OSLO, Oct 31 (Reuters) - Norway will put its military on a raised level of alert from Tuesday as it sharpens security in response to the war in Ukraine, the Nordic country's prime minister said on Monday. Norway is now the biggest exporter of natural gas to the European Union, accounting for around a quarter of all EU imports after a drop in Russian flows. "This is the most severe security situation in several decades," Prime Minister Jonas Gahr Stoere told a news conference. Norway first deployed its military to guard offshore platforms and onshore facilities after leaks on the Nord Stream pipeline on Sept. 26 and has received support from the British, French and German navies. Lebanon had been cholera-free since 1993, but its public services are suffering under a brutal economic crisis now in its fourth year, while infighting among the country's faction-riven elite has paralysed its political institutions. The vaccines would play "an essential role" in limiting the disease's spread, Health Minister Firass Abiad told reporters in the capital as he announced the first batch. "The origins of this epidemic, in which public health is at stake, must also be treated," Anne Grillo told reporters. DOVER, England, Oct 30 (Reuters) - A man threw petrol bombs attached with fireworks at a centre for processing migrants in the southern English port of Dover on Sunday and then killed himself, a Reuters photographer said. The attacker, a white man in a striped top, drove up to the centre in a white SEAT sports utility vehicle. He got out and threw three petrol bombs, one of which did not go off, the photographer said. Video posted on social media by a GB News journalist showed staff putting out a small fire on the centre's exterior wall. KYIV, Oct 30 (Reuters) - A total of 218 vessels are "effectively blocked" due to Russia's decision to suspend its participation in a grain export deal, Ukraine's infrastructure ministry said on Sunday. Russia said on Saturday it suspended participation in the U.N-brokered deal to export agricultural produce from Ukrainian ports following attacks on its fleet in Russian-annexed Crimea. The ministry said 95 loaded vessels that had left Ukrainian ports were awaiting inspection for shipment to the final consumer, and 101 empty ones awaited inspection at the entrance to Ukrainian ports. It said 22 ships with agricultural goods were waiting to leave Ukrainian ports. Ukraine has said the deal, which unblocked three Black Sea ports, has allowed it to export around 9 million tonnes of agricultural cargo so far.
AHMEDABAD, Oct 30 (Reuters) - Hundreds of people fell into a river when a suspension bridge in India's western Gujarat state collapsed on Sunday and a number of them have been hurt, officials said. More than 400 people were on the bridge in the town of Morbi at the time and were plunged into the Machchu River, local TV channel Zee News said. "People fell in the river and there are casualties. Footage broadcast by the TV channel showed dozens of people clinging onto the cables of the collapsed bridge as emergency teams sought to rescue them. Prime Minister Narendra Modi, who is in his home state Gujarat for a three-day visit, said he has directed the state chief minister to mobilise teams urgently for the rescue operation.

CAIRO, Oct 30 (Reuters) - Egypt's pound fell about 4% to 24 against the dollar as trading resumed on Sunday, Refinitiv data showed, after authorities committed to a flexible exchange rate under an International Monetary Fund support deal. The pound slid about 14.5% to 23 against the dollar on Thursday after they pledged a "durably flexible" exchange rate in conjunction with a staff-level agreement for a $3 billion IMF extended fund facility. Egypt's currency has been held steady or allowed to depreciate only gradually following previous sharp devaluations in 2016 and this March. It has weakened about 34.5% against the dollar so far this year. It introduced a mandatory requirement for importers to use letters of credit, leading to a sharp slowdown in imports and bottlenecks at ports.
DOHA, Oct 30 (Reuters) - QatarEnergy's chief executive on Sunday named ConocoPhillips (COP.N) as the third and final partner on the Gulf Arab state's North Field South expansion, part of the world's largest liquefied natural gas (LNG) project. State-owned QatarEnergy had already announced Shell and TotalEnergies as partners in the North Field South expansion and Kaabi said each would hold a 9.375% stake. The North Field is part of the world's biggest gas field that Qatar shares with Iran, which calls its share South Pars. Kaabi said discussions continued with several Asian buyers as "value-added partners" on the North Field expansion, but that the Western international partners were all announced. Several supply agreements were being discussed in relation to the North Field expansion, he said, adding that there would be announcements in due course.
