For much of the 20th century, Fort Ord was one of the largest light infantry training bases in the country, a place where more than a million U.S. Army troops were schooled in the lethal skills of firing a mortar and aiming a rifle — discharging thousands of rounds a day into the scenic sand dunes along the coast of central California. Later, when it became clear with the end of the Cold War that the colossal military infrastructure built up to fight the Soviet Union would no longer be necessary, Fort Ord was one of 800 U.S. military bases, large and small, that were shuttered between 1988 and 2005. The cities of Seaside and Marina, Calif., where Fort Ord had been critical to the local economy, were left with a ghost town of clapboard barracks and decrepit, World War II-era concrete structures that neither of the cities could afford to tear down. Also left behind were poisonous stockpiles of unexploded ordnance, lead fragments, industrial solvents and explosives residue, a toxic legacy that in some areas of the base remains largely where the Army left it. Across the country, communities were promised that closed bases would be restored, cleaned up and turned over for civilian use — creating jobs, spurring business growth and providing space for new housing.

If Hatke’s “Basement” is a quiet, haunted museum, Remy Lai’s graphic novel GHOST BOOK (Holt, 320 pp., $14.99, ages 8 to 12) is a crackle-pop of melodrama. Twelve-year-old July Chen can see ghosts that aren’t visible to anyone else — a useful skill during Hungry Ghost Month, when ghosts invade the world of the living. A boy ghost her age named William is at once friend and foe (turns out he’s not dead but in a coma; for him to live, she must die). NEW YORK (AP) — Some organizations representing minority journalists say they're worried that outlets reporting on their communities will be left behind in a recently-announced $500 million initiative aimed at boosting the struggling local news industry. They urged that Press Forward Initiative, a group of 20 funders led by the Knight and MacArthur Foundations, to more explicitly commit to funding these outlets, particularly those run by minorities. “They're sort of skirting around it,” said Martin Reynolds, co-executive director of the Robert C. Maynard Institute for Journalism Education, on Tuesday. The letter to Press Forward sent on Tuesday was signed by the Asian American Journalists Association, the Indigenous Journalists Association, the National Association of Black Journalists and the National Association of Hispanic Journalists. BAR HARBOR, Maine (AP) — Millions of people were under storm watches and warnings Saturday as Hurricane Lee churned toward shore, bearing down on New England and eastern Canada with heavy winds, high seas and rain. Train, who is also a firefighter, was going to wait out the storm on the island in Casco Bay. The Great New England Hurricane of 1938 brought gusts as high as 186 mph (300 kph) and sustained winds of 121 mph (195 kph) at Massachusetts’ Blue Hill Observatory. The region learned the hard way with Hurricane Irene in 2011 that damage isn’t always confined to the coast. Downgraded to a tropical storm, Irene still caused more than $800 million in damage in Vermont.
