The White House plans to use a little-known law to keep Acting Labor Secretary Julie Su in the job even if she fails to win Senate approval, a White House official told NBC News. "Upon Secretary Walsh's departure, Acting Secretary Su automatically became Acting Secretary under its organic statute, not under the Federal Vacancies Reform Act," the White House official said in an email. "As a result, Su is not subject to the time limits of the Federal Vacancies Reform Act and she can serve as Acting Secretary indefinitely." But Su's nomination for labor secretary has since stalled in the Senate, where Democrats control 51 votes and expect unified Republican opposition. "The President's support for Acting Secretary Su is unwavering," the White House official said.

CNN —Canada has moved to ban the testing of cosmetics on animals, joining a number of other countries and American states to outlaw the practice. Bill C-47 amends the Food and Drugs Act to ban both the testing of cosmetic products on animals and the sale of products relying on animal testing data, according to the news release. The news release noted animal testing for cosmetics was “rarely conducted in Canada.”Canada will join the ranks of the European Union, Australia, the United Kingdom, and South Korea, which have all moved to ban cosmetic testing on animals, according to the release. A total of 44 countries have passed laws banning cosmetic animal testing, according to the Humane Society International. The amendment banning cosmetic testing on animals in one of a package of amendments included in the measure.

In addition to the grace period, Politico also reported that the Education Department will unveil its new income-driven repayment plan in the coming weeks, with implementation soon after. The last total solar eclipse visible from the US occurred on August 21, 2017. During a total solar eclipse, the sky will darken as it would at dawn or dusk, and there are several stages of the eclipse that sky-gazers anticipate. The total solar eclipse will be visible in parts of Mexico, Canada and more than 10 US states, while the partial solar eclipse is expected to appear in 49 states — weather permitting. House Republicans are continuing their attempt to pump the brakes on so-called "woke" investing with new legislation that could place limits on financial advisors and retirement funds. Rep. Andy Barr, R-Ky., will introduce a bill Wednesday that would target funds that consider environmental, social and governance issues, known as ESG. Barr's measure would update the Employee Retirement Income Security Act to require retirement funds to focus only on maximizing profits, limiting the ability to invest in ESG options. In addition, advisors would need to disclose the difference in fees and performance between ESG funds and a similar index. Proponents say ESG investing is intended to promote the social good, although critics say it hurts investors.
