Nebraska’s Dan Osborn is returning to work Tuesday as a steamfitter after his unsuccessful Senate run, but his political career isn’t over. Osborn, who ran as an independent, is launching a political action committee, called the Working Class Heroes Fund, to support working-class candidates of all parties. Russian President Vladimir Putin formally lowered the threshold for his country's use of nuclear weapons Tuesday, days after the United States allowed Ukraine to strike inside Russia using American missiles. The Kremlin announced that Putin had approved an updated nuclear doctrine — a document that governs how Russia uses its nuclear arsenal — including the declaration that Moscow could unleash a nuclear strike if subject to an attack by a non-nuclear country that has the support of a nuclear state. “The nuclear doctrine update was required to bring the document in line with the current political situation,” Kremlin spokesperson Dmitry Peskov told the TASS state news agency in comments published early Tuesday. Still, the use of nuclear weapons would be a “last resort measure,” he added. Putin had signaled the update to his country’s policy earlier this year as he sought to warn the West against loosening restrictions on Kyiv's use of long-range weapons to strike deep inside Russia.

A Wyoming judge ruled Monday that two laws restricting and banning abortion in the state violate its constitution, making the procedure legal up until fetal viability for the time being. Teton County District Judge Melissa Owens imposed an injunction on the pair of state laws in a ruling that said they ran afoul of the state constitution, which says every person has a right to personal autonomy in making medical decisions. The statutes were therefore “facially unconstitutional,” Owens wrote, as they placed “unreasonable and unnecessary restrictions” on pregnant women’s rights to make their own health care decisions. Owens has blocked the state's abortion laws three times now. One of the plaintiffs in the current suit, Wellspring Health Access, opened as Wyoming’s only full-service abortion clinic last year.

After having called more than 30 witnesses, the prosecution in the manslaughter trial of Daniel Penny, who is charged in the chokehold death of Jordan Neely, rested its case Monday. Solid majorities of Black, Latina and college-educated White women described Trump in the exit poll as “too extreme,” as did over two-fifths of the White women without a college degree. But among the White women without a college degree who described Trump as “too extreme,” almost 1 in 5 voted for him anyway. Though many women are expressing unease about mass deportation, Trump’s claim that immigrants are driving crime may provide him considerable leeway to pursue his agenda, particularly among the blue-collar White women who proved most receptive to that argument.

CNN —European officials are looking toward Russia after two submarine internet cables in the Baltic Sea were suddenly disrupted in an apparent sabotage operation, just weeks after the United States warned that Moscow was likely to target critical undersea infrastructure. A cable between Lithuania and Sweden was cut on Sunday, according to Telia Lithuania, the telecommunications company that runs the link. Separately, the state-controlled Finnish telecoms company Cinia said one of its cables, which connects Finland and Germany, was disrupted on Monday. ”Nobody believes that these cables were accidentally severed,” he told reporters on Tuesday morning ahead of a ministerial meeting in Brussels, Belgium.
