CNN —Russian state media confirmed on Tuesday that the Kremlin replaced the head of the country’s navy following a string of successful Ukrainian attacks on its Black Sea fleet. Moiseyev replaces Adm. Nikolay Yevmenov, according to TASS, whose future had been the subject of speculation for weeks due to Russia’s repeated losses in the Black Sea. Ukraine claimed last month that it had disabled a third of the Russian Black Sea fleet in attacks which have most involved underwater drones. But those losses have prompted the Kremlin to redouble its efforts to fortify the Black Sea Fleet. Russian Defense Minister Sergei Shoigu effectively admitted that Ukraine had taken advantage of vulnerabilities in the Black Sea Fleet during a visit to its command post.

BRUSSELS (AP) — The European Union is pressing ahead with a plan to use the profits generated from billions of euros of Russian assets frozen in Europe to help provide weapons and other funds for Ukraine, a senior official said Tuesday. The move comes as Ukraine runs dangerously low on munitions, and U.S. efforts to get new funds for weapons have stalled in Congress. A small group of member countries, notably Hungary, refuse to supply weapons to Ukraine, so these windfall profits would be divided up. The European Central Bank, or ECB, has warned in the past against seizing Russian assets as this could undermine confidence in the euro currency and EU markets. But Borrell said that no assets would be taken, only the windfall profits they make.

CNN —Hollywood star Ewan McGregor has said it was “still necessary” to have an intimacy coordinator for the sex scenes in new drama series “A Gentleman in Moscow,” even though he was performing alongside his wife Mary Elizabeth Winstead. “If you were doing a dance scene, you’d have a choreographer,” added the 52-year-old. “It’s an important part of the work now, because it’s somebody that the director and actors meet in the middle.”The couple have been married since 2022. The role of the intimacy coordinator is to support the actor in any intimate action on set, such as contact kissing, physical touch and simulated sex. The BOJ will now look to utilize its short-term interest rate as its primary policy tool. It will employ an interest rate of 0.1% to current account balances held by financial institutions at the central bank from March 21, while encouraging the uncollateralized overnight call rate (another interest rate used as a policy lever by the bank) to remain at around 0 to 0.1% — effectively raising interest rates from -0.1% previously. It would resort to "nimble responses" in the form of increased Japan government bond purchases and fixed-rate purchases of JGBs, among other things, if there is a rapid rise in long-term interest rates. Japanese investors have looked elsewhere for better returns given years of artificially depressed interest rates in their home market. The Fed is due to announce its own interest rate decision on Wednesday.

ALBANY, N.Y. (AP) — New York will evaluate its troubled recreational marijuana licensing program after lawsuits and bureaucratic stumbles severely hampered the legal market and allowed black-market sellers to flourish, Gov. Hochul, a Democrat, has described the state's recreational marijuana rollout as a “ disaster." The Office of Cannabis Management has just 32 people reviewing license applications but has received about 7,000 applications since last fall, a spokesman said. The state's review will embed Jeanette Moy, the commissioner of the state's Office of General Services, and other state government officials, in the cannabis management agency for at least 30 days. “We have built a cannabis market based on equity, and there is a lot to be proud of," said Chris Alexander, executive director of the Office of Cannabis Management.
