CNN —Walt Disney Parks and Resorts has amended its lawsuit against Florida Governor Ron DeSantis and his hand-picked oversight board, dropping all of its claims except one. The lawsuit, filed in federal court, now focuses solely on the claim that DeSantis and his allies allegedly weaponized their political power to retaliate against the company for exercising its First Amendment right to free speech. The amended lawsuit claims that DeSantis has illegally punished the company since it spoke out. In May, the oversight board voted to file its own lawsuit against Disney to maintain its control of the district. The amended lawsuit comes less than one month after DeSantis encouraged Disney to drop its lawsuit in an interview with CNBC.

The Classic Learning Test is the college admissions exam that most students have never heard of. An alternative to the SAT and ACT for only a small number of mostly religious colleges, the test is known for its emphasis on the Western canon, with a big dose of Christian thought. But on Friday, Florida’s public university system, which includes the University of Florida and Florida State University, is expected to become the first state system to approve the Classic Learning Test, or CLT, for use in admissions. “We are always seeking ways to improve,” said Ray Rodrigues, the chancellor of the State University System of Florida, noting that the system, which serves a quarter million undergraduates, was the largest in the country to still require an entrance exam. CNN —Four astronauts have returned home from a six-month stay on the International Space Station, making a splashdown landing aboard their SpaceX Crew Dragon capsule off the coast of Florida on Monday. The astronauts, members of the Crew-6 mission run jointly by NASA and SpaceX, departed the space station on Sunday at 7:05 am ET. Before the astronauts left the space station, NASA said that it had been monitoring the impact of Hurricane Idalia, which made landfall Wednesday morning on Florida’s Gulf Coast. Over the past week, the Crew-6 astronauts worked to welcome and hand over operations to Crew-7 team members, who arrived at the space station on August 27. During their stint in space, the Crew-6 astronauts were slated to oversee more than 200 science and tech projects.

The NewsA Florida judge struck down the state’s congressional map on Saturday, ruling that it violated the Florida Constitution by diminishing the influence of Black voters, and ordering the State Legislature “to enact a new map which complies with the Florida Constitution.”Under state constitutional amendments that Florida voters passed in 2010, lawmakers are forbidden to draw districts “with the intent or result of denying or abridging the equal opportunity of racial or language minorities to participate in the political process or to diminish their ability to elect representatives of their choice.”In a 55-page ruling, Judge J. Lee Marsh of the Leon County Circuit Court ruled that lawmakers had violated that prohibition with the new maps they drew after the 2020 census. Judge Marsh rejected the Florida secretary of state’s argument that the prohibition didn’t apply to this case because Black voters had been a plurality, rather than a majority, in a district that the new map dismantled. The secretary inaccurately conflated two pieces of the law, he ruled. One requires the creation of new majority-minority districts in certain circumstances. The other limits the “diminishment” of existing districts in which voters from a minority group had sufficient numbers and influence to elect their candidate of choice, even if they weren’t an absolute majority — and that was the piece that applied to this case, he said.

The remnants of Hurricane Idalia were forecast to regain strength and become a tropical storm again over the weekend as it approached Bermuda, days after the storm made landfall along Florida’s Gulf Coast and swept across the Southeast. At 11 p.m. Eastern time, the storm was 45 miles southwest of Bermuda, where a tropical storm warning was in effect. The warning means that tropical storm conditions are expected in the area within 36 hours. The storm’s center will move near or to the south of Bermuda on Saturday. Tropical storm-force winds extended outward up to 240 miles from the center.

CNN —Hurricane Idalia caused billions of dollars in damage, but the price tag won’t be nearly as high as other major hurricanes, Moody’s Analytics said Thursday. According to preliminary cost estimates from Moody’s, Hurricane Idalia caused between $12 billion and $20 billion in damage and lost output. For context, Hurricane Ian, which made landfall in Western Florida last year as a Category 4 storm, caused an estimated $112.9 billion of total damage in the United States, according to the National Hurricane Center. Not only that, but Kamins notes that property values in the Big Bend are lower than the rest of the state. Moody’s RMS plans to release official estimates of insured losses in the next two weeks.

Hurricane Idalia made landfall this morning in Florida’s Big Bend, hitting the area with heavy rain and devastating winds before marching northeast into Georgia. The storm severed power to hundreds of thousands of homes and left behind life-threatening floods across wide swaths of the region. Idalia, which briefly reached Category 4 strength, is now a tropical storm with sustained 70-miles-per-hour winds. Still, forecasters warned that as it moves north tonight it could produce dangerous conditions in parts of Georgia and southern South Carolina. Two deaths from car crashes have so far been attributed to Idalia, but the full extent of the damage is not yet known.

New York CNN —As it churns toward the disaster-prone Sunshine State, Hurricane Idalia could be a litmus test for Florida’s increasingly volatile and expensive insurance landscape. Despite several insurance companies exiting Florida, experts say the state’s residents are still mostly covered this hurricane season. “Florida’s property insurance market remains very volatile, but the insurance industry is well-capitalized to pay Idalia claims,” he added. Enrollment in flood insurance has seen a steady uptick every month since October 2022, according to the latest FEMA data. While Florida has the highest flood insurance enrollment rate of any state, Friedlander said only 18% have flood insurance through either federal or private insurers.

How to Track a Hurricane

Hurricane Idalia continued to build strength over the Gulf of Mexico’s abnormally warm waters on Tuesday, taking aim at a vulnerable but sparsely populated portion of Florida’s coastline known as the Big Bend, where the peninsula curves west into the Panhandle. My colleagues and I on The Times’s Weather desk just redesigned our hurricane tracker with detailed information about the storm’s path and severity. In today’s newsletter, I’m going to tell you how best to track a hurricane’s progress, especially if you’re in its path. But people often misinterpret these maps, thinking they’ll be safe if they live just outside the cone, for example. Nearly a year ago, officials in Florida’s Lee County saw they were on the edge of the cone of uncertainty for Hurricane Ian and delayed an order to evacuate, with devastating consequences.

With sustained winds of near 100 miles per hour, Hurricane Idalia is nearing Florida’s Gulf Coast, where it is expected to deliver dangerous winds and a life-threatening storm surge by the time it makes landfall tomorrow morning. Rain from the storm’s outer bands has already begun to lash Florida’s southwest coast. Idalia (pronounced ee-DAL-ya) is very likely headed for a vulnerable but sparsely populated portion of the Florida coastline known as the Big Bend, which could see a storm surge of up to 15 feet.
