CNN —Heavy rains brought deadly floods to northern India on the weekend as the country’s capital marked its wettest July day in more than 40 years, according to authorities and local reports. The Indian Meteorological Department said New Delhi received 153 millimeters (6 inches) of rain on Sunday, making it the city’s wettest July day since 1982. CNN —Authorities in India’s central Madhya Pradesh state have demolished a man’s home after a video that appeared to show him urinating on a member of a tribal community went viral on social media this week. While the incident captured in the video allegedly occurred a year ago, the man, identified by police as Pravesh Shukla, was arrested and charged Tuesday for the obscene act. A political flashpointIn a Twitter post Friday, the Madhya Pradesh government said the victim would receive 500,000 rupees ($6,000) in compensation and 150,000 rupees ($1,800) to help him build a house. CNN —A Filipino ad agency has come under fire for using footage of other countries in a promotional video for the country’s new tourism campaign, “Love the Philippines.”Days after the campaign launched on June 27, the Department of Tourism (DOT) said it was investigating allegations that the video contained several shots of countries other than the Philippines. On Sunday, DDB Philippines issued a statement “profusely” apologizing for the “highly inappropriate” use of foreign stock footage in the video, which has since been taken down. Student loan experts expect the administration to provide a safety net for borrowers, giving them extra time — a grace period of at least three months — to send in their payments. So if a borrower could not make a payment within that period, a late payment would not be reported to credit reporting bureaus. The Education Department released the proposal in January, and a final rule — which may have been tweaked from the initial proposal — was sent to the White House for review on May 23. That means the final version of the plan is closer to being published, which could happen in the coming weeks (You can find our guide on the initial proposal here). But even after the final plan is released, getting it up and running by October will be challenging.

CNN —Brazil’s highest electoral court formed a majority Friday to ban former President of Brazil Jair Bolsonaro from running for office until 2030 on charges alleging that he abused his political power and misused public resources. Four out of seven judges have voted to find the former president guilty. The case began with a lawsuit brought by Brazil’s Democratic Labor Party against both Bolsonaro and Walter Braga Netto, his running mate in the 2022 elections. The majority of judges voted to find Braga Netto not guilty. Speaking to Brazilian radio station Itatiaia on Friday, Bolsonaro said he planned on appealing the decision.
