WASHINGTON, July 19 (Reuters) - A U.S. House of Representatives panel will hold a July 26 hearing as lawmakers look to jump start long-stalled efforts to pass legislation to speed adoption of self-driving cars. The Energy Commerce subcommittee on Innovation, Data, and Commerce confirmed to Reuters it was holding a hearing titled “Self-Driving Vehicle Legislative Framework: Enhancing Safety, Improving Lives and Mobility, and Beating China." The panel will consider separate draft legislation from Representative Bob Latta, a Republican and Representative Debbie Dingell, a Democrat. In order to ensure Americans can reap the benefits of self-driving vehicles, we must enact a comprehensive national law that establishes a pathway to safe deployment". Last week, the National Highway Traffic Safety Administration said it would soon decide on a petition filed by General Motors' (GM.N) Cruise self-driving technology unit seeking permission to deploy up to 2,500 self-driving vehicles annually without human controls.

In practice, though, the term “organized labor” belies the reality of fractured, disorganized labor organizations at the state and local levels. I’ve talked in previous columns about the cost and speed gains to be made by using modular housing produced in off-site factories that use union labor. That said, I think labor is a more natural ally in this project than some other liberal interest groups. You can see that in Pennsylvania, where a section of I-95 collapsed and was rebuilt in a matter of weeks, not months or years, with union labor. Plenty of countries with stronger unions than America complete transit projects more rapidly and more affordably than we do.

Last month, U.S. District Judge David Hale found that the ban likely violated the U.S. Constitution. However, he said he had to put his order on hold because the federal appeals court hearing the case recently paused a similar order in Tennessee. The law is being challenged by families of transgender children who say they will be irreparably harmed by losing access to medical treatments. The now-reinstated Kentucky and Tennessee laws were both blocked by federal judges on June 28 in response to lawsuits by families of transgender children. The families say the laws discriminate against transgender people and take away parents' right to make medical decisions for their children.

A nonprofit that aims to maintain local ownership for newspapers will buy 22 papers in Maine, including The Portland Press Herald and The Sun Journal of Lewiston. The National Trust for Local News, a nonprofit that was started in 2021, will buy the papers from Masthead Maine, a private company that owns most of the independent media outlets in the state, including five of its six daily papers. Masthead Maine’s owner, Reade Brower, had signaled this year that he was exploring a sale. The deal includes the five daily papers and 17 weekly papers, Elizabeth Hansen Shapiro, the chief executive of the National Trust for Local News, said on Tuesday. Ms. Hansen Shapiro said Maine residents had told her organization that there was an opportunity for nonprofit ownership after Bill Nemitz, a longtime Portland Press Herald columnist, asked readers in April to donate to help a nonprofit organization preserve local journalism in the state.

In each case, Coinbase filed briefs as an "amicus," or friend of the court. Josh Shapiro of Pennsylvania said on Saturday he was “confident” the portion of Interstate 95 in Philadelphia that collapsed last weekend will open within the next two weeks. “We are going to get traffic moving again,” Mr. Shapiro said on Twitter, crediting an “all hands on deck approach.” Initially, he had said he expected the repairs to take months. The crash on Sunday of a truck hauling gasoline led to a fire that left a section of the northbound side of the highway in ruins and the southbound section so badly damaged that it was demolished this week. Local officials are working with the federal government to rebuild the roadway. Before the collapse, that stretch of the highway, in northeast Philadelphia near the Delaware River, was used by about 160,000 vehicles a day, officials said, though much of the interstate traffic traveling through the region already bypassed Philadelphia using the New Jersey Turnpike, which runs roughly parallel to I-95 east of the river.

Retail sales at stores, online and in restaurants grew 0.3% in May from April, the Commerce Department reported on Thursday. Retail sales data is adjusted for seasonality but not for inflation. Excluding sales at gasoline stations, retail spending increased by a faster clip of 0.6%. From a year ago, overall retail sales rose 1.6% in May. Impact of the labor marketWhile retail sales held up in May, spending has erred on the weaker side after a big jump in January.
