Soon after a huge container ship struck Baltimore’s Francis Scott Key Bridge, bringing it down, President Biden pledged that the federal government would “pay the entire cost of reconstructing” the bridge. This would clearly be the right thing to do, not just to help the state of Maryland but also to limit the economic damage from a disaster that has blocked both a major road artery and a major port. Biden will probably be able to get funds for rebuilding, but it’s by no means a sure thing. The rise of MAGA Republicans is only part of the problem. Indeed, within days, Congress voted unanimously to provide $250 million in aid.

When the Francis Scott Key Bridge was built in the 1970s, it was intended to relieve congestion from the Baltimore Harbor Tunnel. Forty-seven years later, some of that traffic will be diverted back to the tunnel after the bridge collapsed last week upon being struck by a giant cargo ship, killing six construction workers. With the rebuilding process expected to take several years, that most likely means years of gridlock for commuters, travelers and truck drivers. The 1.6-mile bridge was the final link on Interstate 695, which loops around the city and is known as the Baltimore Beltway. The crossing’s overall structure, including its connecting approaches, was almost 11 miles long.

Blue-collar workers crossed it. And couples were known to get engaged near it. Completed in 1977, the Francis Scott Key Bridge was a practical, final link to the beltway of roads that circled Baltimore Harbor, a much-needed solution to reduce Harbor Tunnel congestion. For some, it symbolized the working-class communities around it — for others, the city itself. And the Key Bridge was simply a presence in people’s everyday lives.

Baltimore-bound rail freight which was diverted to the Port of New York and New Jersey will use this new CSX service, the freight railroad tells CNBC. Freight destined for the Port of Baltimore as exports will also use this new service to get to the Port of New York. The amount of freight being moved on the new line is not being disclosed for now, a CSX spokeswoman said. The railroad explained in an email to CNBC that strategic partnerships with steamship lines allow it to transport freight between New York and Baltimore, using its established international sales network. "While the timeline for resuming freight operations at the Port of Baltimore remains uncertain, we are in constant communication with our customers, providing timely updates on the status of their shipments.

Transportation Secretary Pete Buttigieg and Maryland Democrats on Sunday urged Congress to authorize additional federal dollars needed to rebuild the Francis Scott Key Bridge in Baltimore after it collapsed last week. “I hope and expect this, too, will be a bipartisan priority,” Mr. Buttigieg said on CBS News’s “Face the Nation.” He cited the case of a Minnesota bridge whose $250 million reconstruction plan was approved by Congress in a unanimous vote two days after its collapse in August 2007, and added that “the pitch is, your district could be next, and this has historically been bipartisan.”The Department of Transportation announced on Thursday that it had allocated $60 million in emergency federal highway funding toward rebuilding the bridge. That initial batch of money, which the department called “a down payment,” is unlikely to cover the full cost of construction that experts say could require hundreds of millions of dollars. The push for additional federal funding reflects officials’ belief that a prolonged disruption to the Port of Baltimore would cause ripple effects across the U.S. economy. The harbor has one of the largest facilities in the nation for wheeled cargo such as cars and trucks, and it serves as a key logistics hub for the auto industry for both imports and exports.

The collapsed Francis Scott Key Bridge lies on top of the container ship Dali in Baltimore, Maryland, on March 29, 2024. The collapse of Baltimore's Francis Scott Key Bridge on Tuesday is likely to send shock waves across the U.S. economy, as a key shipping route for certain goods remains snarled for the foreseeable future, officials said Sunday. "This is not [just] a Baltimore catastrophe, not a Maryland catastrophe. This is a national economic catastrophe as well," Maryland Gov. The bridge collapsed Tuesday after a large cargo ship crashed into it, following a mayday call shortly before the collision.

CNN —Crews are working to remove the first portion of Baltimore bridge wreckage – the starting point in a complicated, extensive cleanup process that could help open up a temporary channel to get more vessels into the water around the collapse site, officials said. In the meantime, conditions in the water make it unsafe for divers as pieces of the bridge remain submerged in the water. The port “handles more cars and more farm equipment more than any other port inside this country,” the governor said. Plus, “at least 8,000 workers on the docks have jobs that have been directly affected” by the collapse. In order to reopen the port, the Coast Guard says it will first clear debris from the deep draft channel, remove the ship, then clear debris from the bridge across the waterway.

New York CNN —The massive cargo ship crash that destroyed the Baltimore’s Francis Scott Key Bridge on Tuesday will probably cost various shipping companies and insurers billions of dollars in damages. “Maritime law is steeped in antiquity. Maritime law is rooted in the need to settle disputes and enforce rules between different peoples, even before there was the concept of countries with definitive laws. A container ship colliding into the Francis Scott Key Bridge in Baltimore is drawing attention to potential vulnerabilities among some of America’s more than 600,000 bridges. The Key Bridge stood for 47 years, and in that time it never received the sort of jolt that anyone could have thought would bring it down. Extreme weather events, increasingly heavy trucks and collisions from larger container ships pose significant risks to US bridges, engineers and other infrastructure experts say. The Key Bridge was “fracture critical,” the National Transportation Safety Board said Wednesday. To minimize the potential of ships bringing down bridges, bridges need to be built with what are known as redundancies— protections around bridges’ danger points.

Each year about 90% of world trade is transported by ship, according to the World Economic Forum. With its fleet of over 670 vessels, Maersk , one of the world's largest shipping companies, transports about one in five of those containers. The company logged record profits in 2022 due in part to pandemic-induced buying and higher freight rates. Crews in Baltimore on Saturday were working on pulling the first piece of wreckage out of the water after the collapse of the Francis Scott Key Bridge, a tangible sign of progress in the daunting effort to reopen the busy waterway. Rear Adm. Shannon Gilreath of the U.S. Coast Guard said at a news conference that his crew was aiming to lift the first segment of the bridge “just north of that deep draft shipping channel.” He added, “Much like when you run a marathon, you’ve got to take the first few steps.”The bridge was a critical transportation link to one of the largest ports in the United States, and the collapse is costing the region and the country millions of dollars the longer it is out of operation. More than 8,000 workers on the docks have been directly affected, Gov. Wes Moore of Maryland said. Mr. Moore said cutting up and removing the north sections of the bridge “will eventually allow us to open up a temporary restricted channel that will help us to get more vessels in the water around the site of the collapse.”

CNN —It could take weeks for the Port of Baltimore to reopen as an arduous cleanup process to clear the massive wreckage from this week’s catastrophic bridge collapse begins, leaving commuters and workers in limbo and supply chains in disarray, officials said. More than 1,000 engineers in Baltimore and across the country are studying the wreckage piece-by-piece to figure out the best plan to remove it. To help with this massive task, more heavy equipment is expected at the scene in the coming weeks. The port is the largest in the US for cars and light trucks, handling a record 850,000 vehicles last year, Moore said. “Our economy depends on the Port of Baltimore and the Port of Baltimore depends on vessel traffic,” Moore said Friday.

The cargo ship Dali sits in the water after running into and collapsing the Francis Scott Key Bridge on March 26, 2024 in Baltimore, Maryland. Maroon containers larger than a car sat twisted and crushed. Massive beams of steel warped into crooked arches. Pillars of jagged concrete poked out from the water — a tomb of wreckage that dimly reflected on the gray-toned river. From roughly 100 yards away, deep into the Patapsco River in Baltimore, the site of one of the worst bridge collapses in the country’s history is a haunting scene.
