REUTERS/Jose Cabezas/File Photo Acquire Licensing RightsSAN SALVADOR, Nov 28 (Reuters) - Salvadoran President Nayib Bukele announced on Tuesday he will formally ask Congress to approve a leave of absence over the next few days to allow him to run for reelection as president of the Central American nation next year. In a televised speech, Bukele said he is formally requesting the leave of absence "to dedicate myself to the campaign," but he did not name his temporary replacement in his brief remarks. While critics question Bukele's ability to seek a second consecutive term, citing a constitutional prohibition, the country's top court ruled he could run in 2021. The judges on that court were appointed by Congress, which is dominated by Bukele's New Ideas party.

A few months ago, Jorge Luis Garcia was sipping an Odette Estate Winery Cabernet with Juan Miguel Almeida and Adria Adrian Almeida, his neighbors on Palm Island in Miami Beach, Fla. Having observed a string of mega-real estate deals, Garcia had a proposition for the Almeidas, whose home is adjacent to his two waterfront properties. “We were talking about how we are sitting here on a tremendous opportunity,” said Garcia, the former owner of a medical business in Orlando. “If these houses were sold together, can you imagine that?”

WASHINGTON, Nov 27 (Reuters) - Argentina's President-elect Javier Milei will meet with a top security aide to U.S. President Joe Biden in Washington, the White House confirmed on Monday, after the far-right libertarian lunched with former U.S. President Bill Clinton in New York. Upon arriving in the United States, Milei first visited the tomb of a well-known orthodox Jewish rabbi before having lunch with Clinton, according to a statement from the president-elect's office. On Tuesday, Milei will meet with U.S. National Security Adviser Jake Sullivan, while his economic advisers are scheduled to meet with senior U.S. finance officials to discuss the president-elect's economic priorities. Argentina is the IMF's largest debtor nation as it struggles to tame inflation approaching 150%. Milei will take office on Dec. 10 at a time when over two-fifths of Argentina's population is in poverty and a recession looms for South America's second-largest economy.

People who claimed the power to control nature and the energy resources around them saw the environment as a tool to be used for progress, historians say. Over hundreds of years, that impulse has remade the planet's climate, too — and brought its inhabitants to the brink of catastrophe. Tapping nature for its resources drove progress and productivity for some, but it's also been a major driver of emissions and environmental degradation. By the mid-19th century, steam power was adopted in manufacturing, cotton mills, steam ships and locomotives around the world, turning coal into a global trade. Centuries later, the United Kingdom has nearly weaned itself off coal, with weeks or months at a stretch where the national grid gets no coal power.

In their main habitat the population density of Mexican axolotls (ah-ho-LOH'-tulz) has plummeted 99.5% in under two decades, according to scientists behind the fundraiser. Still, there are not enough resources for thorough research, said Alejandro Calzada, an ecologist surveying less well-known species of axolotls for the government's environment department. A more recent international study found less than a thousand Mexican axolotls left in the wild. In the past, government conservation programs have largely focused on the most popular species: the Mexican axolotl, found in Xochimilco. But other species can be found across the country, from tiny streams in the valley of Mexico to the northern Sonora desert.

China, the world's second-largest economy, is already a major investor in South America and has offered tariff-free access to its huge consumer market to four countries. But Uruguay faces opposition from other members of the Mercosur bloc who want to settle an FTA with Europe instead. By comparison, other major beef exporters Australia and New Zealand, which have FTAs with China, pay tariffs at 3.3% and 0%. The elevation of ties with Uruguay to the level of Brazil and Argentina also pushes the remaining Mercosur member Paraguay further outside China's global trade and investment network. Agriculture-dependent Paraguay, whose main exports include beef and soybeans, is the last South American nation that has ties with democratically governed Taiwan, which China claims as part of its territory, and not with Beijing.

Markets may be failing to fully price in risks from geopolitics and the economic outlook — and the European Central Bank is monitoring this as a potential threat to financial stability, the group's vice-president said Wednesday. He added, "This is one of the main elements that we believe now could produce volatility in the financial landscape." He was discussing the release of the central bank's Financial Stability Review for November, which tackles the challenges of a "soft landing" that brings down inflation without significant economic damage. However, it says risks to financial stability remain "elevated," as attention is now on the knock-on effects of tight financial and credit conditions on borrowers, and a correction in real estate markets. Nevertheless, because of base effects we will have some increase in inflation over the next months," de Guindos said.

MEXICO CITY (AP) — Four out of five people in Mexico who got influenza shots so far this year turned down the government’s recommendation that they get Russian or Cuban COVID-19 boosters at the same time, officials said Tuesday. Assistant Health Secretary Ruy López Ridaura attributed the high refusal rate to people being reluctant to get two vaccines at the same time. Some people appear to simply distrust the Russian Sputnik and Cuban Abdala vaccines, both designed in 2020 for variants prevalent at the time. “There are no studies regarding the effectiveness of both of these vaccines against the (current) variants.”Mexico has bought millions of doses of the Russian and Cuban vaccines. The original plan was to administer around 20 million shots, but only about 1.9 million people, or 9.5% of those eligible, have agreed to take them since the vaccination campaign started in mid-October.

MADRID (AP) — The latest international break is proving costly for several European clubs, including Spanish powerhouses Barcelona and Real Madrid. Both teams will be depleted by the injury absences of important players affected by the “FIFA virus” while on duty with their national teams. CNN —Luis Díaz scored two goals to help Colombia stun Brazil in a World Cup qualifier on Thursday, as his father watched on from the stands just a week after being released by kidnappers. On October 28, Díaz Sr. was abducted along with his wife, Cilenis Marulanda, by ELN gunmen in his hometown of Barrancas, northeastern Colombia. Marulanda was rescued later that day, but Díaz Sr. was handed over just under two weeks later to a mixed commission of UN personnel and Catholic priests on Thursday in nearby city Valledupar. Footage once again showed Díaz Sr. passionately celebrating with tears in his eyes. The five-time World Cup champion has now slipped to fifth in the qualifying standings, with Colombia up to third.
