An unlikely friendship between a poor fisherman and a majestic bird that first visited his rowboat 13 years ago has captivated Turkey for years. The stork — nicknamed Yaren, or “companion,” in Turkish — has returned to Adem Yilmaz’s boat every year since, after migrating south for the winter. Now, thanks to a 24-hour webcam set up by the local government, stork lovers everywhere can check in on Yaren and his partner, Nazli, or “coquette” in Turkish. They preen, contort their necks, clack their beaks, renovate their nest and occasionally mate. Read more about Yaren and Mr. Yilmaz’s bond here.

More than two years later, only four states — Ohio, New York, Pennsylvania and Hawaii — have opened stations funded by the program. The Biden administration says the federal charging program is on track. The grants will fund 47 EV charging stations and related projects in 22 states and Puerto Rico, including 7,500 charging ports. But even some of the government’s own experts say 500,000 public chargers won’t be enough to meet Biden’s ambitious climate goals. The availability of charging stations is key to persuading Americans to buy EVs.

The city of Berkeley, Calif., has agreed to repeal a landmark climate rule that would have banned natural gas hookups in new homes, throwing into question the fate of dozens of similar restrictions on gas in cities across the country. The city settled the lawsuit last week by agreeing to immediately halt enforcement of the rule and eventually repeal it altogether. “To comply with the Ninth Circuit’s ruling, we have ceased enforcement of the gas ban,” Farimah Brown, the city attorney for Berkeley, said in an email. However, she added, “Berkeley will continue to be a leader on climate action.”The decision could have widespread ripple effects. Many of those efforts are facing fierce resistance and legal challenges from the gas industry, restaurants and homebuilders.

A large suburban Philadelphia county has joined dozens of other local governments around the country in suing the oil industry, asserting that major oil producers systematically deceived the public about their role in accelerating global warming. The county wants oil producers to pay to mitigate the damage caused by climate change. The county's 31 municipalities will spend $955 million through 2040 to address climate change impacts, the group forecast last year. It said climate change policy is the responsibility of Congress, not local governments and courts. Circuit Court of Appeals dismissed a lawsuit by New York City against five oil companies to recoup damages caused by global warming.

Read previewA Chinese state media report about rural men struggling to afford exorbitant dowries has triggered backlash online from people who say the bachelors are missing the point. State-run outlet Legal Daily published an article on Monday covering the dating lives of three rural men in their early 30s, who said they can no longer keep up with rising "betrothal prices." Many accounts, who listed themselves as female on their profiles, say men are using the unattainable dowries as an excuse for their undesirability as partners. It's not about the dowries, people sayRising dowries have unsettled Chinese officials already fretting about plummeting national birth and marriage rates. AdvertisementMeanwhile, it's become increasingly clear that officials are concerned by the growing prevalence of singlehood among rural men, with state media often discussing such bachelors leading loveless lives.

All of this has given rise to climate adaptation, a sector that aims to mitigate against and adapt to the risks associated with climate change. For James Brennan and Navjit Sagoo, two of the scientists behind climate risk analytics startup Climate X, it is imperative that adaption efforts go hand in hand with those working to curb rising temperatures. Indeed, Bank of America analysts predicted the climate adaptation industry would be worth $2 trillion a year by 2026. Climate X made its calculations based on the UN's Intergovernmental Panel on Climate Change's RCP8.5 scenario, which has been deemed to be a "very high" baseline for emissions. Mike Segar/ReutersAll hands on deckThe need for climate adaptation is clear but often overlooked until an extreme weather event occurs, according to Landesman and Chaudhury.

Kristalina Georgieva, Director of the International Monetary Fund (IMF), speaks during the China Development Forum 2024 at the Diaoyutai State Guesthouse on March 24, 2024 in Beijing, China. China needs to "reinvent itself" with economic policies to speed resolution of its property market crisis and boost domestic consumption and productivity, the International Monetary Fund's Managing Director Kristalina Georgieva said on Sunday. Georgieva said an analysis by the IMF showed a more consumer-centered policy mix could add $3.5 trillion to China's economy over the next 15 years. "A key feature of high quality growth will need to be higher reliance on domestic consumption," Georgieva, a Bulgarian economist, said. But the IMF remarks were significant in coming at the outset of a two-day meeting where Beijing is looking to push the message China is open for business.

There was no breach of government networks or data stolen in the cyberattack, according to the office of Republican Gov. “We’ve seen waves of attacks against numerous targets, including the State of Alabama,” Richard Hummel, senior threat intelligence manager at cybersecurity firm Netscout, told CNN. The attacks against Alabama government websites typically lasted five to 10 minutes, Hummel said. More than 2,200 US hospitals, schools and governments were “directly impacted” by ransomware last year, according to a tally from cybersecurity firm Emsisoft. DDoS attacks can also cause disruptions to the local communities that rely on school, hospital and election websites for information, Hummel said.

Hong Kong CNN —China’s consumer inflation turned positive for the first time in six months, largely supported by the Lunar New Year holiday, when a spending boom pushed up prices. The Consumer Price Index (CPI) increased by 0.7% in February from a year earlier, government data showed on Saturday, versus a rise of 0.3% forecast in a Reuters poll. This was the first increase in the inflation rate since August 2023. Last Tuesday, Premier Li Qiang said the government had set this year’s growth target at around 5% and inflation target at 3%. But the key to growth and rising prices will be how Beijing implements its policy to stimulate demand and boost confidence, analysts said.

One Three Is Best: How China’s Family Planning Propaganda Has ChangedFor decades, China harshly restricted the number of children couples could have, arguing that everyone would be better off with fewer mouths to feed. The government’s one-child policy was woven into the fabric of everyday life, through slogans on street banners and in popular culture and public art. Between 1980 and 2015, the year the one-child policy officially ended, the Chinese government used extensive propaganda to warn that having more babies would hinder China’s modernization. Hong Kong CNN —Chinese leaders have pledged to achieve an ambitious growth rate this year, while reshaping its economic model to focus on technology innovation. On Tuesday, Premier Li Qiang announced that economic growth target of around 5% for 2024, which he said “will not be easy” to hit, given that a Covid-battered 2022 had provided a lower base of growth for last year. “The level of support is likely too little to rocket the economy to its 5% growth target this year,” said Sarah Tan, an economist at Moody’s, referring to the measures announced by Li Tuesday. “China is walking a tightrope on the fiscal front between infrastructure stimulus and LGFV [local government financing vehicle] deleveraging,” said Goldman Sachs analysts on Wednesday. In order to achieve the ambitious 5% growth target, more specific stimulus is needed, such as increasing manufacturing investments, Liu said.
