A strengthening Tropical Storm Francine is expected to become a hurricane long before it reaches the Louisiana coast Wednesday, federal forecasters said on Monday. SpaceX's Polaris Dawn mission launched on Tuesday from Florida on a Falcon 9 rocket, which carried the Dragon capsule "Resilience" into orbit.
