Whether the Biden administration overlooked a less restrictive alternative could become a factor in a potential test of the law’s constitutionality. In Thursday’s filing, TikTok said the agreement was never signed despite years of negotiations and dozens of meetings and phone calls with US government officials. The Trump administration tried to ban TikTok by executive action, but that was quickly stymied by legal challenges. US officials have not publicly presented evidence that China has accessed US users’ TikTok data. On Thursday, TikTok’s filing said the company has so far spent $2 billion voluntarily implementing Project Texas.

Sen. Jack Reed, a Democrat of Rhode Island, who chairs the Senate Armed Services Committee, said he was only “vaguely aware” of the House proposal but said it might be worth doing. And there is no need to be talking about a draft right now.”An accompanying issue is whether to require women to register for the draft. The version of the NDAA that passed out of the Senate Armed Services Committee last week amends the Military Selective Service Act requiring women to register for Selective Service. We have had amendments that would have required women to register and we can’t get any real traction on the other side. Wicker gave a one word answer – “no” – when asked about adding having women register.

The United States military has not activated a draft in more than 50 years, but Congress is weighing proposals to update mandatory conscription, including by expanding it to women for the first time and automatically registering those eligible to be called up. The proposals making their way through the House and Senate stand a slim chance of becoming law, and none would reinstate the draft compelling service right away. But the debate over potential changes reflects how lawmakers are rethinking the draft at a time when readiness issues have risen to the fore and as the Pentagon is facing recruitment challenges amid a raft of risks and conflicts around the world. At the same time, a Senate committee last week approved a version of the Pentagon policy bill that would expand the registration requirement to women. Senator Jack Reed, Democrat of Rhode Island and the chairman of the panel, has championed the draft parity proposal.

A Ukrainian reporter who revealed that a state news agency tried to bar interviews with opposition politicians said he received a draft notification the next day. Ukraine’s domestic spy agency spied on staff members of an investigative news outlet through peepholes in their hotel rooms. Journalists and groups monitoring press freedoms are raising alarms over what they say are increasing restrictions and pressures on the media in Ukraine under the government of President Volodymyr Zelensky that go well beyond the country’s wartime needs. “It’s really disturbing,” said Oksana Romanyuk, director of the Institute of Mass Information, a nonprofit that monitors media freedoms. That is particularly true, she said, in a war where Ukraine is “fighting for democracy against the values of dictatorship embodied by Russia.”

To the Editor:Re “Trump Resisters Draft Playbook in Case He Wins” (front page, June 16):The resistance to a potential second Trump administration is crucial. The efforts outlined, from drafting lawsuits to stockpiling abortion medication, highlight the severe threat that Donald Trump poses to American democracy. The coalition of progressive activists and former Republicans preparing to resist him shows the widespread recognition of the danger he represents. The fact that we must prepare for the possible authoritarian actions of a former president shows how fragile our democracy is. The preparations being made are not just about opposing Mr. Trump; they are about defending the very principles upon which our nation was founded.

This is particularly concerning given the rise in tensions between North and South Korea, and between China and the US. China, Japan, and South Korea have fertility rates below the global replacement rate — resulting in declining populations. South Korea's fertility rate was 0.72 in 2023, the lowest in the world, compared to the global average of 2.2, according to The Lancet. Representatives from the warring nations held peace talks in the early weeks of the Russian invasion. It was the only time that Ukrainian and Russian officials are known to have engaged in direct peace talks. This includes the Crimean Peninsula, which Mr. Putin annexed in 2014 in a swift operation that he considers central to his legacy. At another point, Russia’s lead negotiator, Mr. Medinsky, interrupted a video conference by claiming that Mr. Putin was phoning him directly. “I believe he’ll be a pro-life president in the future also.”Many senior Trump administration alumni and allies are now mapping out and drafting policy options for a second Trump term. A second Trump term would also put back in place and expand restrictions on Title X grants – federal funds for public and nonprofit groups that provide family planning. Resurrecting these actions in a second Trump would almost entirely be up to the discretion of whomever he appoints to lead the relevant federal agencies. With Roe v. Wade’s protections erased, anti-abortion activists would like a second Trump administration to push harder than it did before – especially in restricting access to mifepristone. Abortion rights advocates worry he could play an outsize role shaping abortion restrictions in a potential second Trump administration.

Eyad Baba | Afp | Getty ImagesThe United Nations Security Council passed a U.S.-drafted cease-fire deal aimed at halting eight months of bloody fighting between Israel and Hamas in Gaza. In March, China and Russia vetoed a Gaza cease-fire resolution, saying it would give Israel a green light to attack the city of Rafah. "Israel has accepted this proposal and the Security Council has an opportunity to speak with one voice and call on Hamas to do the same," he said. Hamas, on the other hand, said in a statement, in part, that it "welcomes what was included in and confirmed by the Security Council resolution regarding a permanent ceasefire in Gaza." Right around the time the Security Council began voting Monday, Secretary of State Antony Blinken landed in Israel to, among other things, meet with retired Gen. Benny Gantz.

The first member of the boy band to enlist in South Korea’s army, Jin, 31, was discharged on Wednesday morning, BTS’s label said. Over the next year or so, his bandmates are expected to complete their military service, which is required of nearly all South Korean men. Jin, the group’s eldest member, whose birth name is Kim Seok-jin, began his 18-month stint in the military that December. His enlistment came after much public debate about whether BTS should get an exemption from the draft, as Olympic medalists and some classical musicians do. Researchers say BTS’s global success has contributed billions of dollars to the South Korean economy.

From AppleBy adding artificial intelligence features to Siri, Apple's smart assistant will be able to do more, Apple said. Those changes start with Siri's language recognition capabilities, which can detect when users correct themselves mid-sentence. Other examples of actions users will be able to do with Siri include asking it to add a certain photo to a draft email; directing Siri to send photos from a recent event to a specific contact; or to share a summary of meeting notes in an email to a colleague. All of that is possible, Apple said, because Apple Intelligence grabs information about you from your photos, calendar events, files and messages — including PDFs of concert tickets and links shared by contacts. It will also be able to search through your photos for information that you're trying to put into an online form and add it for you, like taking the data from a photo of your driver's license and automatically inserting it into a form.
