Iran may now be compelled to respond despite its unwillingness to enter war with Israel and the United States. And it has increased such attacks since October 7, when Iran-backed Hamas attacked Israel, killing 1,200 people and kidnapping 250, prompting a devastating Israeli war in Gaza. “That would mean that the Israeli attack on Iran has put a target on the backs of American troops in the Middle East,” he said. Washington has, however, tried to distance itself from Monday’s Israeli attack. Attack Israeli interests abroadAfter past attacks on Iran, Israel has often anticipated Iranian retaliation on its interests in foreign countries, and beefed up security at its embassies.

London CNN —The global price of oil rose Tuesday to its highest level in seven months, propelled, in part, by concerns that mounting tensions in the Middle East could crimp supply. Brent crude, the world’s oil benchmark, climbed as much as 1.8% to $89 a barrel, the highest since early September, before paring those gains slightly mid-afternoon in Europe. Meanwhile, West Texas Intermediate crude, the US benchmark, also rose 1.8% to reach a five-month high of $85 a barrel. “You’ve got ongoing Ukrainian attacks on Russian refineries… Houthi attacks on shipping in the Red Sea,” as well as a “general sense that the Middle East is less stable than it was a year ago,” he told CNN. Russia knows it has a terrorist problem, despite its deflection and spin to preserve Putin’s image, but his priorities are elsewhere. Russian intelligence also suffers from systemic failings in recognizing, penetrating and dismantling terrorist cells, failings that stem from doctrine and a deliberately stovepiped structure that obstructs information sharing and agility. FSB officers will coerce, threaten and intimidate potential sources with diminishing returns that will only fuel ISIS-K recruitment and fundraising, which is no doubt seeing a surge from its Moscow attack. Russian intelligence will be left to depend on the unwilling, ill-informed or duplicitous. At the Islamic State’s height, Tajik Gulmurod Khalimov commanded its Iraqi capital of Mosul.

CNN —Eight Chinese migrants have been found dead on the coast of southern Mexico, authorities said, after their boat capsized along a popular but perilous route for illegally entering the United States. One Chinese man survived the trip, the statement said. The prosecutor’s office said it was working with federal agencies to investigate the incident and the Chinese embassy in Mexico to identify the bodies. The number of Chinese migrants illegally entering the US from Mexico has skyrocketed in recent years. The influx of Chinese migrants spotlights the urgency many now feel to leave their homeland, even amid what Chinese leader Xi Jinping has claimed is a “national rejuvenation.”Many Chinese who left the country point to a struggle to survive.

CNN —Argentina and Colombia say they have taken “concrete steps” to improve frayed relations between the two countries after far-right Argentine leader Javier Milei called his left-wing Colombian counterpart a “terrorist murderer” in a CNN interview. In a joint statement Sunday, the two nations’ foreign ministries said they had held talks under orders from Milei and Colombian President Gustavo Petro. The measures include the return of both countries’ respective ambassadors after Colombia last week expelled all Argentine diplomats from Bogota following Milei’s comments to CNN. “You can’t expect much from someone who was a terrorist murderer,” Milei said in the interview of Petro, a former guerilla who became Colombia’s first left-wing president in 2022. Colombia recalled its ambassador to Argentina in January following similar comments from Milei, Reuters reported.

At least three senior commanders and four officers overseeing Iran’s covert operations in the Middle East were killed on Monday when Israeli warplanes struck a building in Damascus that is part of the Iranian Embassy complex, according to Iranian and Syrian officials. The strike in Damascus, the Syrian capital, appeared to be among the deadliest attacks in a yearslong shadow war between Israel and Iran that has included the assassinations of Iranian military leaders and nuclear scientists. That covert war has moved into the open as tensions between the countries have intensified over Israel’s military campaign in the Gaza Strip against Hamas, the Iranian-backed militia that led the Oct. 7 attack on Israel. Four Israeli officials, speaking on the condition of anonymity to discuss sensitive intelligence matters, confirmed that Israel had been behind the strike in Damascus, but denied that the building had diplomatic status.

CNN —A top commander in Iran’s Revolutionary Guard was killed among several others in an airstrike on the country’s consulate building in Damascus, Syria, according to Iranian officials and state-affiliated media, which blamed Israel for the attack. Iran’s Foreign Ministry said that senior Islamic Revolutionary Guard Corp (IRCG) commander Mohammed Reza Zahedi was killed in the attack. Footage of the aftermath of the blast, published by Iranian state media Press TV, showed extensive damage, fire and smoke at the scene. Iranian embassy staff and military advisers were among the dead, he said. Zahedi, the slain commander, was previously the commander of IRGC’s ground forces, the commander of IRGC’s air force, and the deputy commander of the IRGC’s operations.

CNN —The Biden administration is close to approving the sale of as many as 50 American-made F-15 fighter jets to Israel, in a deal expected to be worth more than $18 billion, according to three people familiar with the matter. Since Hamas’ attack on Israel in October, which killed over 1,200 Israelis, the US has made more than 100 foreign military sales to Israel. Most of those have fallen under the specific dollar amount that requires a notification to Congress, an official familiar with the matter previously told CNN. A congressional aide told CNN that House Foreign Affairs Committee Chairman Michael McCaul has also approved the transaction to proceed to formal congressional notification. “What you hear about the frustrations within the administration over the Israel policy, it is real,” one US diplomat told CNN on condition of anonymity.

ISIS claimed responsibility for the Moscow attack. Maxim Shemetov/ReutersHe regards the Moscow attack as a “breakthrough success” for the group, demonstrating a level of planning not previously seen beyond south Asia. Russia’s support for authoritarian regimes in central Asia – which ISIS-K has described as Russia’s “puppets” – has deepened the animus. The attitude of the Russian government, both pre- and post- the Moscow attack, may not help it confront the threat. For ISIS-K, the Moscow attack is a coup.

CNN —The Kremlin’s security services were aware of an ISIS threat days before a deadly attack on a concert hall near Moscow, Russian intelligence documents obtained by a UK-based investigative organization suggest. The Dossier Center is a Russian investigation group backed by Mikhail Khodorkovsky, an exiled former Russian oil tycoon turned Kremlin critic. “Even before the attack on Crocus City Hall, a source close to the intelligence services told the Dossier Center about this,” it added. The following year, German police arrested several people from Tajikistan accused of plotting an attack on Cologne Cathedral, according to the Dossier Center. Ex-CIA officer Laura Thomas explained the 'duty to warn' protocol, that sounds the alarm on threats. Before the March 22 Crocus City Hall attack, Russia dismissed the US warnings. The CIA uses the "duty to warn" protocol to alert a US or non-US entity of an impending threat. Once a "duty to warn" notification is delivered, the CIA officer who issued the warning documents marks it as a "fulfilled" duty. "CIA's own duty to warn process does not always involve State Department, as it is not the same as a 'public' notification," Thomas said.

A day before the U.S. embassy in Moscow put out a rare public alert this month about a possible extremist attack at a Russian concert venue, the local C.I.A. station delivered a private warning to Russian officials that included at least one additional detail: The plot in question involved an offshoot of the Islamic State known as ISIS-K.American intelligence had been tracking the group closely and believed the threat credible. Within days, however, President Vladimir V. Putin was disparaging the warnings, calling them “outright blackmail” and attempts to “intimidate and destabilize our society.”Three days after he spoke, gunmen stormed Crocus City Hall outside Moscow last Friday night and killed at least 143 people in the deadliest attack in Russia in nearly two decades. ISIS quickly claimed responsibility for the massacre with statements, a photo and a propaganda video. What made the security lapse seemingly even more notable was that in the days before the massacre Russia’s own security establishment had also acknowledged the domestic threat posed by the Islamic State affiliate in Afghanistan, called Islamic State Khorasan Province, or ISIS-K.

"China's overcapacity distorts global prices and production patterns and hurts American firms and workers, as well as firms and workers around the world." China has a surplus of solar power, electric vehicles and lithium-ion batteries that it can ship out to other countries at cheaper prices. Yellen said she intends to put pressure on Chinese officials about these trade practices during her upcoming visit to China. Meanwhile, China has been pouring billions into clean energy for years, outpacing the rest of the world in the energy transition. Yellen added that the more China's clean energy glut interferes with global market prices, the worse off supply chains for these energy sectors will be.

CNN has contacted the governments of Venezuela and Argentina for comment. Venezuela’s opposition has accused Maduro’s government of repressing its leaders and stifling any free and fair campaigning ahead of the country’s presidential elections on July 28. Colombia and Brazil issued statements Tuesday expressing concern over the opposition’s ability to fairly compete in the upcoming presidential contest. Pakistani Prime Minister Shehbaz Sharif offered condolences for the death of the Chinese nationals during a visit Tuesday to the Chinese Embassy in Islamabad, where he met with Beijing’s ambassador. The blast Tuesday follows two militant attacks in recent days in southwest Pakistan, where China is investing billions in infrastructure projects. Half a year later, a separatist group attacked a luxury hotel in Gwadar, often used by Chinese nationals working at the port. In August last year, BLA militants opened fire on a Pakistani military convoy in Gwadar as it was escorting a delegation of Chinese nationals to a construction project. Two militants were killed and no harm was caused to any military personnel or civilians, according to the Pakistani military.

Unable to serve an administration that enables such atrocities, I have decided to resign from my position at the Department of State. Whatever credibility the United States had as an advocate for human rights has almost entirely vanished since the war began. By resigning publicly, I am saddened by the knowledge that I likely foreclose a future at the State Department. Yet just recently, the State Department ascertained that Israel is in compliance with international law in the conduct of the war and in providing humanitarian assistance. After four years of then-President Donald Trump’s efforts to cripple the department, State employees embraced Biden’s pledge to rebuild American diplomacy.

Hong Kong CNN —New Zealand has joined the United States and the United Kingdom in accusing China of launching “malicious” cyberattacks through state-backed hackers, as Beijing comes under growing scrutiny in a big election year for democracies around the world. The Chinese embassy in London dismissed the claims as “completely unfounded” and “malicious slander,” calling the sanctions “outright political manipulation.”“China is a major victim of cyberattacks. We have firmly fought and stopped all kinds of malicious cyber activities in accordance with the law, and have never encouraged, supported or condoned cyberattacks,” the embassy said, reiterating Beijing’s long-held stance on the matter. Australia and the European Union has also expressed solidarity with the UK and voiced concerns over China’s alleged malicious cyber activities. Without naming China, the EU said it would continue to monitor and address malicious cyber activities and stand ready to take further action when necessary.

London CNN —WikiLeaks founder Julian Assange has fended off the threat of immediate extradition to the United States after the High Court in London asked the US to provide more assurances. US authorities say Assange, 52, put lives at risk by publishing secret military documents and have for years been seeking his extradition on espionage charges. If the US fails to give these assurances, Assange would be allowed to appeal his extradition at a further hearing in May. Assange has fought extradition for the last five years from London’s Belmarsh prison, and for seven years before that was holed up as a political refugee at the Ecuadorian embassy in the UK capital. But the court refused to grant him leave to appeal on the ground that the prosecution is politically motivated.
