North Korea’s leader, Kim Jong-un, could take some form of lethal military action against South Korea in the coming months after having shifted to a policy of open hostility, U.S. officials say. The officials have assessed that Mr. Kim’s recent harder line is part of a pattern of provocations, but that his declarations have been more aggressive than previous statements and should be taken seriously. While the officials added that they did not see an imminent risk of a full-scale war on the Korean Peninsula, Mr. Kim could carry out strikes in a way that he thinks would avoid rapid escalation. They pointed to North Korea’s shelling of a South Korean island in 2010 as an example. The two sides exchanged artillery fire, resulting in the reported deaths of troops on both sides as well as civilians in the South, but both militaries soon stopped.

By Kanishka SinghWASHINGTON (Reuters) - U.S. Secretary of State Antony Blinken spoke on Thursday with South African Foreign Minister Naledi Pandor about the war in Gaza, a day ahead of a ruling at the World Court on urgent measures in a case in which Israel is accused of genocide. Friday's ruling will not deal with the core accusation of the case - whether genocide occurred - but will focus on the urgent intervention sought by South Africa. Israel rejects the accusations from South Africa and says it has a right to defend itself following the Oct. 7 attack on Israel by Palestinian Islamist group Hamas, which governs Gaza. South Africa has asked for nine emergency measures, which act like a restraining order while the court hears the case in full, which could take years. The court is not bound to follow South Africa's requests and could order its own measures if it finds it has jurisdiction at this stage of the case.

The White House sent the letter to the top Democratic and Republican lawmakers on the Senate Foreign Relations Committee and the House Foreign Affairs Committee, which have oversight of arms transfers by the State Department to other nations. President Recep Tayyip Erdogan of Turkey, a member of NATO, has linked his country’s approval of Sweden’s accession to the security organization to the F-16 sales, which had been pending. Both Sweden and Finland had asked to join NATO after Russia’s full-scale invasion of Ukraine in February 2022, and the vast majority of the alliance’s members soon agreed. Turkey approved Finland’s bid but, along with Hungary, has withheld approval for Sweden.

The Houthis, who control the most populous parts of Yemen, have said their attacks are in solidarity with Palestinians as Israel strikes Gaza. Since the United States started striking Houthi military sites in Yemen on Jan. 11, the Pentagon says it has destroyed or degraded over 25 missile launch and deployment facilities and more than 20 missiles. Ryder noted that the last Houthi attack was Jan. 18, suggesting the strikes were having an impact. The strategy - a blend of limited military strikes and sanctions - appears aimed at punishing the Houthis while attempting to limit the danger of a wider Middle East conflict.

The three-day talks among 70 representatives from 30 countries come amid heightened tension in the South China Sea, particularly sea encounters between China and the Philippines. This week's working group meeting lays the groundwork for a biennial Western Pacific Naval Symposium set for the eastern city of Qingdao in April. Since 2002, China and Southeast Asian nations have tried to establish a framework to negotiate a code of conduct for the South China Sea, but progress has been glacial. In 2016, the Permanent Court of Arbitration said China's South China Sea claims had no legal basis, in a ruling rejected by Beijing. The concerns of members of the Pacific naval symposium go beyond the South China Sea, however.

The move comes days after Taiwan’s ruling party won a closely fought presidential election, putting current Vice President Lai Ching-te—whom Beijing condemns as a separatist—in position to become the leader of the democratically self-ruled island in May.
