Tesla CEO Elon Musk arrives for a U.S. Senate bipartisan Artificial Intelligence Insight Forum at the U.S. Capitol in Washington, D.C., Sept. 13, 2023. Tesla CEO Elon Musk called for a federal department of artificial intelligence in a conversation with reporters following a Capitol Hill summit that featured high-profile tech leaders, activists and researchers. "I think this meeting could go down in history as important to the future of civilization," Musk told reporters after the summit. Musk thought it's likely the federal AI department could operate similarly to the Federal Aviation Administration or the U.S. Securities and Exchange Commission, adding that those in the space had to be "proactive while reactive." There has been little news from within the company, but Musk has made repeated public statements that AI development must have strong guardrails.

Many companies have complained about poor railroad service over the past couple years as the industry worked to recover from the depths of the pandemic. It, however, welcomed regulators establishing some clear minimum service standards for railroads that never existed before and requiring railroads to report more details about their performance. Getting the rule right is important because roughly 75% of refineries and petrochemical manufacturers are only served by a single railroad. Canadian regulators have long had similar rules that allow companies to hire other railroads to deliver their goods. The Canadian rules don't require companies to prove they are getting poor service like the proposed new U.S. rules.

Dozens of campaigners who built substantial audiences during the COVID era by opposing Australia's pandemic response have turned their focus to undermining the Oct. 14 referendum, analysis of social media posts by independent fact-checkers shows. The direct link between COVID agitators and misinformation about the Voice has not been previously reported in detail. Polls show support for the Voice has slumped from about two-thirds in April to less than 40% this month. Not one X post containing electoral misinformation was marked or taken down in the monitoring period, before or after being reported, Reset.Tech said. "Many of the accounts pushing electoral misinformation narratives turned to a style of anti-lockdown politics during the pandemic," said Reset.Tech Australia executive director Alice Dawkins.

One successful friend told me to automate my finances, a strategy often recommended by experts. I didn't, and managing my money manually has been a major learning experience. However, some of the advice I received wasn't the right advice to follow, and I'm glad I didn't — especially the advice that came from a friend of mine who was on a mission to become a millionaire by age 40. The California bill would make gender affirmation one factor among many that courts already have to consider in custody proceedings, including whether a parent has been abusive and how much contact the child has with the parents. The bill would not require judges to prioritize whether a parent affirms their child's gender identity over other factors. The state Senate passed the resolution, and it now heads to the Assembly. State Sen. Shannon Grove, a Republican from Bakersfield, said she didn’t think other states would agree to that. The bipartisan California bill would not legalize the sale of the drugs.

Being an executive at one of Wall Street's most powerful firms — and a mother of five — requires patience, grit and impeccable time management. Shekhinah Bass started working at Goldman Sachs when she was just 22 years old, and says sharpening her time management skills has helped her be more productive and avoid burnout as she rose in the ranks at the firm. The 39-year-old is now Goldman Sachs' head of talent strategy within the firm's human capital management division. The longer Bass has worked at Goldman Sachs, the more she's realized that you can only achieve work-life balance "if you're deliberate and proactive about how you set boundaries," she says. There's one time management hack, in particular, that Bass swears by to maintain a strong work-life balance: timeboxing.

That has led to a rare situation in Canada where banks are seeing mortgage amortizations getting extended beyond 30 years, sparking calls from regulators to take immediate action to mitigate risks. For the other four banks, mortgages amortizing under 25 years account for a half to nearly three quarters. Scotiabank's Canada head Dan Rees said the bank was now being more "disciplined with regards to customer selection" for new mortgages. Still, the risks remain elevated as consumers are struggling to make monthly payments due to the rising cost of living. The proposed changes came a month after the European Commission launched an investigation into Microsoft's tying of Office and Teams following a complaint by Salesforce-owned (CRM.N) workspace messaging app Slack in 2020. The EU competition enforcer on Thursday said it took note of the company's announcement and declined further comment. Teams was added to Office 365 in 2017 for free. New enterprise customers can buy Teams standalone and separately for 5 euros per month or 60 euros per year, while existing enterprise customers who already have a suite with Teams can choose to keep it or move to a without-Teams suite. Microsoft will also develop a new method for hosting the Office web applications within competing apps and services similar to what it does with Teams.

A federal judge ruled on Wednesday that Rudolph W. Giuliani was liable for defaming two Georgia election workers by repeatedly declaring that they had mishandled ballots while counting votes in Atlanta during the 2020 election. A lawyer for Mr. Giuliani declined to comment. Judge Howell’s decision came a little more than a month after Mr. Giuliani conceded in two stipulations in the case that he had made false statements when he accused the election workers, Ruby Freeman and Shaye Moss, of manipulating ballots while working at the State Farm Arena for the Fulton County Board of Elections. Mr. Giuliani later sought to explain that his stipulations were solely meant to get past a dispute with Ms. Freeman and Ms. Moss about discovery evidence in the case and move toward dismissing the allegations outright. But Judge Howell, complaining that Mr. Giuliani’s stipulations “hold more holes than Swiss cheese,” took the proactive step of declaring him liable for “defamation, intentional infliction of emotional distress, civil conspiracy and punitive damage claims.”

Los Angeles could join other cities and states in banning cashless businesses. A councilwoman wants to ban the practice, something San Francisco and New York City have already done. It comes as more businesses in the area are opting for cashless payments like credit cards or digital payments through apps. Recalled baby products linked to more than 100 infant deaths are still widely sold on Facebook Marketplace despite thousands of requests from federal regulators to take down the items, four members of Congress said. Lawmakers wrote that the Consumer Product Safety Commission has sent Facebook parent Meta about 1,000 requests a month since 2022 to remove the recalled Boppy Newborn Lounger, but the product keeps cropping up for sale on the platform. In June, the CPSC's commissioners sent a letter to Zuckerberg calling on him to do more to prevent the sale of the recalled products. In the letter, the members of Congress asked for more information about Meta's product safety policies, how it monitors recalls and how many staff members are dedicated to consumer-product safety issues. Opinion | Compassionate Release for Those Aging Behind Bars
  + stars: | 2023-08-21 | by ( ) www.nytimes.com   time to read: +1 min
To the Editor:Re “Inside a Dementia Unit in a Federal Prison” (Opinion guest essay, Aug. 13):Katie Engelhart vividly describes the absurdity and cruelty of incarcerating frail elders with debilitating dementia. It would be a mistake, though, to conclude simply that expanding compassionate release is the answer. As a former parole commissioner, I know that dementia is just the tip of the iceberg of the problem of mass aging behind bars. Countless people (not just men) effectively face a slow death penalty behind bars because of extreme sentences or repeated denials of parole release despite these individuals’ complete transformations. Far from being helpless, many are violence interrupters, mentors, scholars and artists, including people previously convicted of causing serious harm.
