Wildlife officials in Florida are relaunching a program to feed manatees in a coastal area where many congregate in the winter, part of efforts to address the aquatic mammals’ chronic malnutrition caused by the disappearance of seagrasses they feed on. Manatee deaths remain at high levels, with 774 so far this year, according to state data. That figure puts deaths this year on track to be down from 2021’s record total of 1,101, but it is still higher than the average for the same period over the past five years. Causes of death include starvation, watercraft collisions and cold stress. Florida’s manatee population was estimated at 5,733 in 2019, the last year in which the state conducted a count.

WASHINGTON—The House passed legislation Thursday that would allow Puerto Ricans to vote on three options for their future: independence, to become the 51st state or a third approach called sovereignty in free association with the U.S. The legislation passed 233-191, with Democrats joined by some Republicans, and now moves to the Senate. It isn’t known if it will be brought up for a vote in the Senate, which has limited time before breaking for the holidays and a new term beginning next month. The bill would need significant bipartisan support in the evenly divided Senate, where 60 votes are required to advance the legislation. The Biden administration said Thursday it supports the bill.
CNN —The Department of Homeland Security’s six-pillar plan for the scheduled end of Title 42 next week includes surging resources to the border, increasing processing efficiency, imposing consequences for unlawful entry, bolstering nonprofit capacity, targeting smugglers and working with international partners. The federal government has also added 10 soft-sided facilities to increase Customs and Border Protection holding capacity by over one-third since 2021, the plan states. According to the six-pillar plan, CBP spends 30% less time processing migrants now compared to early last year – which will help mitigate overcrowding of CBP facilities. As the agency expects a surge of migrants with the lifting of Title 42, it plans to impose legal consequences on those who cross unlawfully and don’t have a legal basis to stay in the United States, the plan states. “For noncitizens seeking to evade apprehension, repeat offenders, and those engaging in smuggling efforts, we are increasing referrals for prosecutions,” the plan states.
After a two-week standoff between protesters and construction crews building a border wall made of shipping containers, the Department of Justice filed a lawsuit Wednesday against Arizona, accusing it of trespassing on federal land. "Arizona has unlawfully and without authority failed to remove the shipping containers from lands owned by the United States or over which the United States holds easements, thereby damaging the United States," the complaint reads. In August, Ducey issued an executive order directing the Arizona Department of Emergency and Military Affairs to fill gaps in the existing border wall in Yuma County using shipping containers. Important waterways are being damaged or altered by the placement of shipping containers on land that serves as important habitats and crossings, including for endangered species, he said. "Under the Clean Water Act, they have created a dam with those shipping containers and it just looks like a junkyard now."
