REUTERS/Dado Ruvic/Illustration/File PhotoWASHINGTON, July 25 (Reuters) - Both Democratic and Republican senators expressed alarm on Tuesday about the potential for a malevolent use of artificial intelligence, focusing on the possibility of AI being used to create a biological attack. In a hearing before a subcommittee of the Senate Judiciary Committee, Dario Amodei, chief executive of the AI company Anthropic, said that AI could help otherwise unskilled malevolent actors develop biological weapons. Amodei said that AI was not yet capable of helping to build a biological weapon, calling it a "medium-term" risk. "By enabling many more actors to carry out large-scale biological attacks, we believe this represents a grave threat to U.S. national security," he said.

Student-loan payments are resuming in October without broad debt relief. A group of Democrats asked CEOs of student-loan companies how they are preparing for the restart. They want updated information on how the companies are training customer service workers and reaching out to borrowers. Since March 2020, student-loan payments have been on pause, with interest waived, to provide borrowers financial relief during the pandemic. It announced a 12-month "on-ramp" period once payments resume during which borrowers will not be reported to credit agencies for missed payments, along with a new income-driven repayment plan to lower monthly payments.

Investors, worried about the economic atmosphere and the recent regional banking collapse, breathed a sigh of relief at the results. Jamie Dimon, head of JPMorgan Chase, commented on the bank’s Friday earnings call that non-bank financial rivals were “dancing in the streets” as regulators get ready to increase bank capital requirements. “This is great news for hedge funds, private equity, private credit, Apollo, Blackstone,” Dimon said of the proposed regulations. The change, they say, will increase the financial system’s resilience following the failures of three regional banks earlier this year. “The capital in the industry is sufficient,” said Bank of America CEO Brian Moynihan on his company’s earnings call Tuesday morning.

WASHINGTON, July 18 (Reuters) - Artificial intelligence startup Anthropic's CEO Dario Amodei will testify on July 25 at a U.S. Senate hearing on artificial intelligence as lawmakers consider potential regulations for the fast-growing technology, the Senate panel scheduling the hearing said on Tuesday. "It’s our obligation to address AI’s potential threats and risks before they become real," said Democratic Senator Richard Blumenthal, the subcommittee chair. "We are on the verge of a new era, with major consequences for workers, consumer privacy, and our society." President Joe Biden met with the CEOs of top artificial intelligence companies in May, including Amodei, and made clear they must ensure their products are safe before they are deployed. The report would help push federal financial regulators to adopt and adapt to AI changes disrupting the industry, Schumer's office said.

Ice cream is “the ultimate comfort food.”Drinkers swapped a pint for a scoop, and for ice cream makers, Prohibition was a boon. “In fact they say that the ice cream business is bound to increase in volume from year to year as more people are using ice cream since the coming in of nation-wide prohibition and the going out of the saloon.”The interest in ice cream continued in World War II, buoyed by the government’s use of the frozen dessert to help boost morale. A federal judge in Massachusetts wrote a scathing opinion essay in the New York Times, excoriating the Supreme Court's recent ethical debacles. Judge Michael Ponsor, who was appointed by President Bill Clinton, said the high court needs a code of ethics. Following the reports of several Supreme Court justices crossing ethical lines, a plethora of congressional Democrats have also called for the Supreme Court to institute a code of ethics. As it stands, the high court does not have one, and the court's chief justice has pushed back on efforts to instate one. "The Supreme Court will no longer exist as a truly viable institution if it continues the failure to face the need for a code of ethics," Blumenthal said.

U.S. congressional lawmakers scrutinized PGA Tour officials on Tuesday this week about the group’s tie-up with a rival golf tournament owned by Saudi Arabia. Enter the Saudis, who launched an upstart golf tournament last year, LIV Golf, that competed with the U.S.-based PGA Tour and its European counterpart DTP. There are worries that Saudi Arabia, a regime viewed as hostile to women and LGBTQ groups, would have significant sway over golf’s culture. LIV Golf is owned by Saudi Arabia Public Investment Fund. Former AT&T Chief Executive Randall Stephenson resigned from the PGA Tour policy board, the Washington Post reported on July 9.

Details on crew, pilots and the flight manifest for the mission set to launch in a window opening on Aug. 10, will be released later, the company said. Virgin Galactic had earlier said it has already booked a backlog of some 800 customers, charging most from $250,000 to $450,000 per seat, and envisions eventually building a large enough fleet to accommodate more than one flight a day.

London CNN —The price of Russian crude oil has risen above a price cap set by the Group of Seven nations, in the first “real test” of whether the West can enforce one of its key sanctions against Moscow. “This is the first real test of the price cap sanctions,” Matthew Wright, a senior freight analyst at Kpler, told CNN. “High interest rates, declining economic activity in China, and a potential recession in the West,” have depressed oil prices globally. The smaller gap shows that the G7 price cap is “having a diminishing impact on Russian oil revenues,” Richard Bronze, co-founder and head of geopolitics at Energy Aspects, told CNN. Despite rising oil prices, buyers like India are unlikely to turn their backs on Russian oil, said Wright at Kpler.

A group of lawmakers led by Massachusetts Democratic Sen. Elizabeth Warren are calling on the Biden administration to investigate how tax prep software companies may have illegally shared customer data with tech platforms Google and Meta . Some statements the tax prep companies provided to the publications at the time seemed to indicate the data sharing was done accidentally. Our system is designed to filter out potentially sensitive data it is able to detect." Among their findings released Wednesday, the lawmakers said that millions of taxpayers' information had been shared with Big Tech firms through the tax prep software and that both the tax prep companies and tech firms were "reckless" in how they handled sensitive information. Although Meta and Google both said they have filters to catch sensitive data that's inadvertently collected, they seemed to be "ineffective," the lawmakers wrote.

Fine wine is souring as investment prices sink

New York CNN —Fine wine prices have been rising consistently for years, attracting investors looking to hedge against inflation, economic turmoil and stocks. The company currently manages $375 million worth of fine wine assets (that’s a 45% increase year on year). Fine wine has had a compound annual growth rate of 10% over the last 30 years, according to the Liv-Ex investables index, which tracks the going rates for fine wines. Leading the way in losses is Bordeaux, which experienced the largest drop of all fine wine categories in June. That’s a bit worrisome, said Tiwari, as Bordeaux is the most established region in the fine wine investment market and typically maintains its price stability.

Big questions remain, especially as to why the PGA Tour took the Saudi money without looking elsewhere. The PGA Tour's deal with LIV Golf and Saudi Arabia's Public Investment Fund (PIF) is just an agreement to seek an agreement. This all started when LIV Golf, with golf legend Greg Norman at the lead, started offering PGA Tour players vast sums of money to jump to the new Saudi-backed golf league. The PGA Tour, a non-profit, just did not have the resources to compete with the deep pockets of the Saudis. PGA Tour Commissioner Jay Monahan has yet to testify before Congress.

Another source inside Barclays' investment bank, talking anonymously because they are not authorised to speak to the media, said lower staff attrition at its technology and back office operations had started to worry cost-conscious managers. The BCG review could lead to layoffs, the source familiar with the review said, although no decisions have been made. Some top Barclays investors, however, told Reuters they would have misgivings about a plan to prioritise investment over capital distributions. Some of the tax-prep companies still do not know whether the data they shared continues to be held by the tech platforms, the report said. The Warren aide told CNN it was unclear whether Meta knew it was inappropriately using taxpayer data at the time. The investigation found that all three tax-prep companies had discontinued their use of Meta’s pixel after The Markup’s report last November. “The scope of ‘taxpayer information’ is broad by design,” Rosenthal said, adding that tax-prep companies can be sued for “knowingly” or “recklessly” leaking that information. Depending on the strength of the allegations, the tax-prep companies could quickly be forced into a binding settlement, said a former FTC official who requested anonymity in order to speak more freely.

LONDON, July 11 (Reuters) - Siblings and solo around-the-world aviators Mack and Zara Rutherford set more records on Tuesday as they collected a trophy whose previous winners include Lewis Hamilton and Richard Branson. The British-Belgian duo are the youngest winners of the Royal Automobile Club's Segrave Trophy, first awarded in 1930 and featuring a roll call of aviation pioneers and motorsport greats. Only four women have previously won the Segrave trophy - awarded to British adventurers who show outstanding skill, courage and initiative in travel on land, sea or air - and none as young as Zara. Mack, who beat the record set by 18-year-old Briton Travis Ludlow in 2021, had to land on an uninhabited island after crossing the Pacific Ocean on a trip whose itinerary had to be changed due to the Russian invasion of Ukraine.
