The United States has announced new export controls on advanced technology, including quantum computers, in line with restrictions imposed by international partners. Besides quantum computing items, the curbs will affect equipment for producing advanced semiconductors, additive manufacturing items to produce metal components and gate all-around field-effect transistor (GAAFET) technology, according to a Federal Register posting. Several countries, including the United Kingdom, have already imposed similar controls, and others are expected to do so as well. “The most significant controls are the ones on quantum computers and related technology,” said Washington trade lawyer Kevin Wolf. The Biden administration is rolling out new export controls on critical technologies, including quantum computing and semiconductor goods, as China makes advances in the global chips industry. The department cited "national security and foreign policy reasons" for the move, and said it was the product of extensive discussions with international partners. These restrictions cover worldwide exports, but adds exemptions for countries that add similar controls, such as Japan and the Netherlands have done in the past. "Aligning our controls on quantum and other advanced technologies makes it significantly more difficult for our adversaries to develop and deploy these technologies in ways that threaten our collective security," he added. BIS also said it is also continuing to strengthen relationships with its allies to boost the effectiveness of export controls aimed at degrading Russia's military capabilities, as well as its "enablers" such as Belarus and Iran.

And Israeli Prime Minister Benjamin Netanyahu has poured cold water on US hopefulness, though Biden officials have largely refrained from criticizing him. “In my view, the less that’s said about particular issues, the better,” a senior administration official told reporters Wednesday in response to Netanyahu’s press conference. Days later, a senior administration official who briefed reporters argued that the majority of the details of a ceasefire deal – “90%” – had been agreed to by the two parties. In a detail not previously shared, the senior official said that of the 18 paragraphs in the agreement, 14 were finished and agreed to. They need to rest and refit, in case a war in the north [with Hezbollah] is going to happen,” the second senior administration official said.

BEIJING — The Chinese government is no longer allowing foreign adoptions of the country’s children, a spokesperson said Thursday. The only exception will be for blood relatives adopting a child or a stepchild, Foreign Ministry Spokesperson Mao Ning said. Many foreigners have adopted children from China over the decades, visiting the country to pick them up and then bringing them to a new home overseas. China suspended international adoptions during the COVID-19 pandemic. The government later resumed adoptions for children who had received travel authorization before the suspension in 2020, the U.S. State Department said in its latest annual report on adoptions.

Sound and lightYet, the IUCN acknowledges that the Iberian lynx remains threatened. In the 1980s, roadkill played a key role in lynx mortality in the Doñana area (a prominent spot for the Iberian lynx) accounting for almost 17% of deaths. That may not sound like much, but Breitenmoser explains that given that lynx populations were critically endangered at the time, the impact was significant. Ortiz says that in a five-year timeframe, almost €4.5 million ($5 million) will be spent on improving habitats and nearly €2.9 million ($3.2 million) on boosting connectivity, including virtual fences. Innovation aside, for Ortiz the future of the Iberian lynx depends on co-operation.

Tesla said it will launch its "Full Self Driving" driver assistance product in Europe and China early next year. Tesla is yet to receive regulatory permission to launch its FSD product in Europe and China, but Musk in July said that he expects to get this clearance by the end of 2024. So-called Full Self Driving, or FSD, has been a key pillar of Musk's strategy to make Tesla a more AI-centric company and push toward self-driving technology. Despite the label on its product, FSD is not actually capable of making its vehicles fully autonomous. FSD is an upgrade to Tesla's Autopilot driver assistant, which is already available in Europe and China.

OPEC+ extends oil output cuts again through November
  + stars: | 2024-09-05 | by ( Krystal Hur | ) edition.cnn.com   time to read: +2 min
This isn’t the first time OPEC+ has extended output cuts in a bid to boost crude prices. That same month, OPEC+ extended a cut of 1.65 million barrels per day announced in April 2023 until the end of 2025. Oil prices rose initially but settled slightly lower Thursday. Oil prices have declined this year despite continued output cuts and ongoing geopolitical tension in the Middle East. In June, the International Energy Agency said that a glut of oil supply could weaken the sway OPEC+ has over oil prices.
