The United States appears to be on the verge of providing Ukraine with cluster munitions, a senior Biden administration official said. What are cluster munitions? “There’s just not a responsible way to use cluster munitions,” said Brian Castner, the weapons expert on Amnesty International’s Crisis Response Team.
