Glenn Youngkin isn’t on the ballot this year, but his push for a new conservative direction for the Republican Party is. The discipline extended beyond the 10 candidates Youngkin endorsed in competitive primaries, so as to keep distractions at bay. Virginia Democrats, who would normally use such a post to put the entire GOP in an awkward position, did not apparently even notice. Still, there isn’t a lot of evidence that the Virginia Democratic Party sees Youngkin as any sort of liability for the GOP — he isn’t featured negatively in any of their ads, for example. “What we have found out over the last two years is that that vest-wearing, affable, basketball playing dad is really a MAGA Extremist,” said Virginia Democratic Party Chair Susan Swecker.

Voters in Ohio will decide on enshrining abortion rights in the state constitution, as well as legalizing recreational marijuana use. Will voters in Ohio back abortion rights? Beyond abortion, the most watched initiative will be, again, in Ohio, where voters will decide whether cannabis should be legalized for recreational use. On Tuesday, Virginia voters will decide who will control the state legislature, which is currently divided between Republicans and Democrats each controlling one chamber. Outlawing abortion at 15 weeks or earlier would mean residents of southern states seeking the procedure after this point would be funneled into clinics in states even further away. Bans or restrictions in all the southern states would also mean denying or restricting access to more than 110 million Americans, or one third of the entire country’s population, and seven of the 10 fastest-growing cities. CNN defines southern states here as the states that seceded during the Civil War, which while a popular definition is not how the US Census defines the South. Democrats, who previously controlled both the legislature and governorship, were left with a 22-17 majority in the State Senate.

ORLANDO, Fla. (AP) — Morale and trust within the Walt Disney World government has deteriorated since allies of Florida Gov. With the departure of so many district employees in such a short period of time, the district is “no longer functional,” a facilities director who left last month wrote in her exit survey. Disney has sued DeSantis and the members of the Central Florida Tourism Oversight District board in federal court in Tallahassee over the takeover, claiming its free speech rights were violated. Disney is also battling the Central Florida Tourism Oversight District in state court in Orlando. Before control of the district changed hands, the Disney supporters on its board signed agreements with Disney to shift control over design and construction at Disney World to the company.

TALLAHASSEE, Fla. (AP) — The Florida Legislature will return to the Capitol for a special session Monday that will allow lawmakers to express their support for Israel, while giving Republican Gov. Lawmakers are expected to consider new sanctions against Iran, which has supported Hamas, as well as vote on resolutions expressing support for Israel's right to defend itself. After Hamas militants attacked Israeli citizens last month, a large, bipartisan group of Florida lawmakers met in the Capitol to express their horror and to stand with Israelis. Lawmakers were already scheduled to be at the Capitol for committee meetings and Republican leaders decided to use the time for the special session. Since the attacks, DeSantis has touted his support for Israel while on the campaign trail and using his official office to back up his words.

Five Black candidates are running for statewide office, from agriculture commissioner to secretary of state. A common complaint is about a purging of voter rolls that has caused problems for Black voters as recently as this year’s August primary. Many other states in recent years have taken steps to reinstate voting rights for former felons. RICHMOND, Va. (AP) — In a closing message to voters in this year's closely watched Virginia legislative elections, Republican Gov. Virginia is one of four states — the others are Louisiana, Mississippi and New Jersey — with legislative elections this year. In 2021, Republicans retook the Virginia House. The Virginia Senate wasn’t up in 2021 – state senators face their voters every four years. That one time was in 2011, when the two parties ended up tied in the state Senate, with the Republican lieutenant governor serving as the tie-breaker. Kristi Noem has requested guidance from the state’s Supreme Court about conflict-of-interest rules for lawmakers, several weeks after a South Dakota state lawmaker resigned and agreed to repay $500,000 in federal COVID-19 relief that she received for her day care business. Doing so violated a state Supreme Court advisory warning state lawmakers that it is unconstitutional for them to accept federal pandemic funding. THE PLAINS, Va.—For clues about the strength of both parties’ messages heading into 2024, look no further than this suburban Northern Virginia enclave, where Democrats and Republicans are betting big on a hotly contested state Senate race. Typically, such local elections don’t have a major impact outside their direct communities. But this one could decide control of the Virginia legislature and Republican Gov. Glenn Youngkin ’s ability to enact conservative policies on abortion, taxes and education—making it closely watched in the run up to next year’s presidential race.

A federal judge ruled last week that some of Georgia's congressional, state Senate and state House districts were drawn in a racially discriminatory manner, ordering the state to draw an additional Black-majority congressional district. U.S. District Judge Steve Jones, in his 516-page order, also ordered the state to draw two new Black-majority districts in Georgia's 56-member state Senate and five new Black-majority districts in its 180-member state House. Legal challenges to congressional districts are also ongoing in Arkansas, Kentucky, Louisiana, New Mexico, South Carolina, Tennessee, Texas and Utah. State House and Senate Republicans called for an appeal after the ruling. Presley said state government “is bought and sold to the highest bidder,” with Reeves demanding campaign contributions before meeting with people. Presley said Reeves likes to talk about California and New York instead of small towns in Mississippi. Trump released a 30-second video on Tuesday, endorsing Reeves, and Reeves told Presley: “Donald Trump only supports the only conservative in this race." Reeves served two terms as state treasurer and two as lieutenant governor before winning the governor's race in 2019. If neither Reeves nor Presley receives a majority in next Tuesday's election, the race would go to a Nov. 28 runoff.

Tate Reeves and Democratic challenger Brandon Presley were set to face off Wednesday night in their only debate to cap a hard-fought campaign, six days before the Nov. 7 general election. Presley has raised $11.3 million for his campaign this year, compared with Reeves' $6.3 million, according to finance reports filed Tuesday. Presley has spent $10.8 million and still has $1.3 million, while Reeves has spent $11 million and still has $1.2 million. Presley called on Reeves to take part in five debates, including one last month at a forum sponsored by the NAACP in Gulfport. During the 2019 campaign for governor, Reeves had two debates with Democratic nominee Jim Hood.

VIRGINIA BEACH, Va. (AP) — A power company's plans for an enormous offshore wind farm off Virginia's coast gained key federal approval Tuesday after the Biden Administration evaluated the project's potential impact on the environment. The utility will still need federal approval of its construction and operation plans before more pilings rise above the Atlantic Ocean. Dominion said its project will be the largest offshore wind farm under development in the United States. The administration said it wants to build 30 gigawatts of offshore wind energy by 2030 — enough to power more than 10 million homes. The Southern Environmental Law Center cited the importance of offshore wind for cutting carbon pollution, which fuels climate change.
