NEW ORLEANS (AP) — As much as 1.1 million gallons of oil may have been discharged into the Gulf of Mexico from a pipeline system off Louisiana's southeast coast, the U.S. Coast Guard said Tuesday. The oil discharge was discovered amid high winds in the Gulf, which helped some of the oil evaporate and disperse. The Coast Guard said the oil was discovered near a pipeline system owned by Main Pass Oil Company, a subsidiary of Houston-based Third Coast Infrastructure LLC. WWL-TV reported Friday that pipeline gauges indicated 1.1 million gallons of oil were lost. The amount is far less than the 2010 BP oil disaster, when 134 million gallons were released in the weeks following an oil rig explosion.

NEW ORLEANS (AP) — The New Orleans home where civil rights activist Oretha Castle Haley grew up and that served as a hub for Louisiana's civil rights movement in the 1960s has been added to the National Register of Historic Places. In 1989, the city honored her memory by renaming Dryades Street, the site of many civil rights demonstrations, Oretha Castle Haley Boulevard. Robin S. Smith, a graduate student studying historic preservation at Tulane University's School of Architecture, started the historic designation process. The nomination was approved at the state level and then by the National Register office of the National Park Service in October. Properties listed in the National Register, authorized by the National Historic Preservation Act of 1966, are deemed worthy of preservation for their exceptional historic value.

Ussery died Thursday of congestive heart failure at an assisted living facility in Hollywood, Florida, his son Robert told The Associated Press on Friday. Ussery won the 1967 Derby aboard 30-1 longshot Proud Clarion. He picked up the mount after his original Derby horse, Reflected Glory, couldn’t make the race because of sore shins. “He was running on the hard surface and all the other horses were running in the sand like at the beach,” his son Robert recalled. Circuit Court of Appeals threw out a 3-2 decision issued last year by the National Labor Relations Board, which had said Tesla couldn’t prohibit union attire. The court opinion noted that Tesla allowed workers to affix “any number or size” of pro-union stickers to company-issued clothing. “We may have concluded differently had Tesla prohibited union insignia," read the opinion issued Tuesday by a unanimous panel of three 5th Circuit judges. Circuit Court of Appeals order, dated Monday, blocks the Louisiana State Bar Association from forcing attorney Randy Boudreaux to join the LSBA or pay its dues, at least for now. Boudreaux's is one of more than two dozen cases playing out around the country challenging state requirements that attorneys join and pay dues to state bar associations. Organizations including the Goldwater Institute and, in Louisiana, the Pelican Institute, are challenging mandatory bar association membership as violations of free speech rights. The association's promotion of an article on the effects of student loan debt on young lawyers was not germane, the court found.
