TOKYO — Tokyo began issuing certificates recognizing same-sex couples on Tuesday, becoming the largest municipality to do so in a country in which same-sex marriage is not allowed. Seven years after Tokyo’s Shibuya district first introduced same-sex partnership recognition in 2015, more than 200 smaller towns have joined the move, accounting for less than one-fifth of Japanese municipalities. Still, many sexual minority couples say the partnership recognition will improve their daily lives, allowing them to rent apartments and sign documents in medical emergencies, and in inheritance. Fumino Sugiyama, a transgender activist, said the certificates recognize the presence of sexual minorities and the need to recognize their rights. Moda said the certificate only recognizes partnerships between adults and needs to cover children of same-sex couples.

BANGKOK, Oct 26 (Reuters) - A Thai celebrity media tycoon and transgender rights advocate has bought the Miss Universe Organization for $20 million, marking the first time the beauty pageant organiser will be owned by a woman, her company said on Wednesday. She has been outspoken about her experience as a transgender woman and also set up the Life Inspired For Thailand Foundation to advocate for the rights to dignity and opportunities for transgender people. The acquisition is "a strong, strategic addition to our portfolio," said Jakapong, adding that Miss Universe, with its content, licensing and merchandising opportunities, plans to expand in Asia. JKN produces its own shows and distributes content in Thailand from abroad including documentaries and Bollywood dramas. The annual beauty contest run by the Miss Universe Organisation, which was co-owned by Donald Trump between 1996 and 2002, is broadcast in 165 countries and has been running for 71 years.

Individuals will be allowed to make sure that their records with the Social Security Administration align with their gender identity under a plan announced Wednesday. The action, which is part of the agency’s “Equity Action Plan,” follows through on a March announcement to do so by the agency’s acting commissioner Kilolo Kijakazi. (AP) — The state health department has restored the ability for transgender people to apply to correct the gender marker on their Montana birth certificate after a judge blocked enforcement of a law that would have required them to have surgery first. The gender designation forms are available on the department’s website. Montana is required to process the applications after District Judge Michel Moses issued a temporary injunction against enforcing a state law that would have required transgender residents to have undergone a surgical procedure before changing the sex on their birth certificate. However, the state did not begin accepting applications and instead passed a rule saying that nobody could change the sex on their birth record unless there was a clerical error. No applications requesting a gender designation change had been returned to the state Vital Records department as of mid-day Thursday, Ebelt said.

— Just hours after a Montana judge blocked health officials from enforcing a state rule that would prevent transgender people from changing the gender on their birth certificate, the Republican-run state on Thursday said it would defy the order. District Court Judge Michael Moses chided attorneys for the state during a hearing in Billings for circumventing his April order that temporarily blocked a 2021 Montana law that made it harder to change birth certificates. Moses said there was no question that state officials violated his earlier order by creating the new rule. ACLU attorney Malita Picasso expressed dismay with the agency’s stance and said officials should immediately start processing requests for birth certificate changes. State officials denied that the new rule preventing birth certificate changes was adopted in bad faith.
Advocacy groups sued Wednesday to block a new Florida rule that bars Medicaid coverage of gender-affirming health care, such as puberty blockers, hormone therapy and surgery. The Florida Agency for Health Care Administration adopted the rule last month after it issued a report that claimed gender-affirming procedures have the “potential for harmful long term affects.” The rule took effect Aug. 21. in the lawsuit, said the new Medicaid rule will prevent her and her husband, Joshua, from being able to access puberty-blocking medication prescribed by K.F.’s doctors. They are also represented by two health advocacy groups, the Florida Health Justice Project and the National Health Law Program. Accredited medical groups — including the American Medical Association, the American Academy of Pediatrics and the American Psychological Association — say gender-affirming medical care is safe and medically necessary.
