The statement criticized congressional Republicans for not including additional funding for disaster relief, the Department of Veterans Affairs and the Small Business Administration. The White House also warned that it would oppose any funding cuts to the Internal Revenue Service in final appropriations legislation. President Joe Biden and many congressional Democrats staunchly opposed plans to include the SAVE Act in the government funding bill. But it was Johnson's own caucus members who defeated his initial funding measure, when 14 House Republicans voted against it on Sept. 18. U.S. President Joe Biden addresses the 78th Session of the U.N. General Assembly in New York City, U.S., September 19, 2023. But given the geopolitical backdrop for Biden's speech, there will be little time for victory laps. Since Biden's last UNGA address in September 2023, ongoing wars in Ukraine and Sudan have persisted, while long-simmering tensions in the Middle East have erupted into deadly conflicts. Still, the Biden administration regularly emphasizes its commitment to a ceasefire and hostage deal. "This is one of the advantages of the UN General Assembly: You literally have the whole world here," said the administration official, who was granted anonymity to preview the president's agenda.

Senate GOP Whip John Thune attacked Harris over her filibuster comments and vowed to preserve the delay tactic if he is elected as majority leader. “I think they’re willing to change the filibuster over a whole range of issues,” Thune said of the Democrats. The asteroid, dubbed 2024 PT5, is 33 feet long — roughly equivalent to a standard school bus. The asteroid is expected to enter Earth’s orbit Sunday and lurk there until Nov. 25, just over 56 days, Marcos said. Astronomers in Arizona spotted a different visiting mini-moon — a tiny asteroid named 2020 CD3 — in Earth’s orbit in February 2020. “A short mini-moon episode may last hours, days, weeks or a few months, and the affected object does not complete one revolution around Earth,” he said in an email. An early warning system for asteroids known as ATLAS (short for Asteroid Terrestrial-impact Last Alert System) discovered 2024 PT5 in early August.

Two reports released Monday provide a mixed but compelling outlook on the wave of book removals and challenges as the annual Banned Books Week begins for schools, stores and libraries nationwide. The ALA attributed the decline in book challenges in the first eight months of 2024, in part, to the work of anti-censorship activists and “success in courts” against laws that restrict book access. “But, you know, the First Amendment protects the rights of minors as well.”While the ALA’s report shows signs of book challenges abating, objections to certain titles still persist. Like the ALA, PEN said a large portion of the books targeted have racial or LGBTQ themes. It is supported by the ALA, PEN, the Authors Guild, the National Book Foundation and more than a dozen other organizations.

Former President Donald Trump’s campaign, including key members of Vance’s team, has been honing his debate strategy for more than a month, the source said. The choice of Emmer as a stand-in for Walz provides the Vance team with another Minnesotan and someone who, like Vance and Walz, has deep Midwest roots. “The main focus has been familiarizing [Vance] with Walz’s debate style and policy positions,” said the source involved with the preparations.

Another 1.4 million federal employees may have to work without pay, though some of these positions are funded through resources other than annual appropriations, she said.
