House Speaker Mike Johnson said Friday that Republicans "probably will" try to repeal legislation that spurred U.S. production of semiconductor chips, a statement he quickly tried to walk back by saying he would like to instead "streamline" it. A reporter asked Johnson whether he would try to repeal the bipartisan CHIPS and Science Act, which Republican presidential nominee Donald Trump had disparaged last week. "I expect that we probably will, but we haven't developed that part of the agenda yet," Johnson replied. The White House has credited the CHIPS Act for spurring hundreds of billions of dollars of investments as well as hundreds of thousands of jobs. Johnson, who voted against the legislation, later said in a statement that the CHIPS Act, which poured $54 billion into the semiconductor manufacturing industry, "is not on the agenda for repeal."

Unlike younger generations, who until recently may have taken federal abortion protections for granted, older women recall the era of illegal backroom abortions that preceded Roe. A fight for the senior voteNot all older women are motivated by abortion. But in a race that is expected to be decided on the margins, boosting support among women and older voters could make a difference. There are some signs in early voting data that women seniors are highly motivated to vote, said Tom Bonier, a Democratic strategist and CEO of the data firm TargetSmart. Abortion bans in many states, including North Carolina, make exceptions for ectopic pregnancies, but patients have reported delays in care.

CNN —A 13-year-old girl is the latest person to lose her life in New York City while “subway surfing,” a dangerous challenge attracting young people on social media. “Subway surfing,” involves riding on top of a subway car while its moving. Six subway surfing fatalities and 181 related arrests have been recorded this year through October 27, the New York Police Department told CNN on Tuesday. The 13-year-old died while participating in a social media challenge, his mother told WPIX, adding he’d posted to social media prior videos of himself doing the stunt and she’d warned him not to ride on top of trains. Two starkly different House candidates, in separate races, personify the intensifying ideological partitioning occurring within the once strongly Democratic constituency of Latino voters, whose numbers are growing. Their highly competitive races, along with a few other California congressional races, have pushed Latino voters to the front lines of the bitter fight for control of the House. “We have centered on Latino voters in our campaign,” said Whitesides, whose wife is of Cuban and Salvadoran heritage. In the same poll, 52% of Latino voters in District 27 said they support Whitesides, compared to 24% for Garcia and 24% completely undecided. Voter turnout among this group is low — less than 8% in the 2020 presidential election, according to FVAP, compared with almost 67% overall. Overseas voters “can sway an election, especially in the swing states,” said James Lockett, chair of Democrats Abroad Hong Kong. During the 2022 midterm elections, overseas voters also made the difference in close races in Connecticut, New Hampshire and North Carolina, the DNC said. Even as Republicans raise concerns about overseas voters, their presidential nominee, former President Donald Trump, appears to be seeking their support. “You can’t treat overseas Americans as second-class citizens, and I don’t care if they are Republicans, Democrats or independents.”

One other potential scenario looms this fall: the "contingent election" of the president and the vice president that would happen if no one can secure the 270 electoral votes needed to win the presidential election. That has not happened in the modern era, but there are a few conceivable (if unlikely) paths across the Electoral College map that could lead to former President Donald Trump and Vice President Kamala Harris ending the race tied at 269 electoral votes. In the event of a tie, Congress would decide the next president. “Each state, regardless of population, casts a single vote for President in a contingent election,” according to the Congressional Research Service. Although Washington, D.C., has three electoral votes in the presidential election, it would not have a vote in the House in a contingent election because it is not a state.

Democratic presidential nominee Vice President Kamala Harris speaks during a campaign rally at Shell Energy Stadium in Houston, Texas, Oct. 25, 2024. But what could Harris actually do to support abortion access in a post-Roe landscape? Even so, she said, a Harris administration could increase the availability of medication abortions and, crucially, it could fight Republican and activist attempts to further limit reproductive rights. A Harris administration would not enforce the Comstock Act, a controversial federal law passed in 1873 that bans the mailing of obscene matter. "A Harris administration wouldn't be able to change what the Supreme Court is saying, but it could de-prioritize those prosecutions," Ziegler said.

Julian Quinones/CNNFormer Trump administration officials have outlined the speed at which they intend to dismantle the progress the Biden administration made on climate change. Trump has publicly distanced himself from the ideological blueprint, but CNN found at least 140 authors worked in the Trump administration. But given the momentum of the clean energy train, some experts and analysists doubt that Trump would be able to derail it entirely. While the green trend in economics now has Republican states like Texas leading the nation in clean energy installations, Germany, Japan and China got there first. Trump’s plan is to undo that progress, throw billions of dollars of clean energy investment out the window and give other countries the economic opportunity, instead.

Former President Donald Trump and Vice President Kamala Harris campaigned around southwestern states this week as they sought to shore up the Latino vote with only five days until Election Day. Latino voters account for %14.7 of all eligible voters in the upcoming election, according to Pew Research Center. New Mexico, where Trump campaigned on Thursday, has the highest share of Latino voters with around 45% the population. The states with the next largest share of Latino voters include California, Texas, Arizona and Nevada. Although Democrats tend to have a historical advantage among Latino voters, that advantage has declined over the past four presidential cycles, according to a national NBC News/Telemundo/CNBC poll from September, especially as Trump makes strides with Latino men.

Expect the unexpected in the jobs report

In any other month, the finishing touch would be a clean reading on the labor market from the official jobs report. However, a common thread among economists is that the strikes and hurricanes could take a 100,000-job bite out of the October jobs report. The last time there were back-to-back major hurricanes — Harvey and Irma in 2017 — the forecasts for the following month’s jobs report were for a loss of 33,000 positions. And each contribute to two of the biggest numbers in the monthly jobs report. A key date to keep in mind for the jobs report is October 12, as it anchors the “reference period” for both surveys.

“She has been pretty resistant to having those conversations,” said one senior Democrat familiar with the pre-election discussions with the vice president. While Harris’ transition team has been operating out of government-provided offices in Washington, Trump’s transition team is working from Manhattan and the Willard Hotel in Washington. A Harris victory would trigger the first same-party transition since 1989, when President Ronald Reagan handed off the presidency to his vice president, George H.W. Yet the extent to which Harris would retain members of the Biden administration is largely unknown. While Harris has maintained relationships with individual Cabinet and administration officials, some believe she will prefer to start anew with her own team.

Together, Pennsylvania’s mail ballot rules have generated an entire vocabulary for rejected mail ballots — ballots that are unsigned, undated or misdated, or even “naked,” if they are not clothed in a secrecy envelope. The latest update from Oct. 31 — after the general statewide deadline to request a mail ballot — shows there were 2,193,578 mail ballot applications ever approved. Combined with the deficient returned ballots that we already know about referenced above, that comes to about 8,000 deficient mail ballots that have been returned to date. Although this general election will likely see more mail ballots returned than the previous midterm, the trend so far suggests we might have fewer mail ballots rejected. Moreover, the experience in 2022 suggests there will also be thousands of provisional ballots cast by voters who return deficient mail ballots.
