Iran has started expanding uranium enrichment to 60 percent purity at an underground site in Fordow days after foreign governments accused Tehran of failing to cooperate with a U.N. investigation into its past nuclear work. Iran last year already embarked on enrichment up to 60 percent elsewhere at an above ground site in Natanz. The 2015 nuclear deal between Iran and world powers, known as the Joint Comprehensive Plan of Action, was designed to prevent Iran from developing nuclear weapons. It imposed limits on Iran’s nuclear program in return for an easing of U.S. and international sanctions on Iran. As Iran defied the provisions of the 2015 nuclear deal, it faced renewed international criticism over its response to a wave of anti-regime protests that erupted in September.

Workers at two of the country's biggest rail unions split over a tentative contract their leaders had hashed out with freight rail companies — leaving open the possibility of a debilitating rail strike in the middle of the holiday season. The 28,000-member SMART-TD union, which represents rail conductors, voted no on the contract, after one of their divisions voted it down. A strike could also impact the country’s commuter rail system, with the potential to halt service entirely on some lines serviced by freight rail workers and cause backlogs and traffic snarls on others. The National Carriers’ Conference Committee, which represents rail companies in the bargaining process warned about the economic threats of a strike. The Association of American Railroads, the trade group which represents the rail companies, estimates losses of $2 billion a day.

But BMWED announced it would extend its cooling-off period if one of the larger unions voted not to ratify the tentative labor deal. SMART-TD, BMWED and BRS represent more than 50% of all rail labor. A strike would affect all of the major rail operators, including Union Pacific , Norfolk Southern and CSX .

One of the largest rail labor unions, the Brotherhood of Locomotive Engineers and Trainmen (BLET), will honor the Brotherhood of Railroad Signalmen (BRS) strike date of December 5, the first date upon which a rail union to reject the proposed labor deal with freight railroad companies can strike. "Our members will certainly honor the picket line of BRS," BLET president Dennis Pierce told CNBC. The BRS has not announced if it would extend a cooling-off period to match a later potential strike date of Dec. 9. On Monday, SMART-TD, one of the largest rail unions, voted down the labor deal, but its first strike date is December 9. Access to time off is one of the components of the BLET agreement, and rail unions have been pushing to make federal contractor sick pay policies a permanent benefit for union members.

Robert Allbritton launched Protocol in early 2020 with a lofty goal of replicating his success with Politico for the tech industry. According to a person familiar with the business, some inside Politico originally hoped to create what became Protocol as a direct offshoot — using a name like "Politico Tech." But that was a nonstarter, in part because Axel Springer already owned the rights to half of the Politico brand in Europe. Axel Springer acquired Protocol in October 2021 as part of its $1 billion-plus acquisition of Politico. Goli Sheikholeslami became CEO of Politico Media Group in February and was focused on the task of integrating Politico's US and Europe operations. A few former employees, in retrospect, wondered how committed Axel Springer was to the little tech-news site that came bundled with its Politico purchase.

A federal judge in Texas struck down Biden's student-loan forgiveness on Thursday. It's in response to a lawsuit filed by two student-loan borrowers who didn't qualify for the relief. This is the most serious legal setback to Biden's debt relief so far. This was in response to a lawsuit filed by two student-loan borrowers, Myra Brown and Alexander Taylor, represented by conservative group the Job Creators Network, who sued because they were left out of debt relief. "Today, a federal judge conspired with right-wing politicians and corrupt corporations to block life-changing student debt relief for tens of millions of families," executive director of advocacy group Student Borrower Protection Center Mike Pierce said in a statement.

Hurricane Nicole weakened into a tropical storm shortly after making landfall on Florida’s Atlantic coast just south of Vero Beach early Thursday, officials said. Just under an hour later, the hurricane center said Nicole had weakened into a tropical storm as it made its way over east-central Florida, bringing strong winds, heavy rains and dangerous storm surge. Hurricane Nicole approaches the Florida coast on Nov. 10, 2022. After striking Florida, Nicole is expected to move over central and northern Florida and into southern Georgia on Thursday and Thursday night, forecasters said, before moving into the Carolinas. Nicole struck Florida as a hurricane about six weeks after Hurricane Ian hit the state as a Category 4 hurricane.

Nicole, newly classified as a hurricane, was packing sustained winds of up 75 miles per hour (120 km per hour) as it made landfall on Grand Bahama Island, the Miami-based National Hurricane Center reported. Grand Bahama, Bimini and the Berry Islands in the northwest corner of the island nation remained under a hurricane warning. As the storm closed in earlier in the day, some Bahamas residents fled their homes amid fierce winds and flooding. Storm surge caused widespread devastation to Florida's Gulf Coast when the last major storm, Hurricane Ian, crashed ashore there on Sept. 28, causing an estimated $60 billion in damage and claiming more than 140 lives. Several counties along the Florida coast issued mandatory orders and voluntary evacuation advisories for homes near the shore and on barrier islands.
