as prime minister in 2011, marking the end of his fourth government. The case was split between three cities because of where the various witnesses lived. The Milan case is the biggest and most high-profile. Prosecutors in Italy's financial capital last May requested prison time for the former prime minister as well as the confiscation of four houses and millions of euros. Berlusconi, 86, has acknowledged giving money to various of his guests, but said it was offered spontaneously as compensation for the reputational damage they had suffered by being associated with his infamous Bunga Bunga parties.

Sure, there are a few pundits warning about inflation, but the market is clearly screaming at the top of its lungs that inflation worries are misplaced." Economists polled by Reuters expect Tuesday's CPI reading to show headline prices and the core CPI gaining 0.5% and 0.4% month-over-month for January, respectively. Asian shares edged up on Tuesday, while the yen recouped losses as Japan nominated a new central bank governor. This would mark their first face-to-face talks after the United States shot down what it said was a Chinese spy balloon and other flying objects. Meanwhile, Qatari investors are preparing to make a bid to buy Premier League club Manchester United in the coming days, Bloomberg reported.
However, two sources briefed on the matter told Reuters that the cap did not apply to MPS, based on the Treasury's interpretation of the rule. The salary cap compares with Lovaglio's current pay of 466,000 euros a year with no variable compensation, which is already well below peers. The MPS rescue deal Italy agreed in 2017 with European Union authorities cost taxpayers 5.4 billion euros. In November he worked with Rome to pull off a make-or-break 2.5 billion euro new share issue that saw Italy pump another 1.6 billion euros into MPS. MPS already enforces EU-mandated caps to its top executives' pay, which cannot total more than 10 times the average employee salary.
"This result consolidates the centre-right and strengthens the work of the government," Meloni wrote on Twitter. However, fears inside the coalition that support might crumble for Meloni's two main partners proved unfounded. The result offered no comfort to the centre-left camp, comprising the Democratic Party (PD), the 5-Star Movement and so-called Third Pole, which is riven by mutual loathing. Italy's electoral laws at both a national and regional level favour parties that combine forces meaning Meloni's opponents face years in the wilderness unless they learn to work together. ROME, Feb 12 (Reuters) - Former Italian Prime Minister Silvio Berlusconi would not seek a meeting with Volodymir Zelenskiy if he were still head of government, because he blames the Ukrainian President for the war with Russia, he said on Sunday. Berlusconi said that if Zelenskiy had stopped attacking the two separatist republics of the Donbass the war would not have happened. "So I judge, very, very negatively, the behaviour of this gentleman", Berlusconi added. Berlusconi also urged the United States to put pressure on Zelenskiy and threaten to stop sending arms to Ukraine, while also promising a massive aid programme if it agreed to an immediate ceasefire. Meloni: Italy does not seek 'pat on the back' from Europe

BRUSSELS, Feb 10 (Reuters) - Italy's government is looking to defend its national interests within the European Union rather than getting "pats on the back" from other EU leaders, Prime Minister Giorgia Meloni said on Friday. Meloni, who heads a right-wing nationalist administration, reiterated that she thought France had made a political mistake by inviting Ukrainian President Volodymyr Zelenskiy to Paris on the eve of the summit for a dinner with the German chancellor. "What was right and important was the picture with all the 27 EU members with Zelenskiy. That is strongest message you can give," she said, adding that the French initiative did not take into account the importance of European unity. BRUSSELS, Feb 10 (Reuters) - Italian Prime Minister Giorgia Meloni on Friday accused France of jeopardising EU unity on Ukraine by organising a Franco-German dinner in Paris with the Ukrainian president that excluded other European allies. "What was right was the photo of Zelenskiy with the 27 (EU leaders). "It is not easy for any of us to handle the Ukraine issue with public opinion. "Obviously I would have preferred him to be there," Meloni told reporters after the two-day EU summit. REUTERS/Yves HermanBRUSSELS, Feb 9 (Reuters) - Italian Prime Minister Giorgia Meloni criticised France and Germany on Thursday after she was not invited to a dinner in Paris with Ukrainian President Volodymyr Zelenskiy, adding to friction between the European Union allies. French President Emmanuel Macron and German Chancellor Olaf Scholz met Zelenskiy on Wednesday evening ahead of an EU summit on Thursday. But unlike last year, when the then-Italian Prime Minister Mario Draghi worked hand-in-hand with Macron and Scholz on Ukraine, Meloni was left out in the cold. However, things were different when Draghi, a former president of the European Central Bank, was prime minister.
BRUSSELS/ROME, Feb 9 (Reuters) - Italy's Prime Minister Giorgia Meloni on Thursday said the invitation of Ukrainian President Volodymyr Zelenskiy to Paris, where he met French President Emmanuel Macron and German Chancellor Olaf Scholz, was "inappropriate". Following his visit to London and Paris, Zelenskiy arrived in Brussels on Thursday to push EU leaders for more weapons in the fight against Russia's invasion and for a quick start to EU membership talks. Italy's Foreign Minister said on Wednesday Meloni would meet Zelenskiy on the sidelines of the EU leaders meeting, which will end on Friday. Zelenskiy, who is seeking better aerial firepower to turn the war against Russia, won a British pledge to train Ukrainian pilots on advanced NATO fighter jets. Last week France and Italy finalised technical talks for the joint delivery of a SAMP/T-MAMBA air defence system to Ukraine in spring of this year.
Lazio, which is centred on the national capital Rome, and Lombardy, home to the financial capital Milan, account for just over a quarter of the national population and generate a third of the Italy's total gross domestic product (GDP). Although victory seems assured, the vote might yet destabilise the ruling coalition if Meloni's Brothers of Italy party continues to cannibalise its partners. "We can't be held hostage by Brothers of Italy," said Angelo Ciocca, a European parliamentarian with the League. "We need a strong League that does not let the autonomy bill end up in the Roman swamps," he told Reuters. Polls are open on both Sunday and Monday, with voting due to end at 1400 GMT on Monday.
CDP is seeking to finalise its bid after U.S. investment firm KKR (KKR.N) last week filed its own offer for the same Telecom Italia (TIM) asset. Two sources familiar with the matter told Reuters KKR's approach valued the venture at about 20 billion euros ($21.4 billion). Prime Minister Giorgia Meloni repeatedly said her government wants to secure public control of TIM's network. But there is no common ground yet within her administration on how to reach such a goal and it was no clear whether a CDP bid would receive the blessing of the Treasury. Economy Minister Giancarlo Giorgetti believes Rome has "multiple options" to put TIM's network under strategic government control, a separate source said, without elaborating.
It also sought a new "Pact for Africa" to help investment, education, training, business and jobs around the world's poorest continent. The summit has been convened after Austria and the Netherlands led complaints about increasing irregular arrivals. The bloc's border agency Frontex reported 330,000 irregular border crossings last year, the highest since 2016 as global mobility restarted following the COVID pandemic. When they meet in Brussels, EU leaders will also discuss NGO search-and-rescue operations in the sea after Meloni already sought to limit such activity through a national decree. EU countries remain bitterly divided over how to provide for those who win asylum.
In recent years some euro zone countries have sought to rein in temporary contracts to promote stable jobs. It also plans to reduce the labour tax costs to employers of temporary contracts, which were raised in 2018. The reform reversed the easy hire-and-fire regime put in place after the sovereign debt crisis a decade ago by abolishing most forms of temporary contracts. Within that total, the number of temporary workers has jumped by 25% from 2.4 million to 3.0 million. Stable contracts should be the norm, not the exception," she said.
Euro zone can afford to keep fiscal taps running

If they don’t overdo it, governments can also ease the blow of the European Central Bank’s efforts to tame inflation. But euro zone leaders like Germany’s Olaf Scholz, France’s Emmanuel Macron and Italy’s Giorgia Meloni face pressure from economic policymakers to curb the handouts. The Commission estimates that the euro zone aggregate deficit will be 3.7% of GDP in 2023. As the ECB keeps a lid on growth to slay inflation, European governments can keep the fiscal taps open. ROME, Jan 31 (Reuters) - Italian embassies all over the world are at risk of anarchist attacks linked to the case of the hunger-striking Alfredo Cospito, Foreign Minister Antonio Tajani said on Tuesday. Cospito, 55, is an Italian anarchist who has been on a hunger strike for more than 100 days to protest against being jailed under the strict "41 bis" isolation regime. "We are raising security in all of our embassies and consulates because at the moment international anarchists are mobilised against the Italian state," Tajani told a news conference in Rome. Italian embassies, consulates or culture institutes have been targeted in Bolivia, Chile, Argentina, Brazil, Spain, Germany and Switzerland, he said. Cospito was placed under the regime in May, after he wrote articles from prison calling on fellow anarchists to continue their armed struggle.
Italy's post office invests $1.3 bln to refurbish branches

ROME, Jan 30 (Reuters) - Italy's post office Poste Italiane (PST.MI) plans to invest 1.2 billion euros ($1.3 billion) of mostly public money to renovate 7,000 outlets across the country, aiming to help older people in small towns who are struggling to access public services online. Poste said it would tap a fund financed by the Italian state for 800 million euros and add half that amount of its own money to refurbish thousands of post offices, with a particular focus on towns with less than 5,000 people. Under the terms of the plan, the renovated post offices will provide less digitally savvy customers with machines to access online services within branches, with staff assistance. The revamped post offices would include 4,000 stations for people to obtain documents such as ID cards and passports, or access the land registry. [1/3] Italian Prime Minister Giorgia Meloni and the head of Libya's Government of National Unity, Abdulhamid al-Dbeibah attend a joint news conference in Tripoli, Libya. TRIPOLI, Jan 28 (Reuters) - Italian Prime Minister Giorgia Meloni flew to Tripoli on Saturday where she is expected to agree a major gas deal aimed at boosting energy supplies to Europe despite the insecurity and political chaos in the North African country. Meloni is meeting Mohamed al-Menfi, the head of Libya's three-man Presidency Council, and Prime Minister Abdulhamid al-Dbeibah, head of the internationally recognised Government of National Unity (GNU) in Tripoli. Insecurity and lawlessness has made Libya a major, but dangerous, route for migrants seeking to reach Europe, often via the Italian island of Lampedusa. Italian Interior Minister Matteo Piantedosi, who oversees much of the migration issue for Rome, flew to Libya with Meloni.
The deal, signed during a visit to Tripoli by Italy's Prime Minister Giorgia Meloni, aims to increase gas output for the Libyan domestic market as well as exports, through the development of two offshore gas fields. Output will begin in 2026 and reach a plateau of 750 million cubic feet per day, Eni said in a statement. "This agreement will enable important investments in Libya's energy sector, contributing to local development and job creation while strengthening Eni's role as a leading operator in the country," said its chief executive, Claudio Descalzi. Meloni met Libya's Prime Minister Abdulhamid al-Dbeibah, head of the internationally recognised Government of National Unity (GNU) in Tripoli for talks that also focused on migration across the Mediterranean. Italian Interior Minister Matteo Piantedosi, who oversees the migration issue for Rome, accompanied Meloni to Libya, as well as Foreign Minister Antonio Tajani.
But almost 100 days since Meloni took office at the head of the most right-wing government Italy has seen since World War Two, these concerns have largely melted away. "We have seen something of a metamorphosis," said Sofia Ventura, a political science professor at Bologna University. Friend and foe alike say a significant reason for the softly-softly approach is money -- or rather a lack of it. "What happened in the UK shows ... how cautious we have to be with our fiscal and monetary policy mix," EU Commissioner Paolo Gentiloni, a former Italian prime minister, said at the time. VITAL FUNDSAdding to the pressure on Meloni is Italy's dependence on the European Union's recovery and resilience fund.
[1/4] A member of Doctors Without Borders (MSF) looks at a migrant after he was rescued by the ship 'Geo Barents' during a search and rescue (SAR) operation in the Mediterranean Sea, January 25, 2023. La Spezia is the furthest and northernmost destination that Italy has assigned to an NGO ship. Forcing NGO ships to reach ever-more distant ports increases costs at a time when budgets are stretched by inflation and higher fuel costs following Russia's invasion of Ukraine. Last month, the SOS Mediterranee NGO appealed for donations, saying fuel charges for its Ocean Viking rescue ship had increased by over 1 million euros during 2022. The new docking destinations policy adds to a December decree which forces NGO ships to request and head to a port "without delay" after each rescue, rather than continue looking for boats in distress.
MILAN, Jan 20 (Reuters) - Intel (INTC.O) CEO Pat Gelsinger told Italian daily Corriere della Sera on Friday that Italy was only one of several countries being considered to host a new chip plant, and a decision should be reached by the end of the year. In her end-of-year news conference in December, Italian Prime Minister Giorgia Meloni said she considered an investment by Intel in Italy as highly strategic and would schedule a meeting with the company to explore ways to facilitate it.
