CNN —Ukraine is tightening pressure on men of call-up age living abroad by temporarily suspending consular services, amid a wider overhaul of the country’s mobilization rules aimed at beefing up its defenses against Russia’s invasion. The mechanism for updating and verifying military registration data “is currently being determined,” it said. After updating their military registration data at recruitment centers in Ukraine, male citizens aged 18 to 60 with valid military registration documents will have full access to consular services, the ministry said. The temporary suspension won’t affect the provision of consular assistance in case of emergencies with Ukrainian citizens abroad, it added. The new law is aimed at boosting the pool of men available to fight for Ukraine and streamline registration.

Kyiv CNN —The top section of a giant television tower in Kharkiv has crashed to the ground after the structure was hit by a Russian missile, a Ukrainian official says. Video circulating on social media shows the moment the top of the mast broke, rotated through 180 degrees, and fell to earth. Subsequent videos also posted on social media show the mast lying where it fell, surrounded by trees at the foot of the tower. The television tower in Kharkiv, Ukraine, after its top crashed to the ground following a Russian missile strike on April 22, 2024. A month ago, the city’s main power plant was destroyed in a Russian strike, along with all electricity substations in the city, according to the mayor.

The drone combat in Ukraine that is transforming modern warfare has begun taking a deadly toll on one of the most powerful symbols of American military might — the tank — and threatening to rewrite how it will be used in future conflicts. Over the last two months, Russian forces have taken out five of the 31 American-made M1 Abrams tanks that the Pentagon sent to Ukraine last fall, a senior U.S. official said. A vast majority of those are Soviet-era, Russian or Ukrainian-made tanks; only about 140 of those taken out in battle were given to Ukraine by NATO states. Rough seas were a fitting symbol for this week’s meeting of Group of 7 foreign ministers on the Italian island of Capri. Coast Guard ships that ferried V.I.P.s across the Gulf of Naples to the island on Wednesday swayed precariously, leaving the passengers reaching for their motion-sickness medicine — and, in some cases, their sick bags. Though no ministers from this elite international coalition, including Secretary of State Antony J. CNN —A Polish man has been charged over claims he assisted an alleged Russian plot to assassinate Ukraine’s President Volodymyr Zelensky, according to authorities in Poland and Ukraine. Prosecutors said the man agreed to provide information to Russian spies about security at Rzeszów-Jasionka airport, in southeastern Poland, about 100 kilometers (62 miles) from the border with Ukraine. Ukrainian authorities said they uncovered the plot and handed key evidence to Polish officials, who then detained the accused on Polish territory. “Our security authorities have prevented possible explosive detonations that were intended to affect and undermine our military aid to Ukraine. CNN —A Russian missile strike killed and injured more than 70 people in the city of Chernihiv in northern Ukraine – an attack that could have been prevented if Ukraine was provided with better air defenses, President Volodomyr Zelensky said. At least 14 people were killed in the strike and 61 others were injured, including two children, Ukraine’s emergency services said. At least 14 people were killed and scores more injured when three Russian missiles struck a busy downtown district of Chernihiv, north of Kyiv, just before noon on Wednesday, Ukrainian officials said. President Volodymyr Zelensky said the death toll, reported by the office of Ukraine’s prosecutor general, might rise and blamed Ukraine’s lack of air defenses for the loss of life. The prosecutor general said that 61 people were reported injured. “This would not have happened if Ukraine had received enough air defense equipment and if the world’s determination to counter Russian terror was also sufficient,” Mr. Zelensky said in a statement. Ukrainian officials did not comment on the apparent attack, but Russian military bloggers affiliated with the Kremlin reported that Ukrainian missiles had struck locations around the air base in Dzhankoi, Crimea.

CNN —Ukrainian President Volodymyr Zelensky has signed into law a key piece of legislation overhauling the country’s mobilization rules. The legislation places a new requirement on all men between 18 and 60 to register with Ukraine’s military and to carry their registration documents on them at all times. Ukraine’s parliament passed the law last week and Zelensky gave presidential approval Tuesday. A Ukrainian servicemen fires a howitzer towards Russian troops in Kherson region, Ukraine, in March. After the law passed last week, dozens of wives and relatives of servicemen gathered outside Ukraine’s parliament to protest and demand that mobilization deadlines be included.

Ukraine’s top military commander has issued a bleak assessment of the army’s positions on the eastern front, saying they have “worsened significantly in recent days.”Russian forces were pushing hard to exploit their growing advantage in manpower and ammunition to break through Ukrainian lines, the commander, Gen. Oleksandr Syrsky, said in a statement over the weekend. “Despite significant losses, the enemy is increasing his efforts by using new units on armored vehicles, thanks to which he periodically achieves tactical gains,” the general said. At the same time, Ukraine’s energy ministry told millions of civilians to charge their power banks, get their generators out of storage and “be ready for any scenario” as Ukrainian power plants are damaged or destroyed in devastating Russian airstrikes.

In late March, after two years of withering attacks on Ukraine, Russia knocked out half of Ukraine’s power supply. Up to that point, Russia’s missiles and kamikaze drones had mostly targeted the Ukrainian substations that push electricity from power plants to consumers. But the global community must now draw bright lines for combatants in future conflicts — and strengthen the hand of future prosecutors — by codifying specific protections for power grids. The international community already attempts to do that for select infrastructure, including hospitals, dams and nuclear power plants, via the Geneva Conventions. It’s time to add power grids to that privileged roster.
