Vice President Kamala Harris rolled into Arizona on Friday evening with the same political momentum that has infused her first swing across the country this week, drawing a crowd that her campaign estimated at more than 15,000 — her largest yet — in a Western state that not long ago appeared to be falling off the battleground map. Along with her newly minted running mate, Gov. Tim Walz of Minnesota, Ms. Harris delivered a stump speech that is barely a week old, and yet familiar enough to an impassioned new following that some shouted her lines before she did. The rally was her fourth in four days with an arena-filling crowd that demonstrated the degree to which her candidacy replacing President Biden’s had remade the 2024 race. Mr. Walz relished the crowd that filed into the Desert Diamond Arena in Glendale, Ariz., in 100-degree heat as he poked fun at Mr. Trump’s obsession with rally crowds.

From Walz, a Rosier View of a Midwestern Upbringing

In the western Nebraska town where Tim Walz came of age, teenagers gathered at the Frosty Drive-In after football practice and spent summers working on farms. The tree-lined streets of JD Vance’s hometown in Ohio surrounded a hulking steel mill that endured layoff after layoff. By his own telling, it was a community “hemorrhaging jobs and hope.”The rural Midwestern back stories presented by the two major-party vice-presidential candidates are strikingly different. Another is a glowing portrait of rural America offered by Mr. Walz, the Democratic governor of Minnesota who is Vice President Kamala Harris’s new running mate. The rival campaigns are using these opposing depictions of rural life to make very different appeals to voters.

A Financial Tale of Two Potential Vice Presidents

Their real estate agent told a local magazine that the buyers paid in cash. These real estate transactions are just one example of the vast gulf in wealth between the two vice-presidential candidates. On their tax return for 2023, the Walzes reported $299,000 in income, more than they had declared in years. Mr. Vance, a multimillionaire, had more than that in just his checking accounts the year before, according to his most recent financial disclosure form. That distinction could come into play in battleground states like Michigan, Wisconsin and Pennsylvania, where both campaigns are hoping the vice-presidential candidates can present an Everyman appeal to Midwestern and rural voters.

Although their population is small compared to other states, Latinos in Minnesota said Tim Walz, Vice President Kamala Harris' pick for running mate, has not overlooked them as governor. About 38% of Minnesota Latinos who voted in 2020 backed Donald Trump, according to NBC News’ exit poll. You could say that Tim Walz became the Democratic vice-presidential nominee with one weird trick — that is, by using that word to describe Donald Trump and JD Vance, a categorization that went viral. He has also been an activist governor of Minnesota with a strong progressive agenda. And I’d like to focus on one key element of that agenda: requiring that public and charter schools provide free breakfasts and lunches to all students. In any case, free school meals are a big deal in pure policy terms. And the partisan divide over feeding students tells you a lot about the difference between the parties, and why you really, really shouldn’t describe the MAGA movement as “populist.”

Walz has overseen a significant push for new housing, including reducing regulatory barriers to construction, and supported progressive efforts to support low-income tenants and homebuyers. In May 2023, he signed a $1 billion housing omnibus law, which included funding for programs ranging from downpayment assistance to workforce housing. A city leading the country on housing policyMinnesota's biggest city — Minneapolis — has long been a national leader on pro-housing policy. A lawsuit in 2022 paused the policy's implementation until the Minnesota state legislature passed a law — signed by Walz — in May allowing the plan to go forward. Why Jay Powell refuses to be bullied by Wall Street

The whole episode underscored a fundamental tension between the Fed, which is focused on economic stability, and Wall Street, which is focused on profit. The message from Powell and other policymakers is clear: We won’t be strong-armed by Wall Street. The BOJ’s deputy governor, Shinichi Uchida, citing volatility in financial markets, said the bank would not raise its policy interest rate as long as markets remain unstable. Powell (formerly in finance, hazel eyes, great ties) appears to have a real opportunity to Volcker it up even more in the coming weeks. That gives Wall Street plenty of time to sit in the corner and deal with its feelings.

Financial-services firms risk the wrath of the Securities and Exchange Commission if their employees make campaign contributions to state or local officials such as Walz. Donating to the campaign would violate the regulator's "pay-to-play" rule, which keeps firms from trying to sway politicians for favors such as managing their state's pension fund. Those employees are also required to get permission to donate to the Harris-Walz campaign. It is possible to sidestep the pay-to-play rule by donating to PACs or Super PACs that aren't directly tied to the relevant candidate. "The Pay-to-Play Rule, although well-intentioned, imposes unique, unquantifiable costs on individuals by impeding their ability to participate in the political process."

Free college tuitionLast year, Walz signed a bill into law that made college tuition free for students from Minnesota families who earn less than $80,000 a year. Walz’s executive order directed state agencies to study the effectiveness of the care and investigate any health organization that denied it. The bill also raised the sales tax in the seven-county Twin Cities metropolitan area by 0.25% to create a permanent funding stream for Minnesota housing programs. The beverage has had a starring role in the 2024 campaign because, it turns out, both vice-presidential candidates are fans of it. That suggests some artificially sweetened version of horseshoe theory, with left and right arriving at a similar destination, a carbonated détente. It’s also zero calories per serving, and neither man seems to be a metabolic marvel liberated from any worry about weight. Peggy Flanagan of Minnesota would presumably become the first Native American woman to lead a state. But the state Constitution allows Flanagan to assume the governorship if Walz, for whatever reason, vacates office. The Native vote helped Joe Biden secure a win against Trump in the state in 2020.
