LONDON, June 16 (Reuters) - Former British Prime Minister Boris Johnson, who quit parliament last week over a finding that he misled lawmakers about COVID lockdown parties, was accused on Friday of a new breach for taking a newspaper columnist job without waiting for required ethics vetting. He called it a "political assassination", in a blistering resignation statement in which he also appeared to take swipes at Prime Minister Rishi Sunak. Ministers and civil servants who leave office are required to consult an ethics body, the Advisory Committee on Business Appointments (ACOBA), before taking up new jobs. ACOBA has no enforcement powers, but a new breach of rules could make it harder for Johnson to mount a political comeback. Johnson started his working life in journalism, sacked by the Times newspaper for making up a quote.

The lengthy document, produced by the House of Commons privileges committee, offered a damning verdict on Mr. Johnson’s conduct, honesty and integrity, concluding that his conduct was deliberate and that he had committed “a serious contempt” of the House. “We came to the view that some of Mr. Johnson’s denials and explanations were so disingenuous that they were by their very nature deliberate attempts to mislead the Committee and the House, while others demonstrated deliberation because of the frequency with which he closed his mind to the truth,” the report said. Mr. Johnson was sent a draft of the report last week and promptly resigned from the House of Commons, characterizing the committee investigating him as a “kangaroo court” bent on a politically motivated witch hunt against him. In fact, most of its members are from the Conservative Party, which Mr. Johnson led until last year, and two are prominent supporters of Brexit, his flagship policy.

Former prime minister Boris Johnson had ordered the inquiry to look into the United Kingdom's preparedness as well as the public health and economic response after Britain recorded one of the world's highest death tolls from COVID. Module one, which is looking into Britain's preparedness for the pandemic, opened on Tuesday. The inquiry has held preliminary hearings, but this week will see the first evidence heard in the inquiry since it was formally launched in June 2022. With a national election expected next year, the detailed examination of decision-making could create political headaches for current Prime Minister Rishi Sunak, who was finance minister during the pandemic.

Asked about criticism from Johnson and his allies that he was forced out, Shapps told Sky News: "The world has moved on. "I really like Boris and I worked very closely with him," Shapps told BBC TV. It is tempting to view Boris Johnson’s sudden resignation from Britain’s Parliament on Friday evening as merely another twist in a serpentine career, a tactical retreat rather than a political epitaph. After all, the language in his 1,035-word statement was defiant and aggrieved, peppered with reminders of the thumping electoral victory that he had delivered for the Conservative Party less than four years ago and pregnant with the possibility that he could do so again in the future. As he has on so many other occasions, Mr. Johnson seemed to be channeling his political hero, Winston Churchill, Britain’s wartime leader who was swept out of power in 1945 only to return to Downing Street in triumph six years later. Yet this time, political analysts expressed skepticism about a Churchillian restoration for Mr. Johnson. With little support beyond a rump of hard-core Brexiteers in Parliament, and a British public that has grown weary of the Boris soap opera, they said there was almost no plausible path back to power for him.
