Raw materials inventory ticked up to 48.2, still in contraction territory, along with employment at 48.4, which was mildly better than the prior month. The statistics bureau's PMI for non-manufacturing activity rose to 50.2 in October. The employment portion of the non-manufacturing PMI climbed by 1.1 percentage points to 45.8.

TLAXCALA, Mexico — An explosion at a Simec-owned steel plant in Mexico’s central Tlaxcala state in the early hours of Wednesday killed at least 12 people, state authorities said. “At the plant of the steel complex located in the city of Apizaco, Tlaxcala, a liquid steel spill occurred with the loss of human lives, temporarily paralyzing operations,” the firm said in a statement. The state civil protection office said in a social media post that the blast was likely caused after smelting apparatus collapsed. Those killed were workers at the plant, the state prosecutor’s office told Reuters. However, molten steel, when it comes into contact with water, causes an explosion.

The EU and China have reportedly agreed to start talks on the planned imposition of tariffs on Chinese-made EVs. China's commerce ministry said it "does not accept" tariffs imposed by the European Union on Chinese electric vehicles, after the bloc increased tariffs on Chinese EVs to as high as 45.3% on Wednesday. The commerce ministry said "China will continue to take all necessary measures to resolutely safeguard the legitimate rights and interests of Chinese companies." China's commerce ministry also highlighted the EU has indicated it will continue to negotiate with China, adding that both sides are conducting a new round of consultations. On Oct. 25, Reuters reported the two sides were looking at possible minimum price commitments from Chinese producers or investments in Europe as an alternative to tariffs.

☆ UK borrowing costs spike after extensive tax hikes announced in budget

Maja Smiejkowska | ReutersLONDON — U.K. borrowing costs on Wednesday touched their highest level since Labour took office, after Finance Minister Rachel Reeves unveiled a vast package of tax hikes in her first budget. The yield had cooled to a 3 basis point rise to 4.35% by 4:00 p.m. U.K. time (12:00 p.m. The yield on 2-year bonds, which in the U.K. are known as gilts, were over 6 basis points higher at 4.33% after rising by as much as 10 basis points. The Treasury separately said it would raise gilt issuance by £22.2 billion ($28.9 billion) to £299.9 billion for the fiscal year to meet its net financing requirement. Those included the facts that many key policies had already been announced, and that any increase in borrowing would be to fund public investment.
