BEIJING (AP) — The former chairman of the Bank of China has been indicted on bribery charges, prosecutors said Monday, adding to a long list of business and government officials who have been brought down by Chinese leader Xi Jinping's yearslong anticorruption drive. Liu Liange is accused of taking advantage of his positions at the Bank of China and previously as president of the Export-Import Bank of China, the Supreme People’s Procuratorate said in a statement posted on social media. The state-owned Bank of China, one of the country's “Big Four” banks, has a major overseas presence. The Supreme People’s Procuratorate announced last month that Tang Shuangning, the former chairman of China Everbright Group, another state-owned bank, had been arrested on suspicion of embezzlement and bribery. Beyond finance, the former chairman of the Chinese Football Association was tried last month on charges of taking 81 million yuan ($11.2 million) in bribes.

UNITED NATIONS (AP) — The U.N. Security Council is expected to vote Tuesday on an Arab-backed resolution demanding an immediate humanitarian ceasefire in Gaza, which the United States announced it will veto. Algeria, the Arab representative on the council, put the draft resolution in a final form that can be voted on. Council diplomats, speaking on condition of anonymity because they weren’t authorized to speak publicly, said the vote will take place Tuesday morning. “For that reason, the United States does not support action on this draft resolution. The Security Council has adopted two resolutions on Gaza, with the U.S., Israel’s closest ally, abstaining on both.

ATLANTA (AP) — Since Jimmy Carter entered hospice care at his home in south Georgia one year ago, the former U.S. president has celebrated his 99th birthday, enjoyed tributes to his legacy and lost his wife of 77 years. Those advocates commend the Carter family for demonstrating the realities of aging, dementia and death. Almost half of Medicare patients who died that year did so under hospice care. Over the course of several days, The Associated Press interviewed a cross section of voters in Northampton County to ask whether Biden's messaging around the fate of democracy was resonating. These voters represented parts of the very coalition Biden will need to win Pennsylvania again — Black voters, Latinos, independents and moderates from both parties. A Biden campaign spokesperson said the democracy message is central to the campaign but it is not the only one the campaign will use to reach voters. Getting Black voters engaged is going to take more from Biden, she believes, because so far his campaign messages have not resonated. But Lopez thinks messages of fear and Trump imperiling American democracy are essentially meaningless for many of the county's working class voters.

The Ukrainian parliament passed legislation in February to allow and fund the use of soldiers’ frozen sperm in case of their death. Once President Volodymyr Zelensky signs the bill into law, it will for the first time allow the widows of Ukrainian soldiers to use their dead partners’ reproductive cells – both sperm and eggs - to have children. It will also enable wounded soldiers to use their preserved reproductive cells to have children where their injuries would normally make that impossible. The possible injury to soldiers’ reproductive organs and trauma affecting the quality of sperm make cryopreservation of reproductive cells worthwhile, she told CNN, mentioning allegations of castration.

"Russian authorities publish a confession that they killed Alexei Navalny in prison," Navalny aide Leonid Volkov wrote on social media. "Alexei Navalny paid with his life for his resistance to a system of oppression," France's Foreign Minister Stephane Sejourne said. "My sincere belief is that it was the conditions of detention that led to Navalny's death," Russian newspaper editor and Nobel Peace Prize laureate Dmitry Muratov told Reuters. Navalny long forecast Russia could face seismic political turmoil, including revolution, because he said Putin built a brittle system of personal rule reliant on sycophancy and corruption.

The ICJ's six days of hearings starting on Monday come after the U.N. General Assembly asked the court in 2022 for an advisory, or non-binding, opinion on the occupation. It is the second time the U.N. General Assembly has asked the ICJ, also known as the World Court, for an advisory opinion related to the occupied Palestinian territory. “The International Court of Justice is set for the first time to broadly consider the legal consequences of Israel’s nearly six-decades-long occupation and mistreatment of the Palestinian people,” said Clive Baldwin, senior legal adviser at Human Rights Watch. While Israel has filed a written statement with the court, it has not asked to participate in the hearings.

The call between the two leaders on Thursday was the second time in less than a week that Biden warned Netanyahu about moving into the southern part of the Gaza Strip without a plan to ensure the safety of some 1 million people sheltering there. Fighting at the hospital comes as Israel faces growing international pressure to show restraint, after vowing to press its offensive into Rafah, the last relatively safe place in Gaza. Earlier this month, Biden said Israel's military response in the Gaza Strip had been "over the top" and expressed grave concern over the rising civilian death toll in the Palestinian enclave. The war began on Oct. 7 when Iran-backed Hamas sent fighters into Israel, killing 1,200 people, mostly civilians, and seizing 253 hostages according to Israeli tallies.

White House and Biden allies have taken aim at Hur for what they view as a gratuitous characterization of the president. White House Counsel Ed Siskel and Robert Bauer, the president’s personal attorney, were in the White House Map Room for the president’s interview with Hur, people briefed on the matter said. It was a mistake for the White House to “put him out on weakness and not strength,” one administration official said. White House officials stood by the forcefulness of the White House’s pushback to Hur’s report, saying not only did Biden take questions from reporters Thursday night, but the next day, White House counsel spokesman Ian Sams joined the press briefing. The White House has also sent a letter to the White House Correspondents’ Association taking issue with news coverage of the Hur report, the officials pointed out, while the Biden campaign has pointed to allies and legal experts questioning aspects of the report that the White House sees as problematic.

Now, Egypt is sounding alarms again as Israel pushes more than a million Palestinians toward its territory and prepares for a military operation in Rafah. The treaty also limited the number of troops stationed on the border between Egypt and Gaza, which at the time was controlled by Israel. I understand why many in an Israeli society still traumatized by the Hamas surprise attack on Oct. 7 don’t want to hear talk of a Palestinian state, even in a demilitarized form. But for many Israelis that was true for years before the Gaza war. To continue ignoring the subject now would be a grave error. Israel needs to shape it, not ignore it. This will force Israel’s Arab allies to distance themselves from the Jewish state.

New York CNN —A congressional committee probing campus antisemitism is expanding its investigation to include Columbia University and demanding the Ivy League school turn over a trove of documents to lawmakers. Foxx is requesting that Columbia officials produce a mountain of documents to aid the investigation by February 26. Foxx cited a “pattern of deeply troubling” incidents at Columbia in recent months, including “assaults, harassment and vandalism.”Columbia is the fourth university targeted by the House investigation on campus antisemitism, joining Harvard University, the University of Pennsylvania and the Massachusetts Institute of Technology. Foxx also suggested the committee could expand its investigation to include Cornell University. In November, the Department of Education launched an investigation into Columbia and other schools after receiving complaints about alleged incidents of antisemitism and Islamophobia.

Saturday’s misunderstanding considered, Trump’s comments come at a devastatingly bad time for Europe. The more the US bemoans its allies and their miserly neglect of NATO, and withdraw from it, the less powerful it is. JERUSALEM (Reuters) - Israeli strikes on Gaza's southern city of Rafah killed 22 people and wounded dozens, local health officials said on Monday, after U.S. President Joe Biden told Israel not to attack Rafah without a credible plan to protect civilians. The Israeli military said on Monday it had conducted a "series of strikes" on southern Gaza that have now "concluded," without providing further details. Before previous assaults on Gaza cities, Israel's military has ordered civilians to leave without preparing any specific evacuation plan. It is the last relatively safe place in an enclave devastated by Israel's military offensive. Hamas militants killed 1,200 people in southern Israel and abducted at least 250 in their Oct. 7 incursion, according to Israeli tallies.

For my undergraduate degree, I went to Yale, and then for graduate school, I enrolled in Cambridge University. Dreary and massive, these buildings belonged to Yale’s oldest secret societies — hundreds of years old, with members including former presidents, Rockefellers, and Vanderbilts. As George Bush wrote in his memoir, “[In my] senior year, I joined Skull and Bones, a secret society; so secret, I can’t say anything more.”In my final year, I joined a secret society at Yale, which was founded 20 years ago. But my favorite memories at Yale and Cambridge were never at events in floor-length gowns or strappy heels. I’m tremendously lucky to have experienced this universe of elite education, and I wouldn’t have it any other way.

And the outlook isn’t much brighter: the International Monetary Fund predicts that Germany will be the slowest-growing major economy in 2024, eking out an increase of just 0.5%. “Germany needs a fundamental economic transformation,” Marcel Fratzcher, president of the German Institute for Economic Research in Berlin, told CNN. In a two-hour oral argument at the Supreme Court yesterday, nearly all justices appeared skeptical of Colorado’s effort to keep Trump off the ballot. Maine has also moved to bar Trump, and other states would likely follow if the Supreme Court were to allow it. The legal issues are complex, and we walk through them below. As Adam Liptak, who covers the Supreme Court for The Times, told us yesterday:Donald Trump is accused of doing grave wrongs in trying to overturn the election. Many legal experts expect the court to rule quickly (as this story explains) and to issue a broad decision that applies to all states.
