“I do intend to file a motion to vacate against Speaker McCarthy this week. But now, knowing full well he’s likely to soon face a so-called motion to vacate vote, McCarthy is taking his detractors head-on – and in increasingly combative terms. If the Senate bill advanced, McCarthy would have a harder time arguing his bill was the solution. 3 Senate Republican, opposed the Senate bill, breaking with McConnell, according to a source familiar with the matter. But that wasn’t enough to convince House Democrats to oppose the funding bill with a shutdown looming.

CNN —Rep. Matt Gaetz is planning to attempt to oust Speaker Kevin McCarthy from the role this week after the House leader worked with Democrats to avoid a government shutdown on Saturday. “Speaker McCarthy made an agreement with House conservatives in January and since then he’s been in brazen, repeated material breach of that agreement,” Gaetz said Sunday. “Look, the one thing everybody has in common is that nobody trusts Kevin McCarthy. “I think Kevin McCarthy is a very weak speaker. “The only way Kevin McCarthy is speaker of the House at the end of this coming week is if Democrats bail him out.

WASHINGTON (AP) — Rep. Matt Gaetz said Sunday he will try to remove House Speaker Kevin McCarthy, a fellow Republican, from his leadership position this week after McCarthy relied on Democratic support to pass legislation that avoided a government shutdown. Gaetz, a longtime McCarthy nemesis, said on CNN's “State of the Union” that McCarthy was in “brazen, material breach” of agreements he made with House Republicans in January when he ran for speaker. As a result, Gaetz said he would be filing a “ motion to vacate the chair,” as House rules permit. Procedural votes could be offered to halt the motion or it could trigger a House floor vote on whether McCarthy, R-Calif., should remain speaker. “The only way Kevin McCarthy is speaker of the House at the end of this coming week is if Democrats bail him out,” Gaetz said.

Washington CNN —President Joe Biden on Sunday urged House Republicans – particularly Speaker Kevin McCarthy – to keep their word on government funding and aid to Ukraine after he signed a bill that narrowly avoided a shutdown. Speaking from the White House, Biden lauded the deal that lawmakers reached and he signed into law just minutes before funding was set to expire at midnight on Sunday. He sought to assure Ukraine and US allies that American support is unwavering. “I hope my friends on the other side keep their word about support for Ukraine. They said they’re going to support Ukraine in a separate vote,” Biden said.

The Democratic-led Senate later approved the same bill with bipartisan support and sent it to President Joe Biden to sign into law. Republican Representative Andy Biggs, a leading hardliner, asked on the social platform X, formerly known as Twitter. Republican Representative Matt Gaetz, who has openly threatened such action, made clear what it would take days before the Saturday vote. If Kevin McCarthy uses Democrat votes in the House of Representatives to advance Joe Biden's spending priorities, he cannot remain as the Republican speaker," the Florida Republican told the far-right channel Real America's Voice on Wednesday. Some Democrats have suggested they could support McCarthy if an ouster attempt occurred at a turbulent time.

The Peace Monument in front of the US Capitol dome in Washington, DC on September 29, 2023. The U.S. government is on the brink of a shutdown as Congress has been unable to pass a short-term funding bill that would keep agencies, programs and other services operating. A small group of conservative GOP lawmakers has insisted on cuts to federal spending that are unacceptable to Democrats in Congress. And if McCarthy tries to end-run them by pushing a stopgap funding package that would be palatable to Democrats in the House, the Californian risks losing his already precarious leadership by triggering an effort by conservatives led by Rep. Matt Gaetz of Florida to remove him as speaker. Congress has until late Saturday night to pass a deal to avoid a shutdown.

Kevin McCarthy on Saturday forcefully defended House passage of a 45-day stopgap spending bill. The bill, if passed by the Senate, will fund the government through November and avert a shutdown. But the bill was backed by 209 Democrats and 126 Republicans, with 90 Republicans voting against the measure (only one Democrat voted against the bill). Funding for additional Ukraine aid and border security provisions were not included in the stopgap bill — which frustrated many Democrats and Republicans, respectively. WASHINGTON (AP) — The threat of a federal government shutdown suddenly lifted late Saturday as President Joe Biden signed a temporary funding bill to keep agencies open with little time to spare after Congress rushed to approve the bipartisan deal. In a tight election, amid questionable economic conditions and with the normality that Biden promised in 2020 still fleeting, the threat may be greater than ever. A pseudo general election campaignBoth Trump and Biden showed up in Michigan courting blue-collar votes this week. He returned to the theme that democracy is under attack – seemingly a slam dunk given Trump’s week of autocratic outbursts and demagoguery. And all previous evidence suggests that, among GOP voters at least, Trump legal travails only boost his poll numbers and fundraising. To anyone who has forgotten the constant tearing at legal, political and constitutional norms that characterized almost every day of the last presidency, Gaetz and his fellow MAGA troops are proving that Trumpism sows chaos.

Who Really Gets Hurt During a Government Shutdown?

It’s a reality that Senate Minority Leader Mitch McConnell called “completely unfair,” as federal workers feel the brunt of lawmakers' inability to agree on a plan to fund the government. A shutdown occurs when Congress can’t pass legislation to fund the government before the start of the fiscal year. The Office of Management and Budget directs each federal agency to create a shutdown contingency plan reviewable on its website that identifies essential workers and services. Government shutdowns have become familiar to many federal workers, with the last shutdown ending in 2019. Other federal employees may hold jobs that are considered essential and may be required to work without pay during a shutdown.

Reckless spending and radical policies created near-record inflation, soaring grocery bills, rising energy costs and skyrocketing interest and mortgage rates. Facing pressure from his right flank, McCarthy is pursuing a partisan Republican CR that would cut current government funding levels and contain provisions on security and immigration at the U.S. border with Mexico. Those proposals are unlikely to win the Democratic support they would need to pass the Senate, or to be signed by Biden. House Speaker Kevin McCarthy sought to avoid that scenario when he hammered out a spending agreement with Democratic President Joe Biden this spring. Congress typically misses that deadline and passes stopgap spending bills to avoid disruption while they finish their work. Those bills are certain to get rejected by the Senate, and the White House has said Biden would veto two of them. McCarthy has said he hopes the effort would buy goodwill and allow him to pass a stopgap that would avoid a shutdown. The Senate, meanwhile, is scheduled to advance a stopgap spending measure on Tuesday.

Instead, he has acceded to a small band led by those instigating his ouster, even if that means closing federal offices. All the while, McCarthy has retreated from his budget deal with Biden months ago that established the spending threshold for the year. Democrats have been eager to lay blame for the impending shutdown on McCarthy and the dysfunction in the House. Biden has called on McCarthy to stick to the annual spending numbers they negotiated to raise the nation’s borrowing limit. He argues that House Republicans need to pass their own bills at the lower numbers to to strengthen their hand in negotiations.

The House Rules Committee held a rare Saturday session to begin setting up the process for next week's voting. Then, with time running short, the House would turn toward a stopgap measure to keep government open for about a month while work continues. They are insisting on the lower spending levels McCarthy promised the Republican hardliners in January during his own race to become House speaker. And once those House bills are approved, often in round-the-clock voting, they still would go for negotiations with the Senate, which has its own legislation. But if McCarthy joins with Democrats, he will almost certainly face a vote from Gaetz and others for his ouster.
