By Rupam JainNEW DELHI (Reuters) - Two of five Indian states due to elect new legislatures this month began voting on Tuesday, a big test of Prime Minister Narendra Modi's chances of winning a third term in a national election due by May. Modi and leaders of the main opposition Congress party headed by Rahul Gandhi have criss-crossed the five states, addressing campaign rallies and promising cash doles, farm loan waivers, subsidies and insurance covers, among others, to woo voters. But surveys suggest Modi remains popular after a decade in power and will likely win a third term. Votes in all five states will be counted on Dec. 3 and results expected the same day. The elections in Rajasthan, Madhya Pradesh, Chhattisgarh, Telangana and Mizoram states are mainly a contest between BJP and Congress.

The rule would allow vehicles with odd number plates to ply on odd dates and similarly vehicles with even registration numbers will be allowed on road on alternate days. Air quality was 'severe' for a third consecutive day in the city on Monday, according to the federal pollution control body, forcing the city government to extend the closure of primary schools until Nov. 10. "There is a possibility that air pollution will rise after the Diwali," Gopal Rai, Delhi's environment minister, said, referring to the Hindu festival on Nov. 12 during which firecrackers, which are banned, are often set on fire, worsening air pollution. "The situation arising out of air pollution in the City is extremely worrying," Delhi's Lieutenant Governor Vinai Kumar Saxena said in a Friday post on X, formerly Twitter. Good or satisfactory air quality corresponds to an index somewhere between zero and 100. The air quality index in Delhi on Monday was roughly 450, according to India's Central Pollution Control Board. Prolonged exposure to an air quality index above 300 can lead to respiratory illness and long-term health problems. According to the Delhi Pollution Control Committee, these crop-burning fires cause pollution to peak in Delhi from Nov. 1 to Nov. 15.

Canada has alleged Indian involvement in the murder in a Vancouver suburb of Canadian citizen and Sikh separatist leader Hardeep Singh Nijjar, whom India called a "terrorist." "I would go a step further and say now the investigation has already been tainted," Verma told the newspaper. "A direction has come from someone at a high level to say India or Indian agents are behind it." Canada withdrew 41 diplomats from India after New Delhi in September asked Ottawa to reduce its diplomatic presence following Canada's allegations over Nijjar's killing. Verma said that India has not been shown concrete evidence by Canada or Canada's allies that Indian agents were involved in Nijjar's killing.

REUTERS/Francis Mascarenhas Acquire Licensing RightsNEW DELHI, Nov 4 (Reuters) - India's air safety watchdog proposes reduced night work hours and more rest for pilots, among measures to address rising complaints of pilot fatigue, according to draft regulations seen by Reuters on Saturday. The proposal from the Directorate General of Civil Aviation come more than two months after it decided to conduct a review of pilot fatigue data collected during spot checks and surveillance of airlines. The review was launched after an IndiGo (INGL.NS) pilot collapsed and died in August before his flight. Changes would include cutting the maximum flight duty period to 10 hours from 13 hours for pilots operating at night, and increasing the minimum weekly rest period to 48 hours from 36 hours. IndiGo, India's biggest airline, has said the pilot who died had a 27-hour break before duty and was in good health.

REUTERS/Amit Dave/File Photo Acquire Licensing RightsMUMBAI, Nov 4 (Reuters) - India is planning to extend its free food grains programme by five years, Prime Minister Narendra Modi said on Saturday, as the government tries to shield consumers from rising prices of cereals ahead of a general election early next year. The grains programme, estimated to cost the government around 2 trillion rupees ($24.06 billion) this year, was due to expire at the end of the year. India, the world's second-largest producer of wheat and rice, has restricted exports of both cereals to curb rising prices at home. Global rice prices jumped to a 15-year high after India, the world's biggest rice exporter that accounts for more than 40% of global rice exports, curbed exports of non-basmati rice varieties in July. India last year banned wheat exports in a surprise move after a heat wave curtailed output.

Schools closed in New Delhi on Friday, while some diesel-burning vehicles were ordered off the roads and much of the city’s incessant construction was halted, as the authorities tried to mitigate the effects of a thick haze of pollution that has descended on India’s capital, a calamity that has come to be an annual blight. Despite the mandates, and an appeal to people to stay indoors, the measures provided little relief for the city’s many millions of residents. “Breathing becomes heavy and long,” said Ram Kumar, a 30-year-old from the city of Gorakhpur, in the more rural north of India, who supports his family back home by driving an auto-rickshaw in New Delhi. In June, during Canada’s worst-ever wildfire season, New York saw its skies turn orange from the smoke that wafted over, with residents suffering from that type of pollution at a concentration of about 117 micrograms per cubic meter. By comparison, on Friday afternoon in Delhi, the average was around 500, reaching 643 in some places.

Heavy smog seen engulfed amid rise in pollution levels at Barakhamba on Nov. 2, 2023 in New Delhi, India. People in New Delhi woke up to a thick layer of toxic haze on Friday, and some schools were ordered to be shut for two days as the air quality index (AQI) entered the "severe" category in several parts of the Indian capital. A filthy smog forms over Delhi every winter as cold, heavy air traps construction dust, vehicle emissions and smoke from crop stubble burning in neighboring states, causing a surge in respiratory illnesses among the city's 20 million people. New Delhi topped a real-time list on Friday of the world's most polluted cities compiled by Swiss group IQAir which put the India's capital's AQI at 611 in the 'hazardous' category. "Unfavorable meteorological conditions, sudden increase in the farm fire incidents and north-westerly winds moving the pollutants to Delhi are the major causes for sudden spike in AQI," the region's Commission for Air Quality Management said on Thursday.

New Delhi CNN —India’s economy is like an elephant. India’s economy is currently worth nearly $3.5 trillion, making it the world’s fifth largest. “India’s economy is comfortably placed to grow at an annual rate of at least 6% in the coming few years,” Barclays said. But even as India’s heft is increasing, it is far from recreating the economic miracle China unleashed decades ago. It will, no doubt — though it won’t be enough to shield the world economy should China’s economy stumble badly,” they added.
